June 16, 1913. Fire started at 5.50 P. M. in house of Lewellyn F. Gates at Parker Village, totally destroying the house and two barns. The fire was started by a child playing with matches. Value of buildings and contents destroyed, $6,100. Insurance carried, $2,800.


August 4, 1913. Fire started at 6.30 A. M. in closet of house occupied by Thomas Rafferty, owned by Mrs. Katherine Gagnon of Lowell, located on West Street, Graniteville. Amount of damage to house, $150; to contents, $200.

Sept. 19, 1913. Fire started in attic of house occupied by Oliver Byron, Forge Village. Damage done to building and contents, $175. Fully covered by insurance.


Oct. 6, 1913. Fire started at 12.20 A. M. in the ell of C. G. Sargent Sons Corporation boarding house on Broadway, Granite- ville. By very effective work the Choate Hose Co. confined the fire to the ell of the building, which was almost totally destroyed. Damage to building and contents, $1,150. Fully covered by insurance.


Nov. 12, 1913. A fire due to back firing in the carburetor partially destroyed the motor truck owned by Wm. E. Wright. The damage was $500. Fully covered by insurance.


At this time the Fire Engineers wish to call attention to the misuse of the telephone service in time of fire.


Under present conditions there is no quick method of ringing in a fire alarm in time of fire. It is necessary for the chief operator of the telephone exchange to call up many of the firemen and neighbors by telephone before the church bell is rung. The operator has in the past been greatly hindered by people calling up from idle curiosity to inquire the location and possible damage of the fire and holding the line for long periods for unnecessary gossip. This often prevents those acting under instruction from the fire engineers or forest warden getting Central to ask for additional assistance or prevents the Central operator, engineers or forest warden calling up other parties on these lines to require extra help. The rules of the telephone company give fire calls the right of way over all other calls and all women and girls who are by far the worst offenders should keep off the lines with unnecessary calls during a fire.


The engineers believe that a suitable alarm system should be installed. By having an electric whistle or siren located at Westford Centre which would be operated automatically from one box located at the telephone exchange, fire alarms could come in by telephone to the chief operator who would simply put a disk of the required district number on a peg in the alarm box

and ring in the alarm as in the city. The whole town would then be notified. This in the case of a serious building or forest fire would mean a great saving in time.


As the life of fire hose is only about nine years under the best conditions, the fire engineers believe that a yearly sum should be appropriated to purchase fire hose to replace that worn out.


They therefore recommend that the town appropriate $270 to purchase 450 feet of new hose.


The fire engineers recommend that a new hydrant be installed at Forge Village opposite the Station to take care of any fires that may occur on the new street or at the Square.


During the year at a special town meeting, the Town voted to buy land and build a building suitable to house the Choate Hose Co. of Graniteville. This building has just been com- pleted and makes a very satisfactory fire house centrally located.


The fire engineers ask that the sum of $600 be appropriated for fire department purposes.

REPORT OF THE FOREST WARDEN.


The Forest Warden submits the following report :


By order of the Selectmen, every extinguisher in the Town has been examined and recharged. I found them all in very good condition and left a supply of soda and acid whenever it was needed.


One hundred boxes were bought for acid and soda, being much easier to handle, making less breakage.


Being a dry summer the expense of watching the fire would be more than in average years.


There were 150 fire permits issued for setting fires the past year.


A list of persons with whom hand fire extinguishers have been placed, and a list of the fires are submitted herewith.


I would recommend that the appropriation for fire extin- guishers for the coming year be the same as last year.

Report of the Committee in Charge of the Whitney Playground.


Your committee are very glad to report that, in spite of the dry season of the past year, the grounds have been neverthe- less maintained in a very attractive appearance and neither the grass nor the shrubbery seem to have suffered any severe damage by reason of the drought. This is occasioned in part by the fact that considerable time was expended in watering the same.


The arms of the Giant Stride have had to be again replaced, as well as the ropes on the swings, all of which gives evidence of the great amount of use made of these means of enjoyment.


The investment made of the funds remained unchanged, and the following is a statement of the receipts and expenditures :

Auditor's Report.


Having made the usual examination of the accounts of the Town Officers for the year ending February 1, 1914, I beg to report that I have found the Cash Books and Ledgers correctly footed and proper vouchers on file for the payments.


Furthermore, I wish to suggest the following recommenda- tions: That the Assessors when abating taxes, render a state- ment of same to the Tax Collector, as it is customary at the present time, and a duplicate statement to the Treasurer. Also when assessing additional taxes that they render to the Tax Collector, Treasurer and Auditor separate statements covering same.


I also think it advisable that any Town Officer in any department when rendering a bill (excepting tax bills), for which the Town is to receive money, should give a statement of same to the Treasurer and Auditor. An inquiry could then be made if payment is not received in due course.


These suggestions are offered merely in the interest of establishing a more satisfactory and businesslike check on the transactions of the Town.


I wish to thank the Officers for their hearty co-operation with me in making this audit.


I submit herewith a report, the result of my examinations, and a statement of the financial condition of the Town on February 1, 1914.

Report of Commissioners of Public Burial Grounds


The following report for 1913 is presented by the Commis- sioners of Public Burial Grounds :


Fairview, Westlawn and Hillside Cemeteries have received the usual care and we are pleased to say that five lots in Fairview, three in Westlawn, and one in Hillside Cemetery have been placed under the perpetual care of the Town, the sum of $650 being added to the Perpetual Care Fund, making the whole amount $6,595.25.


We very much regret to announce the resignation of Charles N. Richardson, who has so long given Fairview Cemetery most faithful care, and also regret to say that after many years of very efficient service in keeping the records of burials and col- lecting the money from residents and non-residents for yearly care of lots in Fairview, Mrs. Alma M. Richardson has also resigned. Fairview Cemetery, the coming year, will be under the care of D. L. Greig and son. Westlawn and Hillside Ceme- teries will be cared for by W. H. H. Burbeck, who has had charge for several years.


The Commissioners would respectfully recommend that the sum of $150 be raised and appropriated for the care and improve- ment of the cemeteries the coming year.
