The accounts of the Public Welfare, Cemetery, and of all other departments collecting money for the town or committing bills for collection, were examined, checked, and reconciled with the Treasurer's and the Accountant's books.
The outstanding Fire and Health accounts receivable amounting to $352 and $128, respectively, are of several years' standing. If these accounts are found to be uncollectable, they should be cancelled.
Old Age Assistance Tax Abatements amounting to $30.00 which were granted several years ago should be raised by the Assessors in the tax levy of 1941.
The surety bonds of the financial officials bonded for the faithful performance of their duties were examined and found to be in proper form.
For the co-operation extended by the various Town officials dur- ing the progress of the audit, I wish, on behalf of my assistants and for myself, to express appreciation.

REPORT OF SUPERINTENDENT OF STREETS
The following is my report for the year ending December 31, 1940: CHAPTER 81 AND GENERAL MAINTENANCE
The Highway Department has carried on the usual working pro- gram, which includes the patching, graveling and bituminous treatment of streets. Many new culverts and catch basins were installed.
There are about three and one-half miles of dirt road that have not been oil treated. I am gradually getting to them. While it is im- possible to finish these roads in a year, I am pleased to report that most of them will be oiled this coming year.
The Road Department has kept the men steadily employed. To keep these men employed the year round it requires considerable ad- vance planning and even without the aid of our Chapter 90 Construc- tion Allotment our Highway Department has suffered no layoff.
HIGHWAY MACHINERY FUND
The Highway Machinery Fund which went into effect about three years ago has proven a most successful and satisfactory method. It has enabled the Town to take care of all expenses for supplies, equip- ment, etc., that are necessary to this department. All highway equip- ment is purchased on the lowest bid prices, while the same applies to all materials used on the highways.
MAINTENANCE-CHAPTER 90
The usual Maintenance of Chapter 90 was carried out under the provisions of this allotment. All of our Chapter 90 Highways are in good condition. The shoulders on all roads were maintained and kept in good order during the year.
A dangerous hill and curve on Cold Spring Road has been re- moved. With this removed it gave us the opportunity to widen and gravel this narrow road for about 1/4 mile, which in 1941 will be shaped up and oiled.
The non-skid Trap Rock roads have proven so successful that they are going to be continued this year.

I wish to bring to the attention of the voters of the town of West- ford, the fact that the Police Department is asking for a two-way radio system for the two Police cars. In past years the Operator of the West- ford Telephone Office has been of great assistance to the Police Depart- ment. As the dial system is being installed in town it will be a handi- cap to the people to get the Police in time of need. The two-way radio will be serviced from the Lowell Police Department. I urge upon the Citizens the absolute necessity of the two-way radio system as the devel- opment at Fort Devens will greatly increase the burden on the Police Department. The towns of Ayer and Shirley and Groton are in- creasing the number of regular officers in their department, but I feel that with the two-way radio I would be able to give the people of Westford proper protection without adding more men.
I wish to take this opportunity to thank the Board of Selectmen, Court Officers, Officer Connell and the other Special Officers of the Town of Westford for their advice, co-operation and assistance during the year past.

REPORT OF THE TREE WARDEN
As usual my work has been removing dead trees from the road side and removing broken limbs from others. I would suggest that some maple trees be set out on Depot Street. The money to be taken from income of the Whitney Fund.
I'm suggesting that the town appropriate $500.00 for the spraying of elm beetle. They are bad all over the town.

The Year 1940 proved to be a good year having only one bad fire. Fifty-one fires in all.
I have issued two hundred fire permits.
I would suggest the town appropriate money to buy chassis to put the sprayer on. It would save hiring a truck and storage because it could be kept in the fire house.
I would suggest the sum of $1000.00 be appropriated this year to care for this work.
