TROPHY OF THE SPANISH-AMERICAN WAR.


In the spring of 1899 the Chairman of the Board of Selectmen, while visiting the U. S. Navy Yard at Washington, D. C., discov- ered that the Government had in its possession a few trophies of the Spanish war, in the shape of cannons that had been used to fortify the harbors of the ports of Cuba. An application was made to the Honorable Secretary of the Navy, Hon. John D. Long, for the loan or gift of a cannon for the Town of Westford for orna- mental purposes, as well as an object lesson to the rising generation of the valor of the American soldiers and sailors.

Secretary Long very generously complied with the request and the following letter was received :

Sir-


I. The Bureau has this day directed the Commandant of the Navy Yard, Washington, D. C., to turn over to your order one 5 3-8 inch cast iron, muzzle-loading, smooth bore gun to be loaned the Town of Westford, Mass., that municipality to make all arrange- ments for transportation and pay all freight and handling charges.


2. This gun is one of those taken from Morro Castle, at the entrance of Santiago Harbor. As it is loaned for ornamental pur- poses only, the Bureau desires to disclaim any responsibility should it be fired.

Arrangements were made with the Pennsylvania Railroad for transportation, and the cannon arrived here in June, the day of the graduating exercises in the academy. Our town was honored that day by the presence of Secretary Long, who was much interested in this ancient piece of ordnance. It was cast in 1809 and weiglis 4800 pounds and is of English manufacture. A letter was written to the U. S. Consul at London, England, inquiring as to its origin and history. The following was received :

Dear Sir-In reply to your letter of Aug. 3d to U. S. Consul, and referred to me, I beg to say that I have received the following in reply to enquiries :


El Morro Castle was ceded by the British to Spain in 1802, at the peace of Amiens, and in 1809 Britain entered into an alliance with Spain against France. In the same year the Carron Co. began

to cast guns for the British government for the first time, and it is probable that the gun in question was presented by the British gov- ernment to Spain as a token of good will, and perhaps as a speci- men of the latest thing out in heavy ordnance. *

The gun has been mounted upon a granite base, on a triangular piece of ground at the east side of the Common. The Navy Department also donated 100 II-in. shells of the Civil War, which have been placed in pyramids around the Cannon. A suitable inscription in bronze has been placed upon the base. The Town of Westford is under obligation to the Honorable Secretary of the Navy for his kindness and interest he has taken in procuring this memorial of the Spanish war.

ROAD DEPARTMENT.


By vote of the town at the annual meeting it was voted " to instruct the Selectmen to report the amount expended on the roads as named in the Westford Directory or by known name of said road."


We think this vote was passed under a misapprehension as to

the difficulties to be encountered if these instructions were to be carried out literally.


In the first place the Westford roads have not been named officially and the Westford Directory, so called, is not correct. It is an advertising publication, and the names of the roads as published are put down at any suggestion that may have arisen in the mind of the canvasser, and we find that a good many roads appear under two or three names. Also that the same name appears in different parts of the town.


2d. It was impossible to keep a correct account of the expendi- tures on each road unless we employed a number of timekeepers to watch the men to keep track of their work as they passed from one road to another.


While the Superintendent and the teams were at work at one place we had men in other parts of the town cutting brush and raking stones, and in some instances individuals making repairs in the vicinity they lived rather than to send the town teams, on account of the expense. With these difficulties confronting us, we decided to keep an account by districts, which we believe will be satisfactory and carry out the intention of the vote as passed.


We took the old school districts as a basis as laid down upon the map, and gave instructions to the Superintendent to cover the whole town as nearly as possible, and the result has been that we were obliged to overrun the appropriation.


In accordance with Chapter 98, Acts of 1839, Benjamin F. Day was appointed Superintendent of Streets.

BOARD OF HEALTH.


The Selectmen, under the law, act as the Board of Health. Wesley O. Hawkes and W. H. H. Burbeck were appointed agents for diseases and sanitary condition of the Town. Albert P. Rich- ardson and John A. Healy were licensed as undertakers.


The Town for the past year has been very free from any epi- demic, and only few scattering cases of contagious diseases were reported.


The number of deaths will be found in the Town Clerk's report.

REPORT OF CEMETERIES.


The Commissioners of Public Burial Grounds submit the following report :-


The greater part of the extra work has been done at the North Cemetery the past year. The face wall on the south side has been relaid, new capstone added, and the joints thoroughly pointed with cement.


The number of persons reported as contributing $1.00 or more, that their lots at Fairview may receive special care, shows an increase over last year. The necessary labor has been done for the improvement of the avenues and grounds. The West Cemetery has received the least attention, as the expense at the North Cemetery was more than at first anticipated, but we felt it best to complete the wall with a proper capstone, which increased the expense materially. The trees set out to hide the old wall at the West Cemetery did not thrive as we hoped. The ensuing year we shall give more attention to this Cemetery, and shall make such improvements as may seem desirable.


The Trust Funds for Perpetual Care of Lots have increased in number this year, there being twelve at the present time, and it is very probable that several more will be added in a short time. For the benefit of any person desiring to establish such a fund, we would say that any sum not less than $50, paid to the Commissioners or the Town Treasurer, is sufficient for the pur- pose. The Commissioners would recommend that the Town raise and appropriate the sum of $250 for the care and improve- ment of the various Cemeteries the ensuing year.
