or other non-inflammable material. In every case such fire shall be at least two hundred feet distant from any forest or sprout lands, and at least fifty feet distant from any building, and shall be properly attended until it is extinguished. The forest warden shall cause public notice to be given of the provisions of this section, and shall enforce the same. Whoever violates the provisions of this section shall be punished by a fine of not more than one hundred dollars, or by imprisonment for not more than one month, or by both such fine and imprisonment.
SECTION 4. Section four of said chapter two hundred and nine, as amended by section two of chapter two hundred and forty- four of the acts of the year nineteen hundred and eleven, is hereby further amended by inserting after the word "setting," in the fifth line, the word :- increasing,-so as to read as follows :- Section 4. The state forester and forest warden, or any duly authorized assistant in the employ of the state forester, or any duly appointed deputy forest warden, may arrest without a warrant any person found in the act of setting, increasing or maintaining a fire in violation of the provisions of this act.

Report of Commissioners of Public Burial Grounds.
The Commissioners of Public Burial Grounds for 1912 present the following report:
The usual care has been given the Fairview, Westlawn and Hillside Cemeteries, but we regret to say the Perpetual Care Fund has not increased during the past year, as much as formerly. Every lot placed under such care makes it more certain that the future condition of the cemetery containing such lot will continue to improve. Those lots for which no annual fee is paid for care, of necessity, do not add to the general good appearance of the cemetery, as the small sum appropriated by the Town is only enough for the general care of the grounds.
The expense this last year has increased, as, contrary to the prevailing condition of drought the past three years, the rain fell abundantly, causing the grass to grow very fast, so that the first part needed to be mowed again before the whole yard could be cared for.
The Commissioners would respectfully recommend that the sum of $150 be raised and appropriated for the care and improve- ment of the cemeteries the coming year.

Finance Committee Report.
To the Voters and Taxpayers of Westford:
The Finance Committee elected at the Town Meeting of March 18, 1912, have conferred with the officers who are in charge of the different departments of the Town Government and have carefully considered the requests of each for appropriations to carry on the work of the coming year.
It is the general desire of our taxpayers that the rate of taxation be kept as low as possible, and with this idea in view the committee recommends for each request made a sum, which in their opinion, will be sufficient to meet all necessary requirements.
The committee recommends the following sums to be acted upon by the Town at the Annual Meeting :

Basing the valuation of the Town same as that of last year, namely, $2,148,492.00, the rate of taxation will be $15.61 per thousand, provided you raise the amount recommended.
The foregoing statement does not include any appropriation for the erection of a building at Graniteville for the use of the Fire Department.
The Board of Fire Engineers has advocated the need of a suitable building for housing the fire apparatus in Graniteville, and state that one can be built at an expense of about $1,500.00, same to be located on land which can be leased for a nominal figure. While the committee is convinced of the need of such a building, it does not at this time recommend the raising of the necessary sum for its erection. The matter is to be acted upon at the Town Meeting under Article No. 25, and if the above sum mentioned is raised, it will increase the rate of taxation by about seventy (70) cents per thousand, making the total rate $16.31.
The foregoing report we submit to you for your careful consideration.

Warrant for Annual Town Meeting
Commonwealth of Massachusetts.
MIDDLESEX, S. S.
To either Constable of the Town of Westford, in said County.
GREETING :
You are hereby required in the name of the Commonwealth aforesaid, to notify and warn all the inhabitants of said Town qualified to vote in elections, and also in Town affairs, to meet at the Town House, in said Westford, on Monday, the seven- teenth day of March, being the third Monday in said month, at 7.45 o'clock a. m. The polls will be opened at eight o'clock a. m., and may be closed at one o'clock p. m .; and they are then and there to act upon the following articles, to wit :
1st. To choose a Moderator.
2nd. To bring in their votes for one Selectman, one Overseer of Poor, one Assessor, two School Committee, one Com- missioner of Public Burial Grounds, one Trustee of the Public Library, all for three years; one assessor for two years, one School Committee and one Trustee of the Pub- lic Library, both for one year (to fill vacancies), Town Treasurer, Collector of Taxes, two Constables, one Auditor and one Tree Warden, all for one year; also to vote on the following question: "Shall licenses be granted for the sale of intoxicating liquors in this Town ?" All on one ballot.

4th. To hear the report of the Selectmen, and act in relation to the same.
5th. To hear the report of the Selectmen on Guide Boards, and act in relation to the same.

21st. To see if the Town will raise and appropriate money for destruction of gypsy and brown tail moths and elm tree beetles, and act in relation to the same.
22nd. To raise and appropriate money to meet the expense of the Fire Department, and act in relation to the same.
23rd. To see if the Town will vote to readjust the salaries of the Selectmen as fixed by the vote passed March 15, 1909, and act in relation to the same.
