Annual Town Meeting, February 21, 1927
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Monday, February 21, 1927, the following business was transacted :
Alfred W. Hartford, Town Moderator, called the meeting to order at 1 o'clock P. M.
1. Voted to accept the report of the Finance Committee as printed.
2. Voted to accept the report of the Town Accountant as printed and that the Selectmen be authorized to have a complete audit by the State.
3. Voted to accept the report of the Selectmen as printed.
4. Voted to accept the report of the Overseers of the Poor as printed.
5. Voted to accept the report of the School Committee as printed.
6. Voted to accept the report of the Trustees of the Public Library as printed.
7. Voted to accept the report of the Commissioners of Public Burial Grounds as printed.
8. Voted that the compensation of the Tax Collector be three-fourths of one per cent. of the amount collected.
9. Voted that the salary of the Town Treasurer be increased from $350 to $500.
10. Voted that the following amounts be appropriated : $5,675 for salaries and expenses of Town Officers ; $2,000 for Town Hall.
11. A motion that the sum of $3,000 be appropriated for the Police Department was lost by a vote of Yes 21, No 50. It was unanimously voted that the sum of $2,500 be appropriated for the Police Department.
12. Voted that the sum of $2,700 be appropriated for the Fire De- partment.
13. Voted that the sum of $150 be appropriated for the Sealer of Weights and Measures.
14. Voted that the sum of $100 be appropriated for the Fish and Game Warden.
15. Voted that the sum of $1,000 be appropriated for Forest Fires.
16. Voted that the sum of $300 be appropriated for the Tree Warden.
17. Voted that the sum of $2,500 be appropriated for the Moth De- partment.
18. Voted that the sum of $3,400 be appropriated for the Health Department.
19. Voted that the sum of $150 be appropriated for the Cattle In- spector.
20. A motion that the sum of $37,200 be appropriated for Highway purposes to be divided as follows : $30,000 for Town Roads and Equipment, $12,000 of this to be taken from Surplus Revenue; $4,000 for State and County Roads provided State and County appropriate like sums; $2,000 for Snow Removal; $800 for Brush Cutting; $400 for Sidewalks, was lost.

Voted that the sum of $28,200 be appropriated for Highway purposes to be divided as follows: $21,000 for Town Roads and Equipment, $12,000 of this to be taken from Surplus Revenue; $4,000 for State and County Roads providing State and County appropriate like sums; $2,000 for Snow Removal; $800 for Brush Cutting; $400 for Sidewalks.
21. Voted that the sum of $11,900 be appropriated for Charities to be divided as follows : $6,000 for Outside Aid; $5,900 for Westford Home.
22. Voted that the sum of $2,000 be appropriated for Soldiers' Benefits.
23. Voted that the sum of $66,250 be appropriated for School Pur- poses.
24. Voted that the sum of $2,400 and the receipts from dog licenses in 1926 be appropriated for the expenses of the Public Library.
25. Voted that the sum of $200 be appropriated for the Care of the Common.
26. Voted that the sum of $300 be appropriated to commemorate Memorial Day.
27. Voted that the sum of $500 be appropriated to cover the expense of publishing the Town Reports.
28. A motion to indefinitely postpone action on the article relative to renewing the lease with the Spalding Light Cavalry Association to provide quarters for Post 159 of the American Legion for a period of five years at a rental of $300 per year was lost by a vote of Yes 34, No 45. Voted to dismiss the article.
29. Voted that the sum of $500 be appropriated for Liability Insurance.
30. Voted to appropriate $400 and to elect a director for demonstration work in agriculture and home economics, the money to be expended by, and the director to serve in co-operation with the County Trustees for Aid to Agriculture of the Middlesex County Bureau of Agriculture and Home Economics, under the provisions of Sections 40-45 of Chapter 128, General Laws. John A. Kimball was elected Director.
31. Voted to accept the report of the Committee on the Town Forest as printed and that the sum of $200 be appropriated for the continuance of the work on the Town Forest.
32. Voted that the sum of $2,000 be appropriated, in accordance with the provisions of Section 6 of Chapter 40 of the General Laws, as a Re- serve Fund.
33. Voted to dismiss the article relative to appropriating money for Band Concerts.
34. Voted that the sum of $25 be appropriated for the Care of the Town Scales.
35. Voted that the sum of $1,200 be appropriated for Cemeteries.
36. Voted that the sum of $5,431.90 be appropriated to pay the Over- drafts of 1926, to be divided as follows : Snow Removal, $417.19; 1921 Cor- poration Tax Refund, $5,014.71.
37. Voted that the sum of $1,270.79 be appropriated to pay bills outstanding December 31, 1926, to be divided as follows: General Gov- ernment, $71.88; Town Hall, $10.35; Police Department, $16.48; Fire Department, $37.89; Moth Department, $117; Health Department, $46.73 ; Highways General, $23.60; Highways Snow Removal, $16.46; Care of

Common, $1.75; Outside Aid, $96.14; Westford Home, $85.62; Schools, $746.89.
38. Voted unanimously that the Town discontinue the way extending from the Graniteville Road at a point westerly of the house of Quincy W. Day to the Cold Spring Road.
39. Voted that the sum of $300 be appropriated for plans and estimates for an addition to the Cameron School; said sum to be under the direction of the School Committee.
40. Voted that the sum of $2,000 be appropriated for Vocational Training ; said sum to be expended under the direction of the School Com- mittee.
41. Voted that the sum of $1,375 be appropriated for the land damages on the Littleton-Chelmsford Road.
42. Voted that the Town accept a Town Way extending from Broad- way by the Methodist Episcopal Church to Cross Street as laid out by the Selectmen.
43. Voted that the Selectmen be authorized to contract with The Lowell Electric Light Corporation for forty-four lights to be placed as follows : Parker Village and vicinity, 34; from last light on the Chelmsford Road to the house of Mrs. Alvin Blaisdell, 6; from the last light on the Littleton Road to the house of Alexander Fraser, 4.
44. Voted that the Selectmen be authorized to contract with The Lowell Electric Light Corporation for twelve lights to be placed as follows : Pond Street, Graniteville, 1; Makepeace Road, 2; Flagg Road, 7; Groton and Gould Road, 2.
45. Voted that the Selectmen be authorized to build a retaining wall between the Town property at the Sargent School and the property of the Methodist Episcopal Church and that the sum of $300 be appropriated for the expense of the same.
46. Voted unanimously that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the municipal year beginning January 1, 1927. and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
47. Voted that the Tax Collector be authorized to collect all taxes according to law and that he be authorized to return, at the expense of the Town. a receipted tax bill when paid.
48. Voted that the Town authorize the planting of a spruce tree on the Common under the supervision of the Selectmen.
49. Voted to accept the minutes of the meeting.
50. Voted to dissolve the meeting.

Special Town Meeting, May 9, 1927
At a legal meeting of the inhabitants of Westford qualified by law to vote in Town affairs held at the Town House, May 9, 1927, the following business was transacted. Alfred W. Hartford, Town Moderator, presided.
1. Voted to accept the verbal report of the School Committee and the written report of the Finance Committee.
2. Voted unanimously that the Town build a four-room addition to the present four-room schoolhouse at Forge Village, thereby increasing the floor space, and furnish and equip the same.
3. Voted unanimously that the Town appropriate the sum of Thirty- eight Thousand Six Hundred Dollars to meet the expense to be incurred in erecting a four-room addition to the present four-room schoolhouse at Forge Village, whereby the floor space of said building is increased, and equipping and furnishing the same as follows: The sum of Thirty-eight Thousand Six Hundred Dollars for building the addition to the School- house and the expenses in connection therewith and for equipping and furnishing the same, and that to meet said appropriation there be raised in the levy of the current year the sum of Eleven Hundred Dollars and that the Treasurer with the approval of the Selectmeu be authorized to borrow the sum of Thirty-seven Thousand Five Hundred Dollars and to issue bonds or notes therefor, said bonds or notes to be payable in ac- cordance with the provisions of Chapter 44 of the General Laws as amended, including Chapter 338 of the Acts of 1923, so that the whole loan shall be paid not later than twenty years from the date of the issue of the first bond or note or at such earlier date as the Treasurer and Selectmen may determine.
4. It was moved that the building committee under the two preceding articles consist of Arthur G. Hildreth, Edward C. Spinner, Burton D. Griffith, Julian A. Cameron and Herbert V. Hildreth. It was moved as an amendment that the School Committee have full charge of building, equipping and furnishing the addition to the Cameron School at Forge Village. The amendment prevailed and it was voted that the School Committee have full charge of building, equipping and furnishing the addi- tion to the Cameron School at Forge Village.
5. Voted that the Town authorize the Selectmen to enter into a con- tract with The Lowell Electric Light Corporation for twenty-six lights to be placed as follows : 2 on River Street, 1 on Third Street, 1 on Boston Road, 13 on Beaver Brook Road, 3 on Groton Road, 4 on Vose Road, 1 on Maple Street and 1 on Gould Road.
6. Voted to dismiss the article relative to the Selectmen contracting with the Westford Water Company for one hydrant on Maple Street.
7. Voted that the sum of $50 be appropriated as a final payment for rent of the Cavalry Association Building.

8. Voted not to dismiss the article. Voted that the sum of $150 be appropriated in addition to the sum already appropriated to commemorate Memorial Day.
9. Voted unanimously that the article relative to authorizing the Selectmen to enter into a contract with The Lowell Electric Light Cor- poration for all-night service be dismissed.
10. Voted that the Town sell the town scales to Joseph C. Walker for $1. Voted that the Selectmen be instructed to insert a proper article in the warrant for the next Annual Meeting that will secure scales weighing . up to 15 tons, to be located at the discretion of the Selectmen.
11. Voted that the sum of $113.20 be appropriated to pay bills out- 'standing Dec. 31, 1926, to be divided as follows : Schools, $40; Police, $73.20.
12. Voted that the Selectmen be authorized and empowered to erect signs, signal posts or silent policemen, so called, in the highways at such places as may seem advisable to safeguard traffic; and that the Town ratify and approve the action of the Selectmen where they have already placed the same in the highways; and that the sum of $300 be appropriateď to cover the expense of the same.
13. Voted that the Selectmen be authorized to sell at public auction the portable school at Forge Village at the end of the school year in June, 1927.
14. Voted to accept the minutes of the meeting.

Report of Board of Selectmen
Citizens of Westford :
During the year many of the Guide Boards have been painted and some new ones added ; warning signals have been placed at many of the dangerous curves and intersecting streets. Owing to new State requirements as to color, all the Railroad Crossing signs have been re-painted and several new ones added where necessary.
We are asking for $100 to complete this work next year.
Three thousand feet of snow fence have been placed on highways in different sections of the Town where the drifting of the snow usually blocks the roads.
We feel that we are gradually improving the conditions of our roads by the addition each year of more oil-surfaced roads. However we do not feel that it is good economy to apply oil to a highway unless it is first put in con- dition for oiling, viz : drained, reshaped and graveled where needed. Oil is expensive, also the long distance hauling of gravel and therefore it is a slow process to improve 110 miles of road with the appropriation voted.
The superiority of our oil-surfaced roads over those of the dirt or gravel roads has been greatly emphasized during the past season.
For the 1928 work for Town Roads and Equipment we are asking for $18,500 and of this amount intend to use about $5,000 for oil, which leaves a balance of $13,500 for graveling, ditching, repairs to equipment, etc.
The tracks of the Lowell & Fitchburg Street Railway from Brookside to. the West Chelmsford line were removed during the early spring and the highway put in good condition and oiled.
Three petitions have been filed with the County Commissioners asking for specific repairs of the Concord Road from Forge Village to Parkerville ; Main Street, Westford to Chelmsford line via Chamberlain's Corner, and Groton Road from Groton line to Wyman's Corner.
This work would cover about 7 or 8 miles of road and the estimated cost is about $43,000, the work to be laid out by and built under the supervision of a State engineer.
If these petitions are approved by the County and State Commissioners and the appropriation voted by the Town it means that two-thirds of the cost will be paid by the County and State and one-third by the Town, and there- after two-thirds of the cost of upkeep will be carried by the County and State and one-third by the Town.
In other words the Town's share of this building program is about $14,000.
We submit herewith separate reports of the Superintendent of Highways and the Police Department.

Report of Supt. of Highways
Selectmen of Westford :
Gentlemen :
The Highway Department, having purchased a bucket type gravel load- er, a lot of gravel has been put in needed places on the roads. The purchase of a gasoline pump for filling the water sprinkling carts has aided greatly with the steam-roller work.
Most of the roads have been smoothed several times and gravel has been put in the low places and the mud holes filled.
Because of the heavy rains all season it has been very difficult to keep the roads in good condition. The heavy flood rains this fall did a great amount of damage to the highways, making a heavy extra expense for repairing.
The main oiled roads where rough were scarified, reshaped and oiled, as for instance :
Depot Street to Westford Station, Main Street to Fairview Cemetery. Boston Road to State Road Line, Hildreth Street; Forge Village Road scari- fied and oiled the entire distance from Westford Center to Forge Village, as well as many short streets and side roads.
The State and County aided roads have been scarified where needed and oiled throughout, namely :
Acton Road at Carlisle Line, Groton Road from Forge Village to Chelms- ford Line, Graniteville Road from Caunter's Bridge to Westford Center, Brookside Road from Day's Corner to the line at West Chelmsford.
It required 791 loads of sand for sanding the oil.
A section of Beaver Brook Road was rebuilt with field stone, gravel and oil.
Several new catch-basins have been built and old ones repaired as fol- lows :- 4 new ones at Brookside and 2 old ones made over. One new one at Fletcher Cold Spring Farm, 1 at Caunter's Bridge, 1 on Hildreth Street, 2 on Coolidge's Hill, 3 at Forge Village, 1 repaired and new culvert pipe put in at the Metcalf Monument which has improved the drainage.
Besides the 791 loads of sand to cover oil we have put out 3,157 loads of gravel taken from the following banks :

Some of the back roads have been widened but it would take a lot of money to fix them up right and cut the side banks down.
The steam roller was put away early this year as it seems almost use- less to roll sand roads or old worn-out roads without first putting on gravel.
The road from Minot's Corner to the Carlisle line should be repaired the coming year, this being the shortest route to Boston. Unless something is done to the road soon it will go to pieces. It needs new gravel in the mud- holes, reshaping, rolling and oiling.
