The following chapter from the Acts of 1910, which we quote in full, explains why we have made no mention of the names of persons aided.


"Chapter 412, Section 1. No city or town, and no department or official of any city or town in this Commonwealth, shall publish in any annual or other report for general distribution to the public, or to the citizens of any city or town, the names of persons assisted in any way by the poor department of any city or town, or the names of any persons receiving aid under the provisions of Chapter seventy-nine of the Revised Laws and Acts in amendment thereof and in addition thereto, residing in such citv or town.


Section 2. This act shall take effect upon its passage. Approved, April 16, 1910."

Report of Engineers of Fire Department.


The Board of Fire Engineers submit the following report:


During the past year the most serious fires have occurred outside of the water district; but members of the Fire Depart- ment have responded quickly with Hand Chemical Fire Ex- tinguishers and have done good service.


March 24, 1910, the house of Eugene A. Tallant in the Stony Brook district was burned down and the barn partially scorched. The origin of the fire was a defective chimney. The property was occupied by William A. Parfitt and family. Loss on dwelling, $2,000; barn, $200-insured.


May 13. Fire in Passenger Station at Forge Village caused by spontaneous combustion from oil. Extinguished by Hand Chemical Fire Extinguishers. Loss, $15.00.


June 2. Dwelling house of Hon. Herbert E. Fletcher in northeast part of town. Dwelling a total loss, $10,000. Furni- ture, partial loss-insured.


July 4. Fire on roof of horse shed at Orthodox Church, caused by boys firing firecrackers. Loss slight.


Oct. 23. Grass fire in woods opposite the dwelling of Miss Grace Lawrence, Forge Village. Extinguished by members John Edwards Hose Co., No. 3.


Dec. 13. Automobile of J. H. Mills of Lowell on Chelmsford Road extinguished by members of Edward M. Abbot Hose Co., No. 1, with Hand Chemical Fire Extinguishers.


Dec. 13. Boathouse and boats of John Sullivan, Forge Village. Loss, $400-insured. Cause of fire unknown.


Jan. 13, 1911. Chimney in house occupied by James Wilson and family, Forge Village. Damage slight.


Permits have been granted to transport explosives to Charles A. Couture, Charles M. Cummings, Harvey W. Tarbell, Thomas Rafferty and Lewis P. Palmer and son.

The annual try out for the Samuels' Trophy was held at Graniteville in the fall, 1910. The three hose companies com- peted for the prize, and it was won by the John Edwards Hose Co., No. 3, Forge Village. The department was under obligations to the Officers of the Lowell Fire Department, who acted as Judges, which did much to make the try out a success. At the close of the trial the Albert R. Choate Co., No. 2, of Graniteville, provided a banquet to the other hose companies and guests.


400 feet of linen hose has been purchased and installed at the Town Farm, to be attached, in case of fire, to the public hydrant opposite the buildings, which will make a much needed fire protection to the property.


A great many fires start from defective chimneys. Chimneys should be looked over occasionally and see that they are sound and in good condition. Soot should be removed from the base of the chimney every spring or before a fire is started in the fall.


For the purpose of reaching a fire quickly, and for light work and practice drills, each hose Company should be equipped with a Hand Hose Reel holding 300 to 400 feet of hose. The first few minutes at a fire is what does effective work and the Depart- ment is handicapped in the delay in providing horses to haul the hose wagon. With a Hand Hose Reel the members could rush to a fire at once and the hose wagon could follow afterwards.


We would recommend that the Town raise and appropriate four hundred ($400) dollars.
