ART. 41. To see if the Town will vote to raise and appro- priate a sum not exceeding $350 for repairs to and main- tenance of the athletic field and structures thereon at the high school and for the maintenance of athletics at the high school.

ANNUAL TOWN ELECTION
Tewksbury, Massachusetts, February 5, 1941
Middlesex ss.
At a Meeting of the inhabitants of the Town of Tewksbury, qual- ified to vote in Town Affairs, held at the Town Hall, this day, the following business was transacted. Warrant was read by the presiding Election Officer, Melvin G. Rogers, and the polls were officially opened at twelve o'clock noon. Jesse J. French, William A. Smith, Thomas F. Sullivan, William I. Bailey, William H. McGowan and Anna E. McPhillips were sworn in as tellers by Mr. Rogers. The Register showed 0000, check lists were in order and the Clerk received a receipt for eighteen hundred and eight ballots. The Polls were officially closed at eight P.M. with the Register showing 753. The Check List showed seven hundred and fifty-three names checked as voted which checked with the seven hundred and fifty-three ballots counted. Following is the result of the count :-

ANNUAL TOWN MEETING
Town Hall, Tewksbury, Massachusetts
February 12, 1941
At a Meeting of the inhabitants of the Town of Tewksbury, quali- fied to vote in Town Affairs, held this day, at the Town Hall, Tewks- bury, Massachusetts, the following business was transacted:
The Meeting was called to order by Moderator Melvin G. Rogers at seven thirty o'clock P.M. Check list used and a necessary quorum was found to be present. Rev. Gordon S. Kenison, pastor of the Tewks- bury Centre Congregational church, offered prayer.
ART. 1. Acted on at the meeting held February 5, 1941.
ART. 2. All reports of Town Officers and Committees accepted.
Mr. Gay moved that the Selectmen be instructed to insert an article at some future Town Meeting to repeal the existing By-law compelling the Town Clerk to include in his report the minutes of all Town Meetings in order to save the cost of printing said report.
ART 3. VOTED: To lay on the table.
VOTED: The money arising from the licensing of dogs, for the ensuing year, to aid in support of the library.
ART. 5. VOTED: That the town treasurer, with the approval of the selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1941 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section_17, Chapter 44, General Laws.
ART. 6. VOTED: To indefinitely postpone.
ART. 7. VOTED: To raise and appropriate the sum of $350.00 for proper observance of Memorial Day.

ART. 8. VOTED: That the selectmen be and hereby are authorized to institute suits on behalf of the Town or defend any suits that are, or may be brought against the Town, and to sign any contracts or agreements in behalf of the Town.

ART. 11 VOTED: To authorize the Town Treasurer with the approval of the Selectmen to sell any parcel or parcels of land acquired by the Town through Tax Title foreclosure proceedings whose Tax Title value is less than $40.00, for whatever sum it may be in their judgment to the best interest of the Town.
ART. 12. VOTED: To authorize the Board of Selectmen and the Treasurer to foreclose either through the Land Court or by af- fidavit of the Commissioner of Corporations and Taxation, any Tax Title held by the Town for more than two years, and to raise and appropriate the sum of $1,500.00 therefor.
ART. 13. VOTED: To raise and appropriate the sum of $2,500.00 for the maintenance of Chapter 90, highways: said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tewksbury, qualified to vote in Town affairs, to meet and assemble at Town Hall in said Tewksbury,
On Wednesday, the 16th Day of April, 1941,
at eight o'clock P.M. to act on the following Articles:
ART. 1. To hear the Report of the committee appointed under Article 40 of the Annual Town Meeting of 1941, and act thereon.
ART. 2. To see what sum of money the Town will raise and appropri- ate by loan or otherwise for alterations or additions to the Shaw- sheen School and to determine who shall have supervision of the expenditure of the money under this article, or take any other action relative thereto.

SPECIAL TOWN MEETING
Town Hall, Tewksbury, Masachusetts
April 16, 1941
At a meeting of the inhabitants of the Town of Tewksbury, held this day at the Town Hall, the following business was transacted:
Due to the lack of a necessary quorum the Meeting was not called to order until 8.30 o'clock P.M. At 8.30 P.M. the Meeting was called to order by Moderator Melvin G. Rogers, check list was used and the necessary quorum was found to be present. The Moderator asked if any doubted the quorum, there were no doubts and he proceeded with the business of the Meeting.
ART. 1. The Report of the Committee covering addition to the Shawsheen School was read by the chairman, Louis O. Berube. Mr. Berube then filed the written report with the Town Clerk. A discussion followed the reading of the Report during which Mr. Henry Sparkes asked for the fireproofing of school buildings. A motion was made and seconded that the Report of the Com- mittee be accepted.
VOTED: That the Report of the Committees be accepted. Mr. Sparkes then submitted the following motion; "I make a motion to erect a fireproof building in place of the Shawsheen School, and appropriate the sum of $65,000 for the same, $5,000 to be raised by the tax levy of 1941 and the balance to be raised by a loan of 15 years, $4,000 to be payable each year." This motion was seconded.
Mr. Harold Patten suggested a new building, but not immediately. Mr. Patten favored a four room brick building to be added to at a later date.
Mr. Berube then spoke in the interest of economy.
Mr. Ralph Battles moved that further action under Article 1. be indefinitely postponed. The motion was seconded. Moderator ruled the motion prevailed. Seven rose to doubt the vote. Moderator Rogers appointed Robert Gay and Herman Bischoff as Tellers and administered the oath. The vote was then taken again with the result 68 were in favor of indefinite postponement, 13 against in- definite postponement.

ART. 2. Mr. Berube submitted the following motion; That the sum of seventeen thousand dollars ($17,000.00) be raised and appropri- ated for the construction of an addition to the Shawsheen School, which will increase the floor space of said School, and for the cost of the original equipment and furnishing of such an addition as well as for alterations of the present building necessary to such addition; and to meet the said appropriation, that the sum of seven thousand dollars ($7,000.00) be raised in the tax levy of 1941, of which sum, five thousand five hundred dollars ($5,500.00) is to cover the cost of the alterations to the old building and of the new steam heating plant to be constructed in the present building, and the treasurer, with the approval of the selectmen, be and hereby is authorized to borrow the sum of ten thousand dollars ($10,000.00) and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or note, or at such earlier times as the treasurer and selectmen may determine.
The motion of Mr. Berube was seconded. Mr. Gay and Mr. Bischoff again acted as Tellers and the result of the vote was: 69 in favor, 11 opposed.
A motion by Mr. Greene that the same committee be appointed was carried.
ART. 3. Moved and seconded that the sum of $400.00 be raised and appropriated for the flag pole.
VOTED: To amend the motion to include bids for installation and furnishing of the flag pole.
VOTED: To raise and appropriate the sum of $400.00 for the flag pole, and to put out bids for the installation and furnishing therefor. It was moved, seconded and voted that the Commander of the American Legion be placed in charge.
ART. 4. VOTED: To raise and appropriate the sum of $64.00 for the purposes outlined in this Article.
Meeting adjourned at 9.25 o'clock P.M.
