In the room at the Town Hall the Encyclopedias, Dictionaries and other reference books could be consulted only under most unfavorable conditions. There was no suitable place for making research and taking notes, and there were necessarily frequent in- terruptions. It has been impracticable to keep any record of the persons who have used the works of reference in the new room provided for this purpose ; but the number has been large. The free and uninterrupted consultation of these valuable works is a privilege not heretofore enjoyed ; and it is highly appreciated.
It was not anticipated that the change of location would materially affect the circulation of books to be read by people in their homes ; but the record of the Librarian shows that the number of volumes taken from the Library is 1948 greater than even the large circulation of the previous year. This fact excites surprise as well as gratification, especially when it is considered that the transfer of the books to the new building, and the arrangement of them, made it necessary to close the Library to the public for nearly a month. Had it not been for this interruption, the circulation would undoubtedly have increased 20 per cent. during the year. The gain actually recorded is more than 16 per cent
The fine reading room in the new building supplies advantages which have long been desired, but which could not be provided in the Town Hall. An important part of the service which libraries may render to communities is to provide information on living

issues and to make easy of access news of the great movements in which the nations of the world are actually engaged. For this purpose the great magazines and reviews are indispensable ; for in them the master minds in every department of human endeavor now give to the world the latest results of their labors, their fresh discoveries and their matured conclusions. The book in most cases sets forth that which is already determined and crystallized into history. To those who seek knowledge of pending issues and wish to form intelligent opinions, that they may discharge wisely the manifold duties of citizenship, the careful perusal of the best periodical literature is absolutely necessary.
The reading room is now supplied with the following list of periodicals :- Monthly Magazines or Reviews-Atlantic, Harper's, Scribner's, Century, Forum, North American, Review of Reviews, Popular Science, McClure's, Munsey's, Cosmopolitan, St. Nicholas, New England, Good Housekeeping and Bookman ; presented by publishers-Our Message, Ladies' Home Journal, Ladies' Home Companion, Land of Sunshine, and Pacific North- west ; Weekly publications-Littell's Living Age, Harper's, Frank Leslie's, and Scientific American ; presented by publisher, The Union Signal.
This_supply of current literature appears to be attractive and satisfactory. It was intended to have on the files a sufficient variety to gratify the tastes of all, and no deficiency is thus far apparent, A large majority of those who frequent the reading room are the young people of the town. It is highly gratifying to know that this new opportunity for improvement and rational recreation is appreciated, and that so many are forming the habit of spending their leisure in ways that are refined and helpful.
The gifts to the Library during the year have been numerous and valuable. A list of them will be found at the end of this report.
The art gallery in the new building was regarded from the first as most desirable ; but it was supposed by all that years must Elapse_ before it would contain many of the pictures for which it was designed. Only a few months have passed since the Library was dedicated, and yet its walls are already decorated with nine fine lithographic views of New England cities, presented by Mr. Charles L. Hildreth of Lowell, and twenty-one portraits and pictures, all of them handsomely framed, and many of them large

and expensive. A detailed description of them cannot be given here without unduly extending this report. The generosity of the donors is gratefully appreciated ; and they receive, as they well deserve, the sincere thanks of the people of our town.
We trust that none will take jt amiss if we designate the life-size oil painting of Hon. J. Varnum Fletcher as the noblest and most pleasing gift which the new Library has received. No portrait of him is or ever will be needed to remind citizens of Westford of his noble life and philanthropic deeds; but this fact detracts not at all from our gratitude for the gift, nor from our pleasure in its possession. While it will always be prized by us, it will be still more valued by those who will enjoy the benefits of the J. V. Fletcher Library long after those who now use it shall have passed away.
The number of volumes presented to the Library during the year is 316,- many more than have ever before been given in a single year. Among the more valuable of these are the hundred volumes of congressional speeches and debates, American archives, etc., presented by Mrs. Sherman D. Fletcher from the private library of her late husband ; one hundred and seventeen volumes of reports of the U. S. treasury, coast survey, light-house board, etc., from Hon. Charles S. Hamlin, Assistant Secretary of the Treasury ; five volumes of the publications of the Lowell Old Residents' His- torical Association, and Scribner's large statistical atlas, presented by Mr. Charles L. Hildreth, Superintendent of the Lowell Machine Shop; Lewis's History of Middlesex County, in three large volumes, illustrated, presented by Mr. J. V. Keyes of Lowell, and an unbound set of the Century Company's " Battles and Leaders of the Civil War," presented by Joseph A. Willard, Esq., clerk of the Suffolk County Superior Court. For these and the many other volumes given to the Library, the Trustees desire, in behalf of the Town, to return grateful acknowledgment.
The books purchased during the year are fewer than usual, owing to the fact that the expense of the past two years' supply of periodicals for the reading room had to be taken from the annual appropriation ; but they comprise a large number of works of permanent value.
Since the occupation of the new building, the Library and reading room have been open three afternoons and evenings during.

each week, and from 12.30 to 1.30 Sundays. This increase of opportunity for the use of the Library, while accompanied by some slight additional expense, seems to be of benefit to the Town and to meet with general approval.
The Librarian reports that the number of autograph signatures in the visitors' register since the dedication of the Library, June 4th, 1896, is 990 ; and that the total number of visits to the Library since June 11th, by patrons and people from other towns, is 6539.
The committee of ladies who solicited gifts for the relic room, and who arranged and catalogued them, have submitted the follow- ing statement :-
"Visitors to the Library will find in the relic room, and in two Cases in the picture gallery, a large collection of valuable articles ; including minerals, shells, stuffed birds, old coins, rare woods, Indian implements, ancient pictures and books, old china, and many relics of the Revolution and olden times, given or loaned to the Library by our citizens, both native and foreign born, and also by friends who are still interested in our Town-though far away. We gratefully acknowledge these gifts and loans, but want of space forbids giving the names of the large number contributing to this collection, which has been the source of much pleasure the past year to those visiting the Library. It is hoped that gifts will con- tinue to be made from time to time, as there remains ample room for such additions. The ladies who have had charge report that articles, whether given or loaned, are numbered, and the description of article, with number and name of person giving or loaning the same, is recorded in a book kept for that purpose ; the various articles having cards placed with them bearing like information. We feel sure those of our citizens who have not already visited these rooms will find much to interest them in this collection, so kindly furnished by our many friends."
We recommend that the sum of two hundred dollars be raised and appropriated for the purchase of books and periodicals during the ensuing year.
