32. Voted that the sum of $5000 be appropriated in accordance with the provisions of Section 6, of Chapter 40, General Laws, as a Reserve Fund.


33. Voted that the sum of $4000.32 be appropriated to cover overdrafts of 1930, to be divided as follows: General Government $40.90; Hydrants $146.66; Public Welfare $1243.15; State Taxes $9.21; General Loans $2000; Forest Fires $560.40.


4. Voted that the Town appropriate the sum of $50 and elect a Director for demonstration work in agriculture and home economics, and that said sum be spent in town under the supervision of the Director. John A. Kimball was elected Director.


5. Voted unanimously that the article relative to the installation of street lights on the Groton Road, Dunstable Road and Brookside Road, be dismissed.


6. Voted 31 to 16 that the article relative to an additional hydrant on Central Street be dismissed.


7. Voted that the sum of $50 be appropriated to meet the damages assessed by the County Commissioners in the relocation of the Keyes Road and Groton Road.


8. Voted that the Town discontinue that portion of an old unused way extending from the Chamberlain Road to the Stony Brook Road.


9. Voted that the Moderator appoint a Committee of five to con- sider the renaming of Central Street, Union Street and other streets, and the naming 'of such Town roads and streets as are not already named, and report at the next Annual Meeting. The Moderator appoint- ed as such Committee the Board of Selectmen, consisting of William R. Taylor, Mark A. Palmer, and Arthur M. Whitley, the Town Clerk, Charles L. Hildreth, and Joseph Wall.


10. Voted unanimously that the Town Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the municipal year beginning January 1, 1931, and to issue a note or notes therefor, pay- able within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


11. Voted that the Tax Collector be instructed to collect all taxes according to law and that he be authorized to return, at the expense of the Town, a receipted tax bill when paid.


12. Voted to accept the minutes of the meeting.


13. Voted to dismiss the meeting.

SPECIAL TOWN MEETING, AUGUST 5, 1931


At a legal meeting of the Inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, August 5, 1931, at eight o'clock P. M., the following business was transacted :


Frederick A. Hanscom, Town Moderator, being absent, Herbert V. Hildreth was elected Moderator pro tempore by ballot and was sworn in by the Town Clerk.


1. Voted to accept the written report of the Finance Committee.


2. Voted unanimously that the sum of $11,000 be appropriated for the Public Welfare Department, said sum to be divided as follows: $2400 for Old Age Assistance and $8600 for Outside Aid and expenses of the Westford Infirmary.


3. Voted unanimously that the sum of $1500 be appropriated for Snow and Ice Removal and Equipment, said sum to be taken from in- surance received on account of loss by fire of old equipment.


4. Voted to accept the minutes of the meeting.


5. Voted to dissolve the meeting.

REPORT OF SELECTMEN


Citizens of Westford:


The highways have been greatly improved during the past year by the application of quantities of gravel, the cutting of brush, and the building of new fences.


A great deal of oil has been used, and we wish that the appropri- ation would permit the use of more.


The gravel and oil roads need constant care by patrolling and re- pairing of any breaks in the surface. This type of road, however, is & good road and does eliminate mud.


The Superintendent and men were hired at a less rate than for the previous year, and trucks were secured at $1.25 per hour. For de- tail of the highway work would call your attention to the Superintend- ent's report.


The following work was done with the State, County and Town each contributing one-third of the expense: The balance of the Carlisle Road was rebuilt, which finishes the road to the Carlisle line.


It was quite costly rebuilding the low stretch of road around Butter Brook approaching Carlisle Station, as a great amount of fill had to be used and drainage installed to take care of a large amount of water. There is now a fine stretch of road from Minot's Corner to the Carlisle dine.


Concord Road was rebuilt from the Littleton Road to a point near the residence of Mr. George Heathcote.


We are asking for $3,000.00 more to complete the work, while the Finance Committee have recommended $2,000.00.


If the State requires the blasting of the ledge and the renewing of a large culvert and the filling of a long hollow near the Nesmith house, we feel that the amount recommended by the Finance Commit- tee will not quite complete the work to the Carlisle Road, which we had hoped to accomplish this year.


We felt that there was need of a good main road reaching into the northern part of the Town, and we therefore asked the State and County to help us on the rebuilding of Tyngsborough Road, and each allotted $2,000.00 for year 1931, and we apportioned $2,000.00 from our highway money.


The work was begun at Westford Station and about 4,000 feet was rebuilt. For more than half the distance the road had to be widened by the moving of a high bank, for which purpose a steam shovel was hired.


We are asking for an appropriation of $3,000.00 for the continu- ance of the work.

As is the usual custom, the repairs on the "State and County Aid- ed Roads" have been done under the direction of the State Depart- ment.


The very dangerous condition that existed at the blind curve near the Graniteville Station has been eliminated. Under the direction of the State Engineers the high bank and bank wall have been cut down so that the visibility is now good and therefore removes the threat of accidents at this point.


We have found the State and County Officials and Engineers glad- ly willing to advise and cooperate with us on our road problems, which has been very beneficial to the Town.


During the summer three snow-plows for tractor use, 3,000 feet of snow fence, and a cab for winter use on the Fordson Grader, were de- stroyed by fire when the Healy sheds burned.


The snow-plows were fully covered by insurance, and $1,500.00 has been paid the Town by the Insurance Company.


A conference was held with the Claim Agent of the Boston & Maine Railroad regarding a settlement for the loss of the snow fence and cab. We have been notified by the Boston & Maine R. R. that our claim of $200.00 will be paid, and we consider this a very fair settle- ment.


All fire insurance policies on buildings and contents have been re- newed when expiring.


Parkerville School House has not been used for several years, and we have therefore inserted an article in the Warrant to see if the Town wishes to continue the insurance on same.


Elsewhere in the report is printed the amount of insurance carried on the Public Buildings and contents.


The town lines of Groton, Littleton, Acton, Carlisle, Tyngsboro and Chelmsford have been perambulated and the stone bounds marked.


We would direct your attention to the reports of the Superintend- ent of Highways and Police Department.

REPORT OF SUPERINTENDENT OF HIGHWAYS


The roads that have State and County aid are as follows:


Groton Road from Groton line, Forge Village, to Chelmsford line near Fletcher's Ledge.


Brookside Road from Pine Ridge to Chelmsford line, West Chelms- ford.


Carlisle Road from Minot's Corner to Carlisle line near Carlisle Depot.


Acton Road from Chelmsford line near South Chelmsford Ice Houses to Carlisle line near Depot.


Concord Road from Beaver Brook Road, Forge Village, to Little- ton State Road to Parkerville School.


Graniteville Road from Caunter's Bridge to Main St., Westford Centre.


The above roads have been taken care of as usual under super- vision of Engineer from the State Department of Public Works.


A bad corner was cut down at Graniteville Depot, cutting down height of wall and grading tlie slope back so as to be able to see around corner at all angles.


Carlisle Road was finished this year, making road complete from Minot's Corner to the Carlisle line.


Another addition to the Concord Road was done this year, starting at Littleton State Road and ending in front of the residence of Henry E. Gamage. Expect to complete this road this year, ending at Parker- ville School House.


A new piece of road was started at Westford Depot and ending about three-quarters of a mile North toward Tyngsboro.


Most of the roads have been smoothed several times and gravel has been put in low places and mud holes filled. Several new catch basins have been built and old ones repaired. Many side roads have been widened and have been oiled. In a short time all Town Roads will be hard surfaced oil roads.
