ANNUAL TOWN MEETING
Tewksbury, Massachusetts, February 1, 1939
At a meeting of the inhabitants of the Town of Tewksbury, qual- ified to vote in Town affairs, held this day in the Town Hall, Tewks- bury, Massachusetts, the following business was transacted.
Meeting called to order at 12.00 o'clock noon by the Moderator, Melvin G. Rogers.
ART. 1. Under Article 1, the polls were opened with William Smith, Anna MacPhillips, Thomas Sullivan, Jeremiah Houlihan, Edward Hoyt, Elmer Streckwald, Jesse French and Wallace Farwell sworn in as Tellers. Register showed 0000.
At eight o'clock P. M. the meeting was called to order and Rev. Taplin J. Winslade, D. D., offered prayer.
ART. 2. All reports of Town Officers and Committees accepted.

ART. 12. Voted that the present or any succeeding Town Treasurer, may during his term of office, with the approval of the Selectmen, assign any tax title held by the Town, whether redeemable or un- redeemable, for a sum not less than the consideration named in the tax deed plus interest thereon at the rate of eight percent (8%) per annum from the date of the deed to the date of the assignment of the tax title, plus the cost of recording said deed, and plus a sum not less than the taxes of the two years succeeding the year in which the tax was assessed for which the tax sale was made. The Board of Selectmen shall keep a book exclusively for the records of such approvals by them of assignments of tax titles and

the secretary of said Board shall, upon any such approval by the Board of an assignment, give notice immediately in writing to the Town Auditor, stating the title which is being assigned, a con- sideration to be received therefor.
ART. 13. Voted to authorize the Board of Public Welfare as re- quested in this Article.
ART. 14. Voted to raise and appropriate the sum of $10,000.00 for W. P. A. works for 1939.
Motion by Harold J. Patten that Everett H. King act as Sponsor's Agent seconded and so voted.
ART. 15. Voted: To raise and appropriate the sum of $2,500.00 for the improvement of North Street; said money to be used in conjunc- tion with any money which may be allotted by the State or County, or both, for this purpose.
ART. 16. Voted: To raise and appropriate the sum of $1,000.00 for the improvement of River Road; said money to be used in con- junction with any money which may be allotted by the State or County, or both, for this purpose.
ART. 17. Voted: To raise and appropriate the sum of $2,500.00 for the Maintenance of Chapter 90, highways; said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose.
ART. 18. Indefinitely postponed.
ART. 19. Voted: That the Town appropriate the sum of $1,069.84, being the balance at present in the Highway Machinery Fund, to- gether with all receipts for the use of Road Machinery from any source whatsoever and that the Highway Commissioners be and hereby are authorized to purchase from such Fund whenever in their judgment it becomes necessary whatever new equipment or trucks the Highway Department may need; and to pay whatever cost of repairs and maintenance that may be incurred in the usual operations of the Highway Department Machinery from said Fund; provided that at the time of the above purchases there be in the said Highway Maintenance Fund a sum large enough to pay for the article so purchased.

ART. 21. Voted: To accept Myrtle Street, as laid out by the Road Commissioners, with the boundaries and measurements as shown on the plan on file with the Town Clerk.

ART. 25. Voted: To accept an extension on Highlandview Avenue, as laid out by the Road Commissioner, with the boundaries and meas- urements as shown on the plan on file with the Town Clerk.
ART. 26. Voted: To accept an extension on School Street, as laid out by the Road Commissioners, with the boundaries and measure- ments as shown on the plan on file with the Town Clerk.
ART. 27. Voted: To adopt the following By-law: There shall be an annual audit of the Town's accounts under the supervision of the Director of Accounts of the Department of Corporations and Tax- ation in accordance with the provisions of Section 35, Chapter 44, General Laws.
ART. 28. Voted: to refer the matter to the School Committee.

VOTED: To adopt the following By-law: The Annual Town Meeting shall be on the first Wednesday in February for the Elec- tion of Town Officers and such matters as are to be required by law to be determined by ballot, polls to open at 10.00 o'clock A. M. and close at 8 o'cock P. M. All other business shall be transacted on the second Wednesday of February commencing at eight (8) o'clock P. M.
ART. 36. Voted: To raise and appropriate the sum of $1,000.00 to be used by the School Committee for the purpose of adding one more bus to those already in use for the transportation of school chil- dren.
Motion made and seconded to reconsider the vote on this Article. Mr. Pearson and Rev. Mr. Kenison appointed by the Moderator as tellers. The result of the count was unanimous for reconsidera- tion.
Voted: To raise and appropriate the sum of $1,500.00 to be used by the School Committee for the purpose of adding one more bus im- mediately, to those already in use for the transportation of school children.

To either of the Constables of the Town of Tewksbury in said County: GREETING:
In the name of the Commonwealth of Massachusetts, you are here- by directed to notify and warn the inhabitants of the Town of Tewks- bury, qualified to vote in Town Affairs to meet and assemble at Town Hall in said Tewksbury, on Wednesday, the 25th Day of October, 1939, at eight o'clock P. M., to act on the following Articles:
ART. 1. To see if the Town will vote to transfer the sum of $200 from the Town Hall account to the Aid to Dependent Children Account, or take any action in regard to same.
ART. 2. To see if the Town will vote to transfer the sum of $643 from the Board of Registrars Account to the W. P. A. Account, or take any other action on same.
ART. 3. To see if the Town will vote to raise and appropriate the sum of $2500 for the Welfare Dept. or take any other action on same.
ART. 4. To see what action the Town will take to regulate, by By-Law the Issuance of Permits or Licenses, for the establishment of, or engaging in, any commercial business or enterprise, in the Dis- trict south of the Shawsheen River, commonly known as South Tewksbury.
And you are directed to serve this warrant by posting up attested copies thereof, one at each of the Public Meeting Houses, one at the Town Hall, one at each of the Post Offices and leave one hundred copies for the use of the Citizens at the Post Offices in said Town, 8 days at least, and over two Sundays, before the time of holding said Meeting.
Hereof fail not and make due returns of this Warrant, with your doings thereon, to the Town Clerk at the time and place of Meeting as aforesaid :

At a Special Meeting held this day in the Town Hall by the in- habitants of the Town of Tewksbury, qualified to vote in Town affairs, the following business was transacted: Meeting called to order by Moderator Melvin G. Rogers at four minutes past eight o'clock. Be- cause of a lack of quorum a motion was made and accepted that the Meeting be postponed until nine o'clock P. M. Meeting called to order at. nine o'clock P. M. by Moderator Rogers. Because of lack of quorum a motion was made and accepted to postpone the Meeting indefinitely. The motion was carried. Everett H. King explained that he would ask the Selectmen to act as in emergency under Section 31, Chapter 44, General Laws. Meeting adjourned at 9:02 P. M. A true record.
