The attention of owners and keepers of dogs is called to the fol- lowing extracts from Chapter 140 of the General Laws as amended by Chapter 320, Acts of 1934.


Section 137. The owner or keeper of a dog which is three months old or over shall annually, on or before March thirty-first, cause it to be registered, numbered, described and licensed for one year from April first following . .. in the office of the clerk . .. The owner or keeper of a licensed dog shall cause it to wear around its neck or body a collar or harness of leather or other suitable material, to which shall be securely attached a tag . . . and upon which shall appear the license number, the name of the town issuing such license and the year of issue.


Section 138. The owner or keeper of a dog may at any time have it licensed until April first following; and a person who after April first becomes the owner or keeper of a dog which is not duly licensed, and the owner or keeper of a dog which becomes three months old after March thirty-first in any year, shall, when it is three months old, cause it to be registered, numbered, described, licensed, collared or harnessed and tagged as required by Section 137.


Section 139. The fee for every license shall, except as otherwise provided, be two dollars for a male dog and five dollars for a female dog, unless a certificate of a registered veterinarian who performed

the operation that said female dog has been spayed and has thereby been deprived of the power of propagation has been filed with the Town Clerk, in which case the fee shall be two dollars. A certified copy of such certificate on file in the office of any town clerk within the com- monwealth may be accepted as evidence that the said operation has been performed.

ANNUAL TOWN MEETING, FEBRUARY 20, 1939


At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Monday, February 20, 1939, at one o'clock P. M., the following business was transacted:


Roger H. Hildreth, Town Moderator, was sworn in by Charles L. Hildreth, Town Clerk, and called the meeting to order.


Rev. William F. Preston of the Methodist Episcopal Church offered prayer.


It was voted to dispense with the reading of the warrant.


Article 1. Voted that the reports of the Finance Committee, other Committees, Boards and Officers be accepted as printed.


Voted to accept the written report of the Committee in charge of the Gage Land as read by the Chairman, Oscar R. Spalding.


Voted to accept the written report of the Building Committee for Remodeling of the Frost School as read by Dorothy E. Chandler.


Voted that the unexpended balance of $70.75 of the amount borrowed for remodeling the Frost School be turned back into the Town Treasury.


Article 2. Voted that the compensation of the Town Officers be as follows: Selectmen, Chairman $150.00, other two members $125.00 each; Board of Public Welfare, Chairman $20.00, other two members $10.00 each; Town Treasurer $550.00; Town Clerk $100.00; Collector of Taxes .75 of 1% of the amount collected; Tree Warden $.53 per hour; Assessors $4.50 per day of eight hours; Registrars and Assistant Registrars of Voters $4.50 per day of eight hours for listing as required by law.


Article 3. Voted that under this article each item be considered separately.


1. Voted that the sum of $6,785.00 be appropriated for General Government to be divided as follows: Selectmen $550.00; License Ex-

penses $60.00; Town Accountant $875.00; Town Treasurer $900.00; As- sessors $1200.00; Tax Collector $1600.00; Town Counsel $200.00; Town Clerk $400.00; Registration and Elections $1,000.00.


2. Voted that the sum of $1,600.00 be appropriated for the ex- penses of the Town Hall. Voted that the sum of $1,900.00 be appropriated for repairing and altering the Town Hall, under W. P. A. Aid if possi- ble, and that the Selectmen and a Committee of three to be appointed by the Moderator, serve as a building committee.


3. Voted that the sum of $5,390 be appropriated for the Police De- partment. Voted that the sum of $100.00 be appropriated for Safety Signs.


Voted unanimously that Article 7 be taken up before Article 3 Item 4.


Article 7. Voted that in addition to the regular wages the salary of each regular fireman be $15.00.

4. Voted that the sum of $4,200.00 be appropriated for the Fire Department, to be divided as follows: $3,400.00 for General Ex- penses and $800.00 for Fire Hose.


Voted unanimously that Article 18 be taken up before Article 3 Item 5.


Article 18. Voted that the Selectmen be authorized to enter into a contract with the Westford Water Company for two additional hy- drants at $35.00 per year for each hydrant, one to be placed on Boston Road and one on Abbot Street.

5. Voted that the sum of $3,162.00 be appropriated for Fire Hy- drants.


6. Voted that the sum of $125.00 be appropriated for the Sealer of Weights and Measures.


7. Voted that the sum of $75.00 be appropriated to defray the expenses and the compensation of the Fish and Game Warden.


8. Voted that the sum of $1,000.00 be appropriated to defray the expenses of fighting Forest Fires,

9. Voted that the sum of $200.00 be appropriated to defray the expenses of the Town Forest.


10. Voted that the sum of $250.00 be appropriated to defray the expenses of the Tree Warden.


11. A motion that the sum of $1,837.00 be appropriated to defray the expenses of the Moth Department was lost. Voted that the sum of $900.00 be appropriated to defray the expenses of the Moth Department.


12. Voted that the sum of $3,875.00 be appropriated to defray the expenses of the Health Department-$375.00 of this amount to be used to defray the expense of milk furnished underweight and under- nourished children.


13. Voted that the sum of $150.00 be appropriated to defray the compensation and expenses of the Cattle Inspector.


14. Voted that the sum of $4,000.00 be appropriated for Snow and, Ice Removal.


Voted that the sum of $10,750.00 be appropriated for Roads under Chapter 81.


Voted that the sum of $3,000.00 be appropriated for the Mainten- ance of the existing State and County Roads on condition that like amounts be contributed by either or both the State and County respec- tively, to be used in conjunction therewith.


Voted that the sum of $1,000.00 be appropriated for the repairs on the Groton Road on condition that like amounts or more be contributed by the State and County respectively, to be used in conjunction there- with.


Voted that the sum of $1,500.00 be appropriated for Town Roads.


15. Voted that the sum of $16,000.00 be appropriated for the Welfare Department.


Voted that the sum of $5,000.00 be appropriated to defray the ex- penses of Aid to Dependent Children.


Voted that the sum of $10,000.00 be appropriated for Old Age As- sistance.


16. Voted that the sum of $5,000.00 be appropriated for Soldiers' Benefits.


17. Voted that the sum of $66,000.00 be appropriated for the School Department.


18. Voted that the sum of $700.00 be appropriated for Vocational Tuition.

19. Voted that the sum of $2,000.00 and the receipts from Dog Li- censes in 1938 be appropriated for the expenses of the Public Library.


20. Voted that the sum of $200.00 be appropriated for the care of the Common.


21. Voted that the sum of $250.00 be appropriated to defray the expenses of commemorating Memorial Day.


22. Voted that the sum of $575.00 be appropriated to defray the expenses of Publishing and Distributing the Town Reports.


23. Voted that the sum of $1,125.00 be appropriated for Liability Insurance.


24. Voted that the sum of $1,600.00 be appropriated for Fire In- surance.


25. Voted that the sum of $9,500.00 be appropriated for General Loans.


26. Voted that the sum of $1,400.97 be appropriated for the Interest on General Loans.


27. Voted that the sum of $300.00 be appropriated for Interest on Revenue Loans.


Voted unanimously that Article 12 be taken up before Article 3 Item 28.


Article 12. Voted to take up each item separately.


Voted not to install an additional light on Pond Street.


Voted not to install an additional light on Leland Road.


Voted that three additional lights be installed on Dunstable Road opposite Long-Sought-For-Pond, one near the Children's Camp, Long- Sought-For-Lodge, the other two to cover the Swimming Beach at the head of Long-Sought-For-Pond, and that an additional light be added if required to reach the end of the Pond.


Voted not to install three lights on Hartford Road.


Voted not to install an additional light opposite the Unitarian Church, Main street.


Voted 58 to 23 not to install two additional lights on Prescott Street.


Article 3.


28. Voted that the sum of $6,912.00 be appropriated for Street Lights.

29. Voted that the sum of $4,000.00 be appropriated in accordance with the provisions of Section 6 of Chapter 40 of the General Laws as a Reserve Fund.


30. Voted that the sum of $3,163.12 be appropriated for Bills Out- standing December 31, 1938, to be divided as follows: Town Clerk $2.00; Town Hall $15.55; Police Department $6.87; Fire Department $32.81; Soldiers' Benefits $291.12; Library $26.65; Common $8.00; Land Damage Expenses $50.00; Cemeteries $12.00; Damages to Playground $25.68; Temporary Aid $1,967.52; Infirmary $489.22; Mothers' Aid $26.50; Old Age Assistance $209.20.


31. Voted that the sum of $127.97 be appropriated to cover Over- drafts on the Town Hall for Repairs caused by the hurricane in 1938.


Article 4. Voted that the sum of $10.00 be appropriated for Dem- onstration Work in Agriculture and Home Economics and a Director be elected from the floor under the provisions of Section 40-45 of Chap- ter 128 of the General Laws. Mabel M. Nixon was elected Director.


Article 5. Voted unanimously that the Town Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1939, and to issue a note or notes therefor, pay- able within one year and renew any note or notes to be given for a period of not less than one year in accordance with Section 17, Chapter 44 of the General Laws.


Article 7. Voted that the sum of $1,000.00 this being the town's share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, Acts of 1932 bonds maturing in 1939, be and the same is hereby appropriated, and that a further sum of $148.75 be and hereby is appropriated on account of interest and other charges on account thereof. That a further sum of $1,165.65 be and hereby is appropriated for the town's share of the net cost of care, maintenance, and repairs of the Middlesex County Hospital, including interest on temporary notes issued therefor, in accordance with sections of Chapter 111 of the Gen- eral Laws applicable thereto, including Chapter 400, Section 25 G (6) (a) of the Acts of 1936.


Article 8. Voted that the Town appropriate the sum of $400.00 for Band Concerts for the current year.


Article 9. Voted that the Town appropriate the sum of $100.00 for Guide Boards.

Article 10. Voted that the sum of $300.00 be appropriated to defray the expenses of the Whitney Playground.


Voted unanimously to take up Article 3 Item 15.


Article 3.


15. A motion to rescind the vote appropriating $16,000.00 for the Welfare Department was lost.


Article 11. Voted that the Town appropriate the sum of $9,160.00 to meet the expenses incurred in connection with the W. P. A. or other similar projects.


Article 13. Voted that the sum of $4,191.88 be transferred from the Machinery Fund to Road Machinery Account.


Article 14. Voted to dismiss the Article. (Note, the report of the committee in charge of the Gage Land was read under Article 1.)


Article 15. Voted 21 to 1 that the Selectmen be and hereby are authorized to sell at private sale or public auction, or to establish a Game Reserve of a part thereof, any or all of the land devised to the Town of Westford under the will of Martina A. Gage, and to execute and deliver in the name and behalf of the Town any deeds or other instruments of transfer necessary to convey a proper title thereto.


A rising vote of thanks was given to the Committee appointed to make an investigation, survey and examination of the land devised to the Town under the will of Martina A. Gage.


Article 16. Voted that the Town appropriate the sum of $2,200.00 for the Cemeteries and authorize the purchase of a new mower at a sum not to exceed $400.00, said amount to be charged against the appropria- tion for Cemeteries.


Article 17. Voted that the Town appropriate the sum of $50.00 to be expended by such Town Safety Council as may be created and appointed by the Board of Selectmen, for the purpose of making our highways more safe for travel thereon.


Article 19. Voted that the sum of $100.00 be appropriated for Tax Title Expenses.


Article 20. Voted to accept the minutes of the meeting.


Article 21. Voted to dissolve the meeting.

SPECIAL TOWN MEETING, MAY 26, 1939


At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Friday, May 26, 1939, the following business was transacted :


Roger H. Hildreth, Town Moderator, called the Meeting to order at eight o'clock P. M.


1. Voted to dispense with the reading of the warrant.


2. Voted that the sum of $297.10 be appropriated for the care of the Common; said amount to be taken from the Surplus Account. The Finance Committee verbally approved of this appropriation.


3. Voted that the sum of $1,019.45 be appropriated to pay bills outstanding Dec. 31, 1938, to be divided as follows: Liability Insurance $534.77; Fire Department $12.39; Welfare Department $397.76; Old Age Assistance $61.33; Police Department $13.20; said amount to be taken from the Surplus Account. The Finance Committee verbally ap- proved of this appropriation.


4. Voted that the Town accept Chapter 403 of the Acts of 1936 authorizing cities and Towns to extend the provisions of the Workmen's Compensation Act, as voted by the Commonwealth of Massachusetts through the Governor and Council, March 10, 1937. The Finance Com- mittee verbally approved of this action.


5. Voted unanimously to rescind the vote passed at the last annual town meeting authorizing the Selectmen to sell at private sale or public auction or to establish a game reserve of a part thereof, any and all land devised to the Town of Westford under the will of Martina A. Gage.


6. Voted not to set aside for Recreational Area all the lots of land in the southerly part of Westford bequeathed to the Town under the will of Martina A. Gage.

7. Voted that a Committee of five be appointed by the Moderator to report on the advisability of setting aside part of the Martina A. Gage land as a recreational area; or of selling certain parcels thereof, and report at the next Annual Town Meeting.


8. Voted to accept the minutes of the meeting.


9. Voted to dissolve the meeting.
