ROAD DEPARTMENT.


The constant rains during the year have entailed considerable more expense on the care of the roads than usual. Beside the general repairs we were obliged to expend considerable on the road near the house of A. G. Polley. This road was originally laid out by the County Commissioners, but was not thoroughly built. The drainage was bad and the material used for the road bed was soft and muddy. Constant complaint had been made, especially in the Spring, of the almost impassable condition of this road.


The Superintendent expended about $800 in rebuilding the road, putting in II new culverts of 12-inch sewer pipe and widening out the road by filling in with stone and raising the road bed and covering with gravel, which has given a dry, hard road, and it ought to last for a number of years without much expense for repairs. We also contracted with H. E. Fletcher & Co., for $200, to remove the ledge opposite the house of C. R. P. Decatur, which had become dangerous to travel.


At the April meeting the Town voted to instruct the Selectmen to appoint a committee to inquire into the system of the care of our highways, and to report at a future meeting. We appointed Herbert E. Fletcher, Hammett D. Wright, Melbourne F. Hutchins and George T. Day as that committee. One public hearing was held at the Town Hall to get the views of our citizens; the result showed that there was a diversified opinion in regard to the question. The committee has held a number of meetings and has made up its report outside of any influence of the Selectmen, and its report is published for your consideration.


In accordance with Chapter 98, Acts of 1889, Benjamin F. Day was appointed Superintendent of Streets. This year we made a different contract with him in regard to an extra team, paying him $3.50 per day for a pair of horses and a man, instead of $2.50 for a pair of horses without a man, as we did last year, thereby saving 50 cents a day on the team.

There is a balance due W. H. Martin, for plumbing, to the amount of $22.21, and there is in the hands of Mr. S. H. Balch the sum of $2 for sale of material.


The committee decided to give the Superintendent at the farm authority to buy the materials and take charge of the work, as estimates received for the building were so much in excess of the appropriation that we found it advisable to put the matter in

his hands. The lowest estimate we received was $2,100 above the cellar, without the plumbing. We have expended between $500 and $600 in the basement in putting in cells and tramp room and brickwork, and $375 for plumbing, which amounts to about $900 more than the estimate. The Superintendent has done a good deal of the carpenter work himself at his leisure. We have nearly material enough on hand to finish the first floor, and it is estimated that if $300 more was raised by the Town to buy material for the second floor, stairs and stock for painting, the Superintendent can complete the building himself without any expense for labor. It would seem that it is policy for the Town to do so, for if there should be a change in the Superintendent before the building was finished, and a new man should take charge who was not a mechanic, it would necessitate the hiring of a carpenter extra. The committee is desirous for the citizens to visit the farm and inspect the new building, believing they will endorse the course the committee has taken.

BOARD OF HEALTH.


The Selectmen, under the law, act as the Board of Health.


The Board appointed Wesley O. Hawkes and W. H. H. Bur- beck agents for diseases and sanitary condition of the Town. Albert P. Richardson and John A. Healy were licensed as under- takers.


In the fall an epidemic of scarlet fever prevailed in Granite- ville, and scattering cases occurred in other parts of the Town. No deaths occurred, as in many cases it was of a mild type. Typhoid fcver was somewhat prevalent; two deaths occurred.


On account of no appropriation passed by the Legislature, nothing was done in the inspection of cattle by the inspector. A limited inspection was made of cattle at time of slaughter, and one cow condemned.


The following table is for the calendar year 1898.

REPORT ON CEMETERIES.


The following report is respectfully submitted by the Com- missioners of Public Cemeteries. for the year ending March Ist, 1899:


The usual work has been done in Fairview Cemetery. The avenues have been kept in good condition and free from grass and weeds.


Care has been given to all lots, as reported, and special attention given to those having a fund for perpetual care. All have been mowed several times during the season, and any tablets needing repairs have been attended to, when authorized by the owner of the lot. Mr. H. W. Tarbell was employed. at an expense of $30. to furnish and plant ornamental and flowering shrubs to beautify the grounds.


At the West Cemetery as much work has not been done as we had hoped and intended, but a beginning has been made, and we trust that during the coming season we can make considerable improvement, both there and at the North Cemetery. The fence has been painted two coats. Mr. H. W. Tarbell furnished and planted flowering vines over the tombs, and a row of evergreen trees has been planted on the east side. to hide the unsightly wall, if possible. at an expense of $26.40.


The Trust Funds for perpetual care of lots show a gradual increase in numbers. The same are deposited in various savings banks in the City of Lowell, making a total amount, up to the present time, of $700.


Regarding the subject of Trust Funds for such a purpose, the Legislature for 1897 passed a very wise law, which gives authority to executors and administrators whereby funds may be appro- priated from the proceeds of an estate and devoted to the purpose of providing perpetual care of a cemetery lot. The former law only allowed the executor or administrator to provide a suitable mark or monument for the deceased. The following is a copy of the statute :


"Executors or administrators may pay to cemetery corpora- tions or to cities or towns having burial places therein, a reasonable sum of money for the perpetual care of the lot in which the body of their testate or intestate is buried. The Probate

Court shall determine, after notice to all parties in interest, to whom the same shall be paid and the amount thereof, and such sums shall be allowed in final account of such executor or admin- istrator."


The Commissioners would recommend that the Town raise and appropriate the sum of $250 for the care and improvement of the various cemeteries during the ensuing year.
