7. Voted unanimously that the Town appropriate the sum of $10,000 to pay the judgment of the Boston & Maine Railroad for alter- ations of bridges over and under the highways.


8. Voted that the Selectmen be authorized to enter into a contract with the Lowell Electric Light Corporation for 8 additional Street Lights to be placed as follows: 4 on Millstone Hill Road; 1 on Robinson Road; 2 on Groton Road; 1 on Chamberlain Road.


9. Voted to appropriate $400 and to elect a director for demon- stration work in agriculture and home economics, the money to be expended by, and the director to serve in cooperation with the County Trustees for Aid to Agriculture and Home Economics, under the pro- visions of Sections 40-45 of Chapter 128, General Laws. John A. Kimball was elected Director.


10. Voted to lay on the table the article relative to the claim of J. Ellsworth York.


11. Voted 55 to 34 not to accept Sections 21-28 inclusive of Chapter 136 of the General Laws, as amended by an Act entitled "An Act to permit Certain Sports and Games on the Lord's Day" approved by the voters at the last state election.


12. Voted not to contract with the Westford Water Company for a hydrant on Maple Street.

13. Voted that the Town of Westford appropriate $450 to pay settlement of bill of Dedham versus Westford.


14. Voted that the Town in accordance with the provisions of Section 28 of Chapter 130 of the General Laws hereby authorise the Selectmen to petition the Selectmen Division of Fisheries and Game of the Department of Conservation to stock Keyes Pond with food fish.


15. Voted unanimously that the Town Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the municipal year beginning January 1, 1929, and to issue a note or notes therefor, pay- able within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


16. Voted that the Tax Collector be authorized to collect all taxes according to law and that he be authorized to return, at the expense of the Town, a receipted tax bill when paid.

SPECIAL TOWN MEETING, APRIL 16, 1929


At a legal meeting of the Inhabitants of the Town of Westford, qualified by law to vote in Town affairs held at the Town House, April 16, 1929, the following business was transacted: Alfred W. Hartford, Town Moderator, being absent Frederick A. Hanscom was elected Moderator Pro Tempore by ballot and was sworn in by Herbert V. Hildreth. Charles L. Hildreth, Town Clerk, being absent Herbert V. Hildreth was elected Town Clerk Pro Tempore by ballot and was sworn in by William R. Taylor.


1. Voted 34 to 13 to accept Sections 21 to 25 inclusive of Chapter 136 of the General Laws as amended by Chapter 406 of the Acts of 1928 entitled, "An act to permit certain sports and games on the Lord's Day."


2. Voted 31 to 1 that the Board of Selectmen be authorized to take up with the Westford Water Company the matter of installing a larger supply pipe in order to make it possible to install a fire hy- drant on Maple Street.


3. Voted 17 to 13 that the Selectmen be authorized to enter into a contract with the Lowell Electric Light Corporation for additional street lights not to exceed 13 to be placed on the Old Lowell Road and road leading to Chas. F. Lougee's.


Voted 20 to 2 that the Selectmen be authorized to enter into a contract with the Lowell Elecric Light Corporation for 14 additional street lights to be placed on Concord and Boston Road leading to Jefferies Corner,

REPORT OF SELECTMEN


Citizens of Westford:


The construction work for Main Street was let out to contract to the Greenough Construction Company. The section of road was re- built from near the Drew Farm Corner to a point about 200 feet west of Providence Road, or a total distance of about 4,300 feet. The cost of this work was approximately $10,700.00. Under the terms of the contract one application of oil was given this new work. Later, as needed, two further applications were applied by the Town.


We are asking for $3,000.00 this year to complete the remain- ing distance, with like amounts from State and County.


The Concord Road new work was let out to contract to Antonio Pallatto, the work began at Beaver Brook Road and extended to the V. C. B. Wetmore house, a total distance of about 3,800 feet, cost- ing approximately $11,000.00.


This new work was also oiled twice by the Town.


We are asking for $5,000.00 to continue the work next year.


Aid was secured from the State and County to assist in the re- construction of Carlisle Road from Minots Corner to the Carlisle Line, and we alloted $2500.00 from our regular road appropriation for this work.


The construction was done by our road department and the road was rebuilt from Minots Corner to the Old Lowell Road, a distance of about 6,100 feet, costing approximately $7,500.00.


This new work was oiled two times, with the exception of a short stretch which was built too late in the fall to permit of oiling.


We are asking for an appropriation of $2,500.00 to continue this work. This amount is being asked for as a special appropriation therefore our usual road appropriation is reduced by this amount.


A steam shovel was hired to widen a section of Chamberlain Road at a cost of approximately $700.00. This was a very narrow and dangerous road and to complete the work, it should be gravelled and oiled the coming spring.


The "State and County Aided" roads have been taken care of as usual, directed and supervised by an Engineer from the State Department.


A large quantity of gravel has been used in repairing the roads and the Oil-surfaced roads patrolled at regular intervals for repairs.


A new Ford truck was purchased and the old Chevrolet truck turned in as part payment.

The insurance on the Public Buildings was placed in charge of the Selectmen at the last Town Meeting and we have gone into the matter of coverage on each building, and in many instances have placed additional insurance.


This new insurance was placed with local agents.


We are listing in this report the amount carried on each build- ing and contents.


We submit herewith detailed report of the Highway Superin- tendent and the Police Department.

REPORT OF SUPERINTENDENT OF HIGHWAYS


I herewith submit my report for year ending December 31, 1929:


The culvert at Keyes Brook on Groton Road was reconstructed near what is called Paige's Hill and the widening of the road abolisher a dangerous condition at this point.


Two lengths of Toncan corrugated iron pipe being used in the new work each being 6 ft. in diameter and 20 ft. long. There is now ample waterway and safe road width at this point. -


A culvert on Providence Road was rebuilt also, a culvert ou Keyes Road near Pond; another culvert on Hildreth Street, and six culverts on Carlisle Road Toncan corrugated iron pipe being used. Some of these culverts had cement headers.


The following streets and roads were oiled full width during the past year and scarafied where needed:


Groton Road from Groton line to Chelmsford line; Brookside Road from Day's Corner to West Chelmsford; Westford Road from Counter's Bridge to Westford; Forge Road from Ferguson's to railroad crossing; Forge Town Farm Road from Forge Road to Union Street; Acton Road from Chelmsford line to Carlisle line; Carlisle Road from Minot's Corner to top of hill, near Parkerville School; Concord Road from Beaver Brook Road to Nashoba Farm; Beaver Brook Road from Littleton line to McDonald's Hill; Nabnasset Road from Whid- den's Corner to Chelmsford line; Cummings Hill Road from Depot Street to Bannister's Corner; Pleasant Street Forge from School house to Beaver Brook Road; Storey St Forge from School house to Beaver Brook Road; Depot Street Westford from Ferguson's to Westford Depot; Lincoln Street Westford from Main Street to Boston Road; Hildreth Street Westford from Boston Road to Sidney Wright's; Main Street from Chelmsford line to Whitney's Garage; Chamberlain Street Brookside from Elm Corner to Swanson's; River Street, Granite- ville from Broadway to Greigs Corner; Broadway, Graniteville from Abbott's Corner to Counters' Bridge; Maple St., Graniteville from River Street to the end.


All these streets were well covered with sand after being oiled and streets and roads where necessary were dragged at frequent in- tervals during the summer and fall. Much attention was also given to patching which we are now doing with Tarco B Patching Material and crushed pea stone.


The following is a list of roads resurfaced in whole or in part, or widened to allow autos to pass:


Keyes Rd., Tenney Rd., Dunstable Rd., Tyngsboro Rd., Long Sought For Rd., Providence Rd., Lowell Rd., Chamberlain Rd., Courtney Rd., Stony Brook Rd., Nabnasset Rd., Forrest Rd., Nutting Rd., South Chelmsford Rd., Old Lowell Rd., Concord Rd., Pine Ridge Rd., Beaver Brook Rd., Millstone Hill Rd., Tadmuck Rd., Carlisle Rd.

A stone drain was constructed at Coolidge Hill Forge Village Road from opposite Norman Young's house to culvert at bottom of First Hill in an effort to carry off water flowing from side hill under road bed.


River street was surveyed, and, following the advice of the State Engineer, raised the grade of the road from Joseph Couture's house to Broadway. This stretch was graveled and Tarco applied with stone dust for binder, thereby eliminating an undesirable condition pre- valent especially during winter and spring months.


Many roads have been widened, and several curves cut back; also catch basins put in where necessary.


Following is list of loads of sand and gravel put out this year taken from following banks:
