ANNUAL TOWN MEETING, FEBRUARY 15, 1937
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Mon- day, February 15, 1937, at one o'clock P. M., the following business was transacted :
Roger H. Hildreth, Town Moderator, was sworn in by the Town Clerk, Charles L. Hildreth, and called the meeting to order.
Voted to dispense with the reading of the Warrant.
Article 1. Voted that the reports of the Finance Committee, other Committees, Boards and Officers be accepted as printed, with the following corrections in the Town Accountant's Report at page 42; Excise Tax current year to read $5,094.02, Excise Tax previous years $1,400.34.
Article 2. Voted that the compensation of the Town Officers be as follows; Selectmen, Chairman $150.00, other two members $125.00 each; Board of Public Welfare; Chairman $20.00; other two members $10.00 each; Town Treasurer $550.00; Town Clerk $100.00; Collector of Taxes .75 of 1% of amount collected; Tree Warden $.53 per hour; Assessors $4.50 per day.
Article 3. Voted that the Town establish a Road Machinery Ac- count to which shall be credited all receipts received for the use or rental of road machinery, the proceeds to be appropriated as voted by the Town for road machinery purposes.
Article 4. Voted that $4,000 be appropriated to establish a Road Machinery Account for the purpose of purchasing, repairing and operating road machinery.
Article 5. Voted that under this article each item be consider- ated separately.
1. Voted that the sum of $6,095.00 be appropriated for General Government to be divided as follows: Selectmen $550.00; Licenses Expenses $60.00; Town Accountant $875.00; Town Treasurer $900.00; Assessors $1,200.00; Tax Collector $1,600.00; Town Counsel $200.00; Town Clerk $360.00; Registration and Election $350.00.
2. Voted that the sum of $1,600.00 be appropriated for the Town Hall.

3. Voted that the sum of $4,900.00 be appropriated for the Police Department.
Voted that the sum of $100.00 be appropriated for Safety Signs.
4. Voted that the sum of $2,500.00 be appropriated for the Fire Department.
Voted unanimously to take up Article 14 next.
Article 14. £ Voted that the Selectmen be authorized to enter into a contract for one additional hydrant on Hildreth Street.
Voted unanimously to take up Article 20 next.
Article 20. Voted that the Selectmen be authorized to enter into a contract with the Abbot Worsted Company for the hydrants at Brook- side, the price to be the same as that of the Westford Water Company, namely $35.00 per hydrant per year under the same terms and condi- tions as in the present contract with the Westford Water Company, in so far as applicable thereto.
Article 5. Voted that the sum of $3,045.00 be appropriated for Hydrants.
6. Voted that the sum of $125.00 be appropriated for the Sealer of Weights and Measures.
7. Voted that the sum of $75.00 be appropriated to defray the ex- penses and compensation of the Fish and Game Warden.
8. Voted that the sum of $1,000.00 be appropriated to defray the expenses of Fighting Forest Fires.
9. Voted that the sum of $75.00 be appropriated to defray the expenses of the Maintenance of the Town Forest.
10. Voted that the sum of $250.00 be appropriated to defray the expenses of the Tree Warden.
11. Voted that the sum of $350.00 be appropriated to defray the expenses of the Moth Department.
12. Voted that the sum of $4,875.00 be appropriated to defray the expenses of the Health Department; $375.00 of this mount to be used to pay the expense of milk furnished underweight and undernourished children.

13. Voted that the sum of $150.00 be appropriated to defray the compensation and expenses of the Cattle Inspector.
14. Voted that the sum of $10,625.00 be appropriated for Town Roads.
Voted that the sum of $5,000.00 be appropriated for the Main- tenance of existing State and County Roads on condition that like amounts be contributed by either or both the State and County res- pectively, to be used in conjunction therewith.
Voted tht the sum of $1,000.00 be appropriated for repairs on the Groton Road on condition that like amounts or more be contributed by the State and County respectively, to be used in conjunction therewith.
Voted that the sum of $3,000.00 be appropriated for Snow and Ice Removal.
15. Voted that the sum of $19,000.00 be appropriated for the Wel- fare Department and that $8,000.00 of this amount be taken from Sur- plus.
Voted that the sum of $10,500.00 be appropriated to defray the expense of Old Age Assistance.
16. Voted that the sum of $5.000.00 be appropriated for Soldiers' Benefits.
17. Voted that the sum of $67,000.00 be appropriated for the School Department.
18. Voted that the sum of $1,700.00 be appropriated for Voca- tional Tuition.
19. Voted that $2,400.00 and the receipts from Dog Licenses in 1936 be appropriated for the expenses of the Public Library.
20. Voted that the sum of $200.00 be appropriated for the Care of the Common.
21. Voted that the sum of $250.00 be appropriated to defray the expense of Commemorating Memorial Day.
22. Voted that the sum of $500.00 be appropriated to defray the expense of publishing and distributing the Town Reports.
23. Voted that the sum of $1,500.00 be appropriated for Liability Insurance.

24. Voted that the sum of $1,207.00 be appropriated for Fire Insurance.
25. Voted that the sum of $1,300.00 be appropriated for the Care of the Cemeteries.
26. Voted that the sun of $7,500.00 be appropriated for General Loans.
27. Voted that the sum of $1,856.62 be appropriated for Interest on General Loans.
28. Voted that the sum of $600.00 be appropriated for Interest on Revenue Loans.
29. Voted that the sum of $6,200.00 be appropriated for Street Lights.
30. Voted that the sum of $4,000.00 be appropriated in accordance with the provisions of Section 6 of Chapter 40 of the General Laws as a Reserve Fund.
31. Voted that the sum of $1,101.28 be appropriated for Bills Outstanding December 31, 1936, to be divided as follows: Assessors $23.50; Town Clerk $15.65; Election and Registration $31.25; Town Hall $8.38; Fire Department $9.90; Health Department $27.00; Welfare Department $748.98; Soldiers' Benefits $156.42; Cemeteries $80.20.
Article 6. Voted that the sum of $10.00 be appropriated for Demonstration Work in Agriculture and Home Economics and a dir- ector be elected from the floor under the provisions of Section 40-45 of Chapter 128 of the General Laws. John A. Kimball was elected Director.
Article 7. Voted unanimously that the Town Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the finan- cial year beginning January 1, 1937, and to issue a note or notes there- for, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.
Article 8. Voted that the sum of $1,000.00, this being the town's share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, Acts of 1932 bonds maturing in 1937, be and the same is hereby appropriated, and that a further sum of $233.75 be and here-

by is appropriated on account of interest and other charges on account thereof. That a further sum of $763.60 be and hereby is appropriated for the town's share of the net cost of care, maintenance, and repairs of the Middlesex County Hospital, including interest on temporary notes issued therefor, in accordance with sections of Chapter 111 of the General Laws applicable thereto.
Article 9. Voted that the sum of $400.00 be appropriated for Band Concerts.
Article 10. Voted that the sum of $100.00 be appropriated for Guide Boards.
Article 11. Voted that the sum of $5,500.00 be appropriated to meet the expenses of W. P. A. or similar projects.
Article 12. Voted 40 to 24 that the sum of $800.00 be appropriated for repairs on the Fire House Cottage.
Article 13. Voted to take up each item separately.
Voted to lay on the table a motion to install one additional street light at the junction of Hartford Road and Patten Road.
Voted to lay on the table a motion to install one additional street light at the culvert on the Hartford Road.
Voted to expend a sum not to exceed $36.00 for two street lights on Nutting Road from the junction of Groton Road to the residence of Narcisse Page.
Voted that the Selectmen be authorized to enter into an agree- ment with the Lowell Electric Light Corporation to install six electric street lights on the Concord Road.
Article 15. Voted that the Town appropriate the sum of $35.00 to reimburse the Estate of Ella M. Prescott for damages occasioned by the relocation of Pine Street and Town Farm Road.
Voted that the Town appropriate the sum of $465, inclusive of the appropriation of the previous year, to be used in settling the claims of John D. Psaris and Joseph A. Matthieu or either of them for dam- ages sustained through the relocation of the Tyngsboro Road, if in the opinion of the Selectmen a reasonable settlement can be made, failing thereof, to meet the costs and expenses in connection with the defense of the pending suits.

Article 16. Voted not to discontinue that portion of Cemetery Road extending from the Concord Road to the Patten Road.
Article 17. Voted that a Committee of seven members be ap- pointed to investigate the necessity or desirability of erecting a new High School Building. The Committee to be chosen as follows: Two by and from the School Committee, two by and from the Finance Committee, one by and from the Westford Tax Payers' Association, and two to be appointed by the Moderator. The Committee to report in writing not later than April 15th, next, at a Special Town Meeting. In the event that the report is favorable to the erection of a High School Building, the Committee shall submit therewith its recommend- ation as to the location thereof and an estimate of the cost of erecting the same, including the location and equipment, and what financial or other assistance is available from the Federal Government.
Article 18. Voted that beginning with the Annual Election in 1938 the Town Treasurer shall be elected for a term of three years.
Article 19. Voted that beginning with the Annual Election in 1938 the Collector of Taxes shall be elected for a term of three years.
Article 21. Voted that a Committee of Five members be appointed to make an investigation, survey and examination of the land devised to the Town under the will of Martina A. Gage and submit a report in writing, including a description, location and condition of the various lots and any recommendations the committee may have rel- ative to the use or disposal of the same, and that the sum of Three Hundred Dollars be appropriated to meet the expense to be incurred in connection therewith.
Article 22. Voted that the By-Laws be amended by inserting a new article after Article 11 as follows: Article 11A-Annual Audit. There shall be an annual audit of the Town's accounts under the supervision of the Director of Accounts of the Department of Corp- orations and Taxation as authorized by law.
Article 23. Voted to accept the minutes of the meeting.
Article 24. Voted to dissolve the meeting.

SPECIAL TOWN MEETING, JUNE 15, 1937
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Tues- day, June 15, 1937, at eight o'clock P. M., the following business was transacted.
Roger H. Hildreth, Town Moderator, called the meeting to order.
1. Voted to accept the written report of the Committee appointed at the last Annual Meeting to investigate relative to the necessity or desirability of erecting a new High School Building and that it be placed on file.
2. Voted unanimously that the compensation of the regular mem- bers of the Fire Department while in the performance of their duties in responding to calls on account of fires, shall be at the rate of One Dollar per hour for the first hour and thereafter at the rate of Sixty Cents per hour, and that of the officers increased in proportion.
3. Voted unanimously to dismiss the article relative to the ex- penses of the School Department.
4. Voted that the Selectmen be instructed to enter into a con- tract with the Westford Water Company for two additional hydrants on Prescott Street.
Voted that the Selectmen be instructed to enter into a contract with the Abbot Worsted Company for three additional hydrants on or near Oak Hill Road.
5. Voted that the Town approve the Regulations adopted by the Board of Cemetery Commissioners and that the copy of the resolutions as read be placed on file.
6. Voted to dismiss the article relative to paying bills outstand- ing December 31, 1936.
7. Voted to accept the minutes of the meeting.
8. Voted to dissolve the meeting.

SPECIAL TOWN MEETING, DECEMBER 6, 1937
At a legal meeting of the Inhabitants of the Town of Westford qualified by law to vote in Town affairs, held at the Town House, De- cember 6, 1937, at eight o'clock P. M., the following business was transacted:
Roger H. Hildreth, Town Moderator, called the meeting to order. In the absence of Charles L. Hildreth, Town Clerk, Alice A. Hildreth, Assistant Town Clerk, acted as Clerk.
1. Voted to accept the report of the Finance Committee as read.
2. (A) Voted that the Town appropriate the sum of $800.00 to defray the expenses of W. P. A., said amount to be taken from Surplus.
(B) Voted that the Town appropriate the sum of $900.00 to de- fray the expenses of Soldier's Benefits, said amount to be taken from Surplus.
(C) Voted that the Town appropriate the sum of $4,000.00 to de- fray the expenses of the Welfare Department, said sum to be taken from Surplus.
3. Voted to accept the minutes of the meeting.

REPORT OF SELECTMEN
Citizens of Westford:
We refer you to the detailed report of the Highway Superintendent for the work accomplished on the highways this year.
The trucking work for the highways and the W. P. A. work requir- ing other than the Town owned trucks was apportioned to the owners of dump trucks in Westford who requested work.
Despite our requests and arguments to support same the State Department of Public Works cut our allotment for Chapter 90 Main- tenance to $2,100.00.
We held two conferences with the County Commissioners regard- ing their allotment for this work and they very gladly cooperated with us and granted us $3,000.00 provided our Town's vote would allow us to use a like amount from our appropriation.
The vote passed at the last Town Meeting was broad enough to allow this, therefore there is an unexpended balance of $2000.00 on this appropriation.
For the year 1938 we are asking for the usual appropriation under Chapter 81 and for $3000.00 under Chapter 90, $1500.00 for highway work in the villages where the funds under Chapters 81 and 90 may not be available, and for the re-appropriation of $4000.00 for the Ma- chincry and Equipment account as established last year.
We are also asking for $1000.00 to continue the specific repairs ou Groton Road begun in the Fall of 1937.
As authorized by Town vote we entered into an agreement with the Abbot Worsted Company for hydrant service for Brookside at $35.00 per hydrant per year for a five year term dating from January 1, 1937. Following this report we print a copy of the contract we signed.
With the appropriation of $100.00 for guide boards we have made a good start in providing necessary direction signs. New guide boards have been made, painted and lettered and erected on heavy angle irons, which will be more permanent than the usual wooden posts. To com- plete this work we are asking for a further $100.00. No work of this kind has been done for many years hence the old signs were in very poor condition and many additional ones required.

Insurance on the Public Buildings and on the machinery and equip- ment has been renewed when expiring, and insurance on the buildings is now written on the five year basis which results in a considerable saving to the Town.
The Town voted for an Annual Audit and this was made under the supervision of the Director of Accounts of the Department of Corpo- rations and Taxation and we submit herewith a portion of their report.

COPY OF CONTRACT, FOR HYDRANT SERVICE BETWEEN THE ABBOT WORSTED COMPANY AND THE INHABITANTS OF WESTFORD
THIS AGREEMENT, made this fifteenth day of November 1937 to be effective from the first day of January, 1937, by and between the Abbot Worsted Company, a body corporate under the Laws of the Commonwealth of Massachusetts, hereinafter referred to as the Com- pany, and the Inhabitants of Westford, a municipal body corporate located in said County, hereinafter referred to as the Town.
WITNESSETH that the said Company for the period of five (5) years from the date this agreement becomes effective, covenants and agrees to supply the said Town in that part known as Brookside with hydrant service and water to be used in connection therewith for the purpose of extinguishing fires, upon the following terms and condi- tions, except that if during this period the Company ceases to be the owner of this water system, either the said Company or the Town may upon given notice in writing to the other cancel this agreement.
FIRST: Said Company is to furnish the water from the same standpipe and through the same pipes as water is furnished for domes- tic purposes, for the hydrants, ten (10) in number now already in-

stalled, and to furnish, as aforesaid, such additional hydrants and water service, if any, during said period as may be voted or authorized by said Town at such locations on the then existing lines of water mains as may be mutually agreed upon between said Company and said Town, acting through its Board of Selectmen.
SECOND: That said Company is to furnish during the period of this agreement a full and ample supply of water for each and all of said hydrants for the purpose of extinguishing fires, with the privilege of trying out the same at all reasonable periods, and guarantees that a sufficient supply, both as to quantity and pressure, as at present exists, shall be maintained during the continuance of this agreement. Except- ing. however, at such times when the works of said Company are tem- porarily shut down owing to a breakdown, repairs or conditions cre- ated and existing and over which said Company has no control.
THIRD: Said company is to provide and furnish such suitable hydrants as shall be approved by said Town, acting through its Board of Selectmen, and keep and maintain the same in proper repair and working condition except as aforesaid and that said Town shall reim- burse said Company for all expenditures and repairs occasioned or caused by the negligence or fault of said Town or any of its agents, of- ficials, representatives or servants employed and in charge of using the same.
FOURTH: The Company further agrees that all machinery and materials used in construction of said water works and hydrants shall be of good and standard quality throughout and that the standpipe shall be maintained at the present capacity with an ample supply of water except as aforesaid, and that the pipes shall continue to be main- tained in sufficient size to stand and resist the force of water sent through them for the purposes intended, and that said Company shall keep and maintain said standpipe and other machinery and accessories in good repairs at all times.
The said Town on its part hereby agrees:
FIRST: That during the terms of this agreement it will continue the hydrants now in use, ten (10) in number, together with such addi- tional hydrants, if any, as the Town may from time to time authorize and have installed. Each existing hydrant to be paid for at the rate of Thirty-Five Dollars ($35.00) per year, and each additional hydrant at the same rate from the time it shall be in proper condition for use until the termination of this agreement. Payments are to be made in equal semi-annual installments upon the first days of April and October, ex- cept that the first payment for any additional hydrant shall be for the proportional period from the date of installment to the date of first payment.
