REPORT OF THE BOARD OF SELECTMEN
The Board organized for the year 1939 as follows:
ARTHUR M. WHITLEY, Chairman
ARTHUR L. HEALY, Sec'y DR. CYRIL A. BLANEY, 3rd member.
The appointments made were the same as the previous year. The salary of the regular police officer was increased from $1,750.00 to $1,800.00. In December of this year it was voted to pay all those working on Snow and Ice Removal, 10c per hour more for all time between 4 P. M. and 7.30 A. M. No other changes in wages were made.
For reports of the various departments and officers under the Se- lectmen's supervision, we refer the reader to their respective reports which are printed herein.
The Highway Department was run in the usual way under the supervision of the State Department of Public Works. As no allot- ments were made for construction, the work on the Groton Road could not be continued. The Chapter 81 and 90 allotments were made as usual. New street markers have been placed throughout the Town. From the Machinery Account two new sand spreaders and a new tar kettle have been purchased.
The fire insurance remains the same on all Town Buildings except the Frost School. The insurance on this building was increased $10,000.00.
The annual audit was made by the Director of Accounts and ex- tracts of same are herein printed.

REPORT OF STATE AUDITOR
Mr. Theodore N. Waddell, Director of Accounts, Department of Corporations and Taxation, Boston, Massachusetts.
Sir:
In accordance with your instructions, I have made an audit of the books and accounts of the Town of Westford for the period from Sep- tember 7, 1938, the date of the previous audit, to September 18, 1939, the following report being submitted thereon.
The records of financial transactions of the several departments receiving or disbursing money for the town, or committing bills for collection were examined, checked, and verified by a comparison with the reports and records of the town accountant.
The books and accounts in the office of the town accountant were examined, checked, and compared with the records of the several de- partments of the town. The recorded receipts were compared with the town treasurer's record of receipts and were checked with the de- partmental records of payments to the treasurer, while the recorded payments were checked with the treasurer's record of disbursements and with the treasury warrants.
The ledger accounts were analyzed, the appropriations, loan orders and transfers being checked with the town clerk's records of town meetings and with the records of the finance committee. The necessary adjusting entries resulting from the audit were made, and a balance sheet showing the financial condition of the town on September 18, 1939, was prepared and is appended to this report.
The books of the treasurer were examined and checked. The re- corded receipts were analyzed and compared with the records of the departments in which money was collected for the town and with other sources from which money was paid into the town treasury, while the disbursements were checked with the treasury warrants. The treas- urer's cash balance on September 18, 1939, was proved by actual count of the cash in the office and by a reconciliation of the bank balances with statements furnished by the banks of deposit.

The recorded payments on account of maturing debt and interest were checked with the amounts falling due and with the cancelled securities and coupons on file.
The securities and savings bank books representing the invest- ments of the trust funds in the custody of the town treasurer were listed, the income and the transfers to the town being verified.
The records of tax titles held by the town were examined and checked. The taxes added to the tax title account were compared with the collector's records, the recorded redemptions were checked with the receipts as shown on the treasurer's cash book, and the tax titles on hand were listed and proved.
The books and accounts of the tax collector were examined and checked in detail. The taxes outstanding at the time of the previous examination were audited and all subsequent commitments were proved to the assessors' warrants issued for their collection. The re- corded receipts were checked with the payments to the treasurer and with the town accountant's books, the abatements, as recorded, were checked with the records of the assessors, and the outstanding ac- counts were listed and proved.
The outstanding accounts were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies thereto indicating that the accounts, as listed, are correct.
The town clerk's records of dog and sporting licenses were ex- amined and checked, and the payments to the State were verified.
The commitments of departmental accounts receivable were ex- amined and checked in detail. The recorded payments to the treasurer were compared with the treasurer's cash book, and the outstanding ac- counts were listed and proved.
The records of the infirmary and of the cemetery department, as well as of all other departments collecting money for the town or com- mitting bills for collection, were examined and checked in detail.
The surety bonds of the officials required to furnish them were examined and found to be in proper form.
Appended to this report in addition to the balance sheet, are tables showing a reconcilation of the treasurer's and the tax collector's cash, summaries of the tax, tax title, and departmental accounts, together with tables showing the condition and transactions of the trust funds.
While engaged in making the audit, co-operation was received from the officials of the town, for which, on behalf of my assistants and for myself, I wish to express appreciation.

REPORT OF SUPERINTENDENT OF STREETS
The following is the annual report of the Highway Department for the year ending December 31, 1939.
CHAPTER 81 AND GENERAL MAINTENANCE
The usual highway maintenance was carried out during the year, which includes patching, graveling, cutting brush and bituminous treatment of streets and roads.
All roads which were gravelled during 1938 were widened, shaped, rolled and oiled.
The brush on main and side roads was cut and burned. Several bad corners were cut back to make roads wider and safer.
New Corrugated Metal Culverts, catch basins, pipe and guard rails
MAINTENANCE-CHAPTER 90
were installed this year.
The usual Maintenance of Chapter 90 was carried out under the provisions of this allotment and several of the roads were given a coat of cut back asphalt and covered with 5/8" Trap Rock rolled in. This makes a non-skid road.
