The Board of Health and School Department, with the cooperation of the State Department of Public Health gave the Diphtheria Toxin- Antitoxin Treatment for the prevention of Diphtheria, to 237 school children, and others who availed themselves of this opportunity.


This treatment is a method for preventing Diphtheria which is harmless and of proven merit. It consists of three injections of Toxin Antitoxin, after which six months have elapsed confers im- munity, in the great majority of persons so treated.

The work covered includes, examinations, cleanings, fillings and extractions, employing the use of local anaesthetic.

Members of the Committee:


Following is my report as Medical Inspector of the Schools of Westford for the year ending December 31, 1928.


In this year during my general inspection of the children I was ably assisted by Miss Veronica Payne, whose services were extended by the local Board of Health.


In making this inspection and examination of all the children in the various schools many defects were found which were reported to the parents. Through the follow up work at the homes of these pupils by the nurse, many of these defects were quickly remedied as the report of the nurse will show.


The general health and welfare of these children has steadily improved from year to year and I trust the parents will still co- operate with the School Physician and School Nurse in their many duties for this ultimate result.

The trustees of the J. V. Fletcher Library respectfully submit their annual report for 1928, including the report of the Librarian and the list of books added in 1928.


The trustees ask for the following appropriations viz :-


1. The sum of twenty-four hundred dollars ($2,400.00) to meet the current expenses of the main Library and its branches.


2. The receipts from the dog licenses in 1928.

To the Trustees of the J. V. Fletcher Library:


The report of the Library for the year ending December 31, 1928, is herewith presented.


The general work of the library has been carried on much as usual during the past year. Again the circulation has increased, showing a gain at the main library of 3,258 over last year's figures. The monthly record varied from 1,577 in March to 938 in July. Only two months, July and August, had a circulation of less than one thousand. The highest daily number was 202 March 15; the average for the year was 92.17. The deposit stations have also shown an increase in their circulation. The extra large number in Graniteville is due to the fact that all the circulation slips for 1927 were not available for that year's record.


For a little more than a year the library has been opened dur- ing the noon hour on Thursdays while school was in session in order that the pupils who are carried in barges might have an opportunity to visit the library and borrow the books they needed for school use or for recreation. Many have availed themselves of this oppor- tunity so that it is not unusual to send out forty or fifty or more books during the three quarters of an hour. This is one reason for the increase in circulation.


This year the most popular class of adult books, aside from fiction, was biography, 352; second, travel 289; third, literature, es- says and poetry 263. The new method of writing biography which presents the man or woman as a living individual instead of giving dry and formal facts about him has led to a wide-spread intere :: in the reading of this subject.


Again we wish to express our appreciation to Mr. Julian A. Cameron for the books which he has presented to the library dur- ing the past year.


A stool has been added to the equipment of the children's room to enable the children to reach the higher shelves more easily. It also makes a convenient seat when looking at the books on the lowest shelves.


During the month of August ten marionettes, illustrating the stories of Alice in Wonderland and Jack and the bean stalk, made by the fourth grade children of the Kenmore school in Belmont were loaned by their teacher, Miss Mardin for exhibition in the children's room. The puppets were cleverly made and much enjoyed by old and young.


During the past year the children have become much interested in obtaining the certificates given by the state for reading and re- porting on five books from an approved list. When four of these have been obtained an honor certificate is given, provided that five

of the twenty books read have been non-fiction Seventeen chil- dren of the fourth grade at the Frost school earned 56 small and ten honor certificates before June, 1928. During the year December 1, 1927 to December 1, 1928, one hundred ten small certificates and ten honor certificates were given.


The Division of Public Libraries has inaugurated a new serv- ice to assist the small libraries of the state in supplying their read- ers with books of non-fiction which would be too expensive or of too limited appeal for the library to own but which are desired by a few. Under this arrangement we have borrowed twelve books. We also borrowed a set of fifteen French books from the Department of Work with the Foreign-born for the use of some who wished to read in their native language.


On March 7, 1859 the shareholders of the Social Library of- fered to transfer it to the town on certain conditions. The offer was accepted and the Westford Public Library had its beginning, with 969 volumes. That was seventy years ago and many changes have taken place since then. When the town celebrates its anni- versary this year the library would like to have on display pictures of the old scenes of local interest. The gift or loan of old photo- graphs, snapshots or newspaper pictures will be welcomed.


During the past year the library subscribed to "Creative Read- ing," a course of study under the direction of Professor Rogers to discuss current literature and to enable the reader to gain less fuzzy and less incoherent ideas about books and have reasons for those ideas.


A poster showing the titles of ten outstanding magazine articles selected by a council of librarians is received each month and hung in the reading room to increase the value of the periodicals by sug- gesting articles too good to miss.


The American Legion Auxiliary Bulletin has been presented to the Library for the coming year by the Westford Auxiliary of the American Legion. The Christian Register has also been added to the list of magazines given for 1929.


The circulation of magazines was greater than in any previous year, reaching the 4,000 mark. 1924 was the former banner year with 3,567. A few changes have been made in the list of magazines. All except current numbers may be borrowed and the list for the coming year is as follows:

The J. V. Fletcher Library is open Tuesdays, Thursdays, and Saturdays (legal holidays excepted) from 1.30 till 5, and from 6.30 till 9 P. M.


The Graniteville deposit station at the home of Mrs. Carroll M. Sawyer is open Monday afternoon and evening.


The Forge Village deposit station at the Post Office in charge of Mrs. Josephine Connell is open daily.


The Brookside deposit station at Community Hall in charge of Mrs. Alice McTeague is open Thursday evenings.


New books of fiction can be kept only one week; but there may be one renewal. All other books may be kept four weeks.


For each day that a book is kept beyond the prescribed time a fine of one cent is charged.


Borrowers finding books mutilated or defaced should report the fact to the librarian.
