Section 20. Said Stony Brook Valley Street Railway Com- pany shall not sell or lease its tracks or location, nor any part thereof, nor the rights acquired hereunder, to any person or cor- poration without the written consent of the Selectmen.

HEATING OF CARS.
Section 21. Said company shall heat all cars when in use by them for the transportation of passengers, at such times, by such means, and to such extent as the Selectmen shall from time to time determine.
INSPECTOR.
Section 22 .- Said company agrees that the Selectmen shall appoint an inspector of all the work required for the construc- - tion of said railway, and they may remove him for any cause and appoint another. Said company shall pay said inspector for his services.
Section 23 .- The terms "Board of Selectmen," "Select- men," and " Board," as used in this order of location and in terms, conditions and obligations to which said order is subject, are intended and shall be taken to extend to, and include all successors of the existing Board of Selectmen of the Town of Westford.

BOARD OF HEALTH.
The Selectmen, acting as the Board of Health, appointed Wesley O. Hawkes and W. H. H. Burbeck agents for diseases and sanitary condition of the Town.
Albert P. Richardson and John A. Healy were licensed as undertakers.
During the past year, as in the year previous, the town has been very free from contagious diseases, only a few cases being reported.
The number of deaths will be found in the Town Clerk's Report.

The expenses of this department have been so much less than expected that we have kept within a reduced appropriation.
The need of a better heating apparatus at the almshouse has been very apparent for some time, so that when we found our- selves in possession of funds recovered by us in behalf of the Town in reimbursement for former expenditures, sufficient to place a steam heating apparatus in the almshouse, we considered it for the interest of the Town so to do, considering it to be more economical for the Town, all things considered, than stoves. Whenever any of the Board have visited the almshouse we have found everything neat and clean and every evidence that the inmates were well cared for. That such care pays is shown by the small amount of medical bills for the inmates. It is the wish of the Overseers and the master of the almshouse that the citizens of the Town would more generally visit this institution and so better understand what is done there.

LIBRARY REPORT.
The Trustees of the J. V. Fletcher Library respectfully sub- mit the following report for the year ending March 1, 1901 :-
In behalf of the town, the Trustees gratefully acknowledge many gifts to the Library during the past year. Thanks are especially due for the offertory, amounting to $10.46, at the Epis- copal service held in the Town Hall last fall, by the Rev. Thomas L. Fisher of Ayer.
The removal of Rev. Louis H. Buckshorn to New Hamp- shire last December caused a vacancy in the Board of Trustees. His interest in the Library and his assistance in its management are greatly missed by his associates.
Many of the books purchased this year are of great interest and value. The collection includes the best works obtainable on South Africa and the Boer War, and on China; a finely illus- trated set of John L. Stoddard's celebrated lectures in ten vol- umes; eight volumes of Stanford's Compendium of Geography and Travel, with numerous illustrations and maps; the complete works of Thomas Jefferson, in ten volumes; a good edition of Jane Austen's novels; and a large number of carefully selected histories and biographies.
The binding of last year's magazines, the rebinding of many much used books, and the purchase of desirable works soon to be published, require a larger balance than usual to be reserved in the treasury.
Under the guidance of Superintendent Richardson, the teachers and pupils of our public schools are now making sys- tematic use of the Library in educational work. The small and meagre text-books in History, Geography and Literature are supplemented by complete and more interesting works; and our young people are being unconsciously taught how to use the Library, and to derive from it the help and instruction in which it abounds. It has long been an unfailing source of entertain- ment and recreation; its practical usefulness for increasing knowl- edge and promoting sound scholarship among our people is still too little appreciated.

The last catalogue of the Library was printed in 1889. The titles of books purchased since then are contained in eleven annual supplements. The inconvenience and confusion resulting from these conditions have been complained of by many, and with good reason. There are probably few families in town in which the old catalogue and the eleven supplements are preserved and kept on file for use in selecting books. The lists contained in these twelve separate publications form so cumbrous and unsat- isfactory a guide to the resources of our Library that they are but little used. It is hardly an exaggeration to say that our books may be considered as not catalogued at all. Many make no attempt to use the Library as a whole, but restrict their read- ing to the books catalogued in the last supplement. This causes a disproportionate demand for the new books, and much dis- appointment at the frequent delays in obtaining them. The labor of the Librarian is difficult and perplexing. People come to the delivery counter, sometimes in crowds, desiring books, but often unable to give their class, number or exact title. Hurried search must be made through the catalogue and its numerous supple- ments, or among the 11,000 volumes on the shelves.
Under these unfavorable conditions, it is not to be wondered at that the circulation is too small. The usefulness of the Library is seriously impaired; a new catalogue is imperatively needed.
But a catalogue like that of 1889 will afford only temporary relief. The supplements will accumulate again, and the trouble and confusion will soon return.
After consultation with Mr. C. B. Tillinghast, State Librarian and member of the Library Commission, we have decided to recommend to the town a modification of the Dewey, or decimal system of cataloguing. It provides for an accurate classification of the books; the card catalogue in the Library is always complete to date and perfect in arrangement; it enables the Librarian, or any one else, to find easily and readily what works the Library contains on any specified subject.
The expense of the work would be large if an expert were employed to do it; but this seems to be unnecessary. With the assistance kindly offered by Mr. Tillinghast, we believe the card catalogue can be made during the ensuing year by Miss Bunce

and those whom she may need to work under her direction. We recommend that the sum of three hundred and fifty dollars be raised and appropriated for this purpose. On the completion of the card catalogue, lists of the books must be printed for gen- eral circulation in the town. But money for this purpose will not be needed until next year.
We recommend that the sum of one hundred and fifty dol- lars be raised and appropriated for the purchase of books and periodicals during the ensuing year.
