ANNUAL TOWN MEETING, FEBRUARY 17, 1930
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Monday, February 17, 1930, the following business was transacted: Frederick A. Hanscom, Town Moderator, called the Meeting to order.
1. Voted that the reports of the Finance Committee, other Boards, Officers and Committees be accepted as printed, with the fol- lowing corrections: Assessors' Report; Personal Estate abated $77 instead of $7700; Poll Taxes abated $36 instead of $3600; Real Estate abated $73 instead of $7300. Tax Collector's Report; 1929 Excise Tax remaining unpaid Dec. 31, $819.67 instead of $19.67.
2. Voted that the compensation of the Tax Collector be three- fourths of one per cent of the amount collected.
3. Voted that under this article each item be considered separate- ly.
1. Voted that the sum of $6000 be appropriated for the salaries and expenses of town officers and that the sum of $2000 be appropri- ated for the Town Hall.
2. Voted that the sum of $3000 be appropriated for the Police Department.
3. Voted that the sum of $3200 be appropriated for the Fire De- partment.
4. Voted that the sum of $2920 be appropriated for Hydrants.
5. Voted that the sum of $125 be appropriated for the Sealer of Weights and Measures.
6. Voted that the sum of $100 be appropriated to defray the ex- penses of the Fish and Game Warden.
7. Voted that the sum of $500 be appropriated to defray the ex- penses of fighting forest fires.
8. Voted that the sum of $75 be appropriated to purchase new fire extinguishers.
9. Voted that the sum of $200 be appropriated to defray the ex- penses of the maintenance of the Town Forest.
10. Voted that the sum of $300 be appropriated to defray the ex- penses of the Tree Warden.
11. Voted that the sum of $3000 be appropriated to defray the expenses of the Moth Department.
12. Voted that the sum of $3500 be appropriated for the Board of Health.
13. Voted that the sum of $150 be appropriated to defray the ex- penses of the Cattle Inspector.
14. Voted unanimously that the sum of $6000 be appropriated for the maintenance of the existing State and County Roads on condition that like amounts be contributed by the State and County respectively to be used in conjunction therewith.

15. Voted unanimously that the sum of $3000 be appropriated to continue repairs on Main Street, Westford, from the Chelmsford line to the Centre, on condition that like amounts be contributed by the State and County respectively, to be used in conjunction therewith.
Voted unanimously that the sum of $5000 be appropriated for re- pairs on the Concord Road on condition that like amounts be con- tributed by. the State and County respectively. to be used in con- junction therewith.
Voted unanimously that the sum of $2500 be appropriated for repairs on the Carlisle Road on condition that like amounts be con- tributed by the State and County respectively, to be used in conjunc- L'on therewith.
Voted unanimously that the sum of $18,700 be appropriated for other Highway purposes, to be divided as follows: $16,000 for Town Roads, oiling, repairs and equipment; $2000 for snow and ice removal, equipment and repairs; $500 for brush cutting; $200 for street signs.
15. Voted that the sum of $12,000 be appropriated for Public Wel- fare, $11,000 of this to be taken from Surplus Revenue.
16. Voted that the sum of $1800 be appropriated for Soldiers' Benefits.
17. Voted that the sum of $73,200 be appropriated to meet the costs and expenses of the Public Schools of Westford for the year 1930.
18. Voted that the sum of $3000 be appropriated to defray the tuition charge of Westford pupils attending the Lowell Vocational High School.
19. Voted that the sum of $2200 and the receipts from dog li- censes in 1929 be appropriated for the expenses of the Public Library.
20. Voted that the sum of $250 be appropriated for the care of the Common.
21. Voted that the sum of $50 be appropriated for the expense incurred in lighting the Town Clock.
22. Voted that the sum of $400 be appropriated for Band Concerts, the place of holding them to be left in the hands of the Selectmen.
23. Voted that the sum of $300 be appropriated to defray the ex- penses of commemorating Memorial Day.
24. Voted that the sum of $600 be appropriated to defray the ex- penses of publishing the Town Reports.
25. Voted that the sum of $1200 be appropriated for Cemeteries.
26. Voted that the sum of $8100 be appropriated for Street Lights.
27. Voted that the sum of $650 be appropriated for Liability Insurance.
28 Voted that the sum of $1200 be appropriated for Fire Insu- rance.
29. Voted that the sum of $7500 be appropriated for General Loans.
30. Voted that the sum of $4800 be appropriated for interest on General Loans.

32. Voted that the sum of $2773.10 be appropriated for Bills Outstanding Dec. 31, 1929, to be divided as follows: General Govern- ment, $17.95; Town Hall, $9.60; Fire Department, $2.75; Sealer ol Weights and Measures, $3.75; Health Department. $61.40; Town Roads. $5.50; Street Lights, $641.76; Public Welfare, $776.80; Schools. $1132.53; Vocational Tuition, $107.76; Memorial Day, $3.00.
33. Voted that the sum of $2000 be appropriated in accordance with the provisions of Section 40. of the General Laws, as a Reserve Fund.
4. Voted to appropriate the sum of $400 and to elect a director for demonstration work in agriculture and home economics, the money to be expended by, and the director to serve in co-operation with the County Trustees for Aid to Agriculture and Home Economics. under the provisions of Section 40-45 of Chapter 128. General Laws. John A. Kimball was elected Director.
5. Voted that the Selectmen be authorized to enter into a con- tract with the Lowell Electric Light Corporation for 60 additional street lights to be placed as follows: 4 on Gould Road; 3 on Main Street, Westford; 1 on Cold Spring Road; 3 on Francis Hill Road; 12 on Keyes Road; 8 on Stony Brook Road; 28 on Griffin and Acton Roads; 1 on Lincoln Street; and that $500 be appropriated for the same.
6. Voted that the Selectmen be authorized to purchase a Ford car for the Police Department and that the sum of $600 be appropri- ated for the same.
7. Voted that the Selectmen be authorized to enter into a con- tract with the Westford Water Company for two hydrants on Maple Street.
S. Voted that the Selectmen be authorized to enter into a con- tract with the Westford Water Company for eight additional hydrants to be placed as follows: three on Forge Village Road, one on Lincoln Street, two on North Street, one on River Street, one on Central Street.
9. Voted that the compensation of Election Officers actually serv. ing at the Annual Town Meeting of any Special Town Meeting be as follows: Clerks, $7.00; Wardens, $6.00; Inspectors and all other offi- cers, $5.00.
10. Voted that the Town accept the deeds from Regina Thifault and Victorine Page and also from John A. Healy of land located on the southerly side of the Groton Road for the purpose of widening and straightening said Road.
11. Voted that the Selectmen be and hereby are authorized and empowered to take such action as may be advisable or necessary, in- cluding the institution of legal process, in order to remove the ob- structions, consisting of a building and fence erected upon and across a portion of the highway known as the Keyes Road, which obstruct and interfere with the passage over said Road.

12. Voted that the sum of $200 be appropriated for maintenance of Headquarters of Westford Post 159, American Legion.
13. Voted unanimously that the Town Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the municipal year beginning January 1, 1930, and to issue a note or notes therefor, pay- able within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
14. Voted that the Tax Collector be instructed to collect all taxes according to law and that he be authorized to return, at the expense of the Town, a receipted tax bill when paid.

Frederick A. Hanscom, Town Moderator, being absent, Herbert V. Hildreth was elected Moderator Pro Tempore by ballot and was sworn in by the Town Clerk.
1. Voted to accept the verbal report of the Finance Committee.
2. Voted unanimously that from the unexpended balances of the following appropriations the following sums, to wit: General Govern- ment $550; Street Lights $500; General Loans $2000; Interest on General Loans $800; Interest on Revenue Loans $500; Legion Head- quarters $200; Publishing of Town Reports $50; Vocational Tuition $1100; be appropriated and transferred to the following appropria- tions: Public Welfare $1000; Soldiers' Benefits $500; Highways $2500; and Reserve Fund $1700.
3. Voted to accept the minutes of the meeting.

REPORT OF SELECTMEN
Citizens of Westford:
Three additional sections of road were rebuilt this year with State, County and Town contributing one-third each of the expense.
The State called for bids for the work on the Concord Road and Mr. Antonio Pallatto was awarded the contract, being the low bidder. The road was rebuilt from the V. C. B. Wetmore house, the finishing point of last year's work. to the Littleton Road, a distance of approxi- mately 6,400 feet, costing $11,672.10.
The work on Main Street and Carlisle Road was done by the Town Road Department using Town labor, the work being under direction of the State Engineering Department.
Main Street was rebuilt from a point about 200 feet west of Provi- dence Road to Depot Street. a distance of about 2,800 feet, costing $8,924.33.
It was costly to install the drainage system planned to take care of all the water which flows down Richardson Hill. A large main pipe had to be laid from the Frost School to nearly the foot of the hill and a series of catch basins installed. The labor cost $1,836.32, the pipe. brick, etc., $1,328.00 and the building of the catch-basins, which was let out to contract, costing $765.00, thus making the total cost of the drainage system $3,929.32.
Mrs. Wright very kindly allowed the water to be turned into her lower field, which was a great help.
Because of the raising of the grade at certain points some extra work was necessary, as for instance raising sidewalk and grading at William E. Frost School, grading at Mrs. Wright's homestead, and fill- ing at Leyland Road at Main Street.
This completes the construction work on Main Street, it having been rebuilt during the three years from Chelmsford Town Line to Depot Street, Westford Center, a distance of approximately two and a fifth miles, at a total cost of about $28 500. We think that all' must agree that this is an excellent piece of highway and when Chelmsford completes its construction work to the Lowell Line, will prove to be a popular route to Lowell.
The work on Carlisle Road began at Old Lowell Road and extended to Butter Brook, a point 500 to 600 feet from the N. Y. N. H. & H. R. R. at Carlisle Station, covering a distance of about 6,500 feet, costing $10,500.00.
We are asking for an appropriation of $3,000.00 to continue the re- building of Concord Road and $3,000.00 to complete the Carlisle Road. provided the State and County will each contribute an equal amount.

The old tractor is in poor condition and useless for any snow removal work. After a conference with a representative of the Tractor Concern we have deemed it inadvisable to spend the amount that would be necessary to put it in proper condition, and which would be without any guarantee or even a promise that it would last for any length of time. This tractor. however, can be used some for summer work on the highways.
In order to give prompt service for snow removal, the Department has purchased three Baker snowblade equipments, one for use on the Town Ford truck; one having been placed on one of the L. P. Palmer & Sons' trucks, and the other at Westford Center to be used on one of the Perley E. Wright trucks.
Work on the "State and County Aided Roads" has been done as directed by the State Department. We would mention a bad condition that existed at the top of the Town Farm Hill, which now has been corrected. The grade has been changed. the road widened and a cement post and cable fence installed on the southerly side.
The highways have been much improved by the use of large quantities of gravel, the cutting of brush and the repairing of fences, for detail of which we would call your attention to the report of the Superintendent of Highways.
The amount of appropriations for which we are asking for the work for the year 1931 is recorded in the Finance Committee's Report.
We record with sorrow the passing of Mrs. Eva F. Wright, Town Treasurer and a member of the School Committee, a courteous. pains- taking and most efficient Town official.
The vacancy of Town Treasurer was filled by the appointment of Mrs. Charlotte P. Greig for the unexpired term.

HIGHWAYS
I herewith submit my report for year ending Dec. 31, 1930:
During the past year, more work was accomplished on the High- ways of our Town than has ever been done before in any one year. This of course was largely due to the acquisition of more modern equipment, and an efficient working personnel in the department.
It certainly must be heartening to the tax payers to note the large increase in Production, and decrease in Cost of construction, with the use of trucks as compared with the old horse-drawn equipment.
I respectfully call your attention to the fact that nearly every road has had gravel, and mud holes filled or will be in near future.
The following is a summary of the work done during the year:
The State and County roads have been kept in repair this year as directed and supervised by State engineer.
Town Farm Hill was cut down, curve straightened and new gravel put on, also new cable fence and cement posts were constructed. This construction abolished a dangerous condition and made the road good and wide at this point.
Main St .- Under the provisions of the State and County, this road was built with Town help, giving employment to about twenty-six extra men. The principal trouble on this particular street was drainage, about 1,500 feet of trench was dug, also six manholes and 11 catch basins, all made of brick.
Carlisle Road .- The State and County assisted in the reconstruc- tion of Carlisle Road from where it left off last year-Starting at the Old Lowell Road, to swamp past Sweetser's, a distance of about 6,500 feet. This road was also oiled twice and is going to be completed this year, this being the shortest route to Boston.
Day Road .- A bad piece of road from Day's Corner to Pyne Ridge was widened and rebuilt with gravel, also oiled.
