REPORT OF THE TOWN FOREST COMMITTEE


No money was spent on the Town Forest in the year 1941 but the Committee feel that in 1942 we should reset about two acres of pine on that part of the forest situated on Forge Village Road, and have some of the lower branches removed from the young pine now grow- ing there.

ART. 25. The Finance Committee recommends that the Selectmen be authorized to enter into a contract with the Abbot Worsted Company for hydrant service at Brookside.


ART. 26. The Finance Committee recommends that the Selectmen be authorized to enter into a contract with the Westford Water Company for hydrant service.

ART. 30. The Finance Committee recommends that the amount received by the town from the Solomon Hines Fund, Inc., be transferred to the Finance Reserve Fund to be used if necessary for Civilian Defense.


ART. 31. The Finance Committee recommends that the town appropriate the sum of $3,000.00 together with the amount received by the town from the Solomon Hines Fund, Inc., and that the appropriation be used as a Reserve Fund at the discretion of the Finance Committee.

If the above recommendations of this Committee are followed at the Town Meeting, the tax rate will be approximately $39.75 per thousand. For every appropriation increase of $1,000.00 the tax rate will increase approxi- mately 28 cents per thousand.

REPORT OF THE WHITNEY PLAYGROUND COMMITTEE


Under the efficient charge of John G. S. Peterson and his assist- ants the playground has been kept in excellent condition during the past year in spite of the severe summer drought.


In May the Apple Blossom Festival was held on the grounds, pro- viding enjoyment for a great many townspeople and visitors. The frequent use of this beautiful playground for events of this sort, as well as a recreation place for school children and others, should con- tinually remind us all of this thoughtful and most generous gift to the Town in 1910 by Mrs. Elizabeth Whitney.


Oscar R. Spalding, who so well and faithfully served as Chairman of the Whitney Playground Committee, was appointed as such by Mrs. Whitney in 1910, in accordance with a vote of the Town at the Annual Town Meeting on March 21st of that year, and until his death on September 28th, 1941, continued to serve in that capacity, giving most generously of his time and services to the supervision of the care of the grounds.


We, as the two remaining members of the present Committee, pay our deep respect to his memory and we know we are expressing the sincere thanks of the townspeople for the love and deep apprecia- tion held by him for the beauties of nature as so well evidenced in his careful oversight of this fine playground.


We deeply mourn his passing.

ART. 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1942 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Sec- tion 17 of the General Laws.


ART. 5. To see if the Town will authorize the Selectmen to act as its Agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judg- ment it is necessary, or act in relation thereto.


ART. 6. To see if the Town will vote to choose a member of the Com- mittee in charge of the Whitney Playground to fill a vacancy.


ART. 7. To see if the Town will vote to appropriate the sum of Three Hundred ($300.00) Dollars for the care of the Whitney Playground, or act in relation thereto.


ART. 8. To see if the Town will vote to raise and appropriate a certain sum of money for the purpose of carrying on Federal and State projects, the cost of administration, and the cost of materials and supplies for the same, or act in relation thereto.


ART. 9. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of erecting a new shed at the Town Farm, the same to be erected under the supervision of the Board of Public Welfare, or act in relation thereto.


ART. 10. To see if the Town will vote to raise and appropriate a sufficient sum of money to tear down the old Fire House Building at Forge Village; or to remove the said old Fire House Building from land of the Abbot Worsted Company to other land owned by the Town of Westford; or to sell the said old Fire House Building; or act in relation thereto.


ART. 11. To see if the Town will vote to raise and appropriate a sufficient sum of money to reimburse Cyril A. Blaney for expenses incurred by him in the defense of a certain legal action against the Town and the said Cyril A. Blaney; and to raise and appro- priate a further sum of money to reimburse the said Cyril A. Blaney for the time spent and services rendered by him in con- nection with the defense of said action, or act in relation thereto.


ART. 12. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of purchasing a new power grader for the Highway Department, the same to be pur- chased under the supervision of the Board of Selectmen, or act in relation thereto.

ART. 13. In the event of an affirmative vote under Article 12, to see if the Town will vote to authorize the Selectmen to transfer by a good and sufficient Bill of Sale title to the Fordson Grader and the Holt Tractor that are now used in the Highway Department, and apply the sum received therefor against the purchase of said new power grader, or act in relation thereto.


ART. 14. To see if the Town will vote to transfer not exceeding Four thousand ($4,000.00) Dollars from the Machinery Fund to the Highway Equipment Account,, or act in relation thereto.
