Annual Town Meeting, March 15, 1909.
At a legal meeting of the inhabitants of the Town of West- ford, Mass., qualified by law to vote in Town affairs, held at the Town House, Monday, March 15, 1909, the following business was transacted :-
1. Herbert E. Fletcher chosen Moderator.
2. Joseph Wall and Albert A. Hildreth appointed Ballot Clerks by the Selectmen, were sworn by the Town Clerk, and received from him the official ballots and gave their receipt there- for. Frederick E. Reed and John M. Fletcher appointed Tellers by the Selectmen, having been sworn by the Town Clerk, took charge of the check list and ballot box respectively. The ballot box was opened, and found to be empty; the register was placed at zero.
The polls were declared open at eight o'clock A. M., and the voters then proceeded to bring in their ballots for the officers named in Article 2, and the following question: "Shall licenses be granted for the sale of intoxicating liquors in this town?" Upon the order of the Moderator and Town Clerk the ballots were removed from the ballot box before the close of the polls, and John A. Healy and Walter A. Whidden were appointed by the Moderator to assist in canvassing said ballots. They were sworn by the Town Clerk.
It was voted to close the polls at 1.30 P. M.
The polls were closed at 1.30 P. M. The register stood at 381. The number of names checked up on the ballot clerk's list and ballot box list was: Males, 379; females 2; total, 381.

3. It was voted to accept Chapter 209 of the Acts of 1908, entitled "An act to provide for the protection of forest and sprout lands from fire."

4. Voted to accept the report of the Finance Committee as printed.
5. Voted to accept the report of the Seletmen as printed.
6. Voted to accept the report of the Selectmen on guide boards as printed.
7. Voted to accept the report of the Overseers of the Poor as printed.
8. Voted to accept the report of the School Committee as printed.
9. Voted to accept and adopt the report of the Trustees of the Public Library as printed.
10. Voted to accept and adopt the report of the Com- missioners of Public Burial Grounds substituting the sum of $200 for the amount recommended therein.
11. Voted to accept and adopt the report of the Auditor as printed with the addition of the following figures on page 84, which were inadvertently omitted when the report was printed: 692 polls at $2, $1384; Personal Estates, $5909.47; Real Estate, $18624.79.
12. After a vote taken upon each of several motions made, it was voted to dismiss the twelfth article. This article was rela- tive to choosing a committee to investigate and report regarding improving and repairing the Graniteville Road.
13. Voted that the compensation of the Tax Collector be one per cent. on the amount collected.
14. Voted to take up Article 32 of the warrant. Voted that the taxes of those who pay only a poll tax be payable at sight, and all other taxes be payable on or before the first day of Novem- ber next, and if any taxes remain unpaid after that date, the Col- lector shall charge interest on such overdue taxes at the rate of six per cent. per annum, and collect the same according to law. The Auditor shall audit the accounts of the Tax Collector within five days after the first day of November, and said Collector shall immediately pay to the Town Treasurer all the money he may have received before said audit, and furthermore, the Aud- itor shall audit the accounts of the Collector between the first and fifth days of February next; and the Collector shall immediately

pay to the Town Treasurer all money he may have received be- fore said audit, and the Assessors are instructed to complete the assessment of the taxes on or before July first next, and issue their warrant to the Collector of Taxes, with a list of persons assessed with their places of abode within five days after the said first day of July.
15. Voted to raise and appropriate $3500 for repair of roads and bridges.
16. Voted to raise and appropriate $10,000 for town debts and charges.
17. Voted to raise and appropriate $8,000 for the support of the Public Schools.
18. Voted to raise and appropriate $2,600 for High School purposes.
19. Voted to raise and appropriate $1,200 for the support of the Poor.
20. Voted to raise and appropriate $600 for school text- books and supplies.
21. Voted that the sum of $1,000 be raised and appropriated for the specific repairs of the streets at the Centre and that the Selectmen let the contract out to the lowest responsible bidder.
22. Voted to dismiss Article 21. This article was in re- gard to appropriating money to meet the deficiency incurred by the School Committee.
23. Voted to raise and appropriate $100 for grading the land adjacent to the William E. Frost School.
24. Voted to raise and appropriate $800 for the destruc- tion of the gypsy and brown tail moths.
25. Voted to raise and appropriate $499 for repairs and equipment of schoolhouses.
26. Voted to raise and appropriate $250 for the purpose of purchasing extinguishers to be placed in the possession of the Forest Wardens.
27. Voted to dismiss Article 26. This article was to see if the Town would purchase a power sprayer.
28. Voted to dismiss Article 27. This article was to see if the Town would purchase safes for the various Town Officers.

29. Voted that the sum of $50 be raised and appropriated for medical inspection in the public schools.
30. Voted that the deeds from Francis W. Banister, Frank C. Drew, J. Henry Fletcher and Amanda T. Fisher conveying to the Town, for highway purposes, certain portions of their re- spective premises described in said deeds be, and hereby are, received and accepted.
31. Voted that the action of the Selectmen in laying a drain in the premises of John C. Abbot, situated upon the north- westerly side of Main Street, upon the terms and conditions as set forth in an instrument signed by the Selectmen, dated Febru- ary 16, 1909, be and hereby is ratified, approved and confirmed.
32. Voted that the Treasurer be, and hereby is authorized with the approval of the Selectmen, or a majority thereof, to bor- row during the municipal year beginning February 1, 1909, in anticipation of the collection of taxes, such sums of money as may be necessary for the current expenses of the Town, but not ex- ceeding the total tax levy for said year, giving the notes of the Town therefor, payable within one year after the date thereof. All debts incurred under the authority of this vote shall be paid from the taxes of the present municipal year.
33. Voted that Oscar R. Spalding, Hammet D. Wright, Henry B. Read and John Spinner be a committee to bring in the names of five persons to serve as a Finance Committee.
34. Chose the following officers by hand vote. Field Driv- ers, Orion V. Wells, John A. Taylor, Samuel L. Taylor. Fence Viewers, Edwin H. Gould, John H. Howard, Almon S. Vose. Measurers of Wood and Bark and Surveyors of Lumber, Willard H. Beebe, Charles A. Blodgett, Charles T. Brooks, David Desmond, William C. Edwards, Horace E. Gould, John A. Healy, William W. Johnson, Henry O. Keyes, Michael L. McGlinchey, Oscar R. Spalding, Alonzo H. Sutherland and Thomas E. Symmes.
35. Voted that the Selectmen be authorized and empowered to remove the Fire House in the rear of the Town Hall to Parker- ville to be placed upon the schoolhouse lot.

36. Voted to dismiss Article 36. This article was to see if the Town would lease the premises upon which the Fire House stands in Forge Village.
37. Voted to take Article 33 from the table. Voted that the following named, submitted by the committee, be the Finance Committee for the ensuing year; Julian A. Cameron, George T. Day, Sherman H. Fletcher, Wesley O. Hawkes, and Elbert H. Flagg.
38. Voted that the Selectmen report at some future meet- ing the probable cost of renovating the Town Hall.
39. Voted to accept and adopt the report and recommenda- tions of the Finance Committee in regard to the salaries of the various Town Officers. The report was as follows:

The following recommendations are made for salaries of Town Officers: Town Clerk, $25; First Selectman, $175; Second Selectman, $90; Third Selectman, $75; Town Treasurer, $175; Chairman of Overseer of Poor, $20; Second Overseer of Poor, $10; Third Overseer of Poor, $10.

40. Voted to raise and appropriate $150 to commemorate Memorial Day.
41. Voted to raise and appropriate $75 for the purpose of distributing books from the Public Library in the three villages of Graniteville, Forge Village and Parkerville.
42. Voted that the Selectmen be authorized to act as the agents of the Town, in any suit or suits that may arise during the current year.
43. Voted that the suppression of the liquor traffic be left with the Selectmen and that they be authorized to enforce the law and expend such sum of money as may be necessary therefor.

44. Voted that the sum of $100 be appropriated, and that the Selectmen be authorized to offer that amount as a reward for the arrest and conviction of any person or persons setting forest or other fires in this Town.
45. Voted that the bequest of $200 given under the will of Eunice F. Mazuzan for the perpetual care and maintenance of lots 28 and 29 in Fairview Cemetery, in which the body of her deceased husband is interred, be and hereby is accepted and that said sum be deposited in a savings bank and the income therefrom expended as provided in said will.
