ANNUAL TOWN MEETING-MARCH 6, 1948


At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Saturday, March 6, 1948, at one o'clock P. M., the following business was transacted:


Ben W. Drew, Town Moderator, was sworn in by Charles L. Hildreth, Town Clerk, and called the meeting to order.


Rev. Eugene M. Benedict, Pastor of the Methodist Episcopal Church, offered prayer.


Voted to dispense with the reading of the Warrant.


The Canvass of the Votes Cast, at the Town Election, March 1st, made by the Board of Registrars, was read by the Town Clerk.


ARTICLE 1. Voted that the Report of the Fire House Com- mittee, appointed under Article 27 of the Warrant for the Annual Town Meeting held February 18, 1946, be accepted as a Report of progress and that the time for making the Committee's Report be extended until the next Annual Town Meeting.


ARTICLE 2. Voted that the compensation of Town Officers be as follows and effective as of January 1, 1948:


Selectmen - Chairman $225.00 Other two Members $200.00 each


Board of Public Welfare - Chairman $20.00


Other two Members $10.00 each

4. Voted that the sum of $8,500.00 be raised and appropriated for the purpose of defraying the Expenses of the Fire Department, divided as follows:

10. Voted that the sum of $600.00 be raised and appropriated to defray the Expenses of the Tree Warden.


11. Voted that the sum of $1,100.00 be raised and appropriated to defray the Expenses of the Moth Department.

13. Voted that the sum of $200.00 be raised and appropriated to defray the Expenses of the Cattle Inspector.


14a. Voted that the sum of $15,000.00 be raised and appropriated for Snow and Ice Removal.


b. Voted that the sum of $2,000.00 be raised and appropriated for Town Roads.


15. Voted that the sum of $36,125.00 be raised and appropriated to defray the Expenses of the Welfare Department, divided as follows:

20. Voted that the sum of $300.00 be raised and appropriated to defray the Expenses of the Care of the Common.


21. Voted that the sum of $300.00 be raised and appropriated to defray the Expenses of Commemorating Memorial Day.


22. Voted that the sum of $1,100.00 be raised and appropriated to defray the Expenses of Publishing and Distributing the Town Reports.


23. Voted that the sum of $1,682.53 be raised and appropriated- for Fire Insurance and that the further sum of $1,250.00 be raised and appropriated for Compensation Insurance.


24. Voted that the sum of $25.00 be raised and appropriated for Interest on Revenue Loans.


25. Voted that the sum of $3,690.00 be raised and appropriated for the Care of Cemeteries.

26. Voted to defer action under this item until after Articles 26, 27, 28, 29 and 30 have been taken up.


27. Voted that the sum of $3,000.00 be raised and appropriated to be used as a Reserve Fund at the discretion of the Finance Com- mittee as provided in General Laws, Chapter 40, Section 6 and that the further sum of $10.00 be raised and appropriated to be used by the Finance Committee for payment of Membership in the Association of Town Finance Committees.


28. Voted unanimously that the sum of $770.51 be raised and appropriated for the purpose of paying unpaid bills of 1947 to be divided as follows:


POLICE DEPARTMENT: Lowell Electric Light Corp.$2.00


FIRE DEPARTMENT: Lowell Electric Light Corp. $12.32; Tadmuck Oil Co. $6.77; James Knowlton $13.76; Louis W. Bills $11.50; Scotty's Service $5.45; TOTAL $49.80.


HIGHWAY DEPARTMENT: Scotty's Service $3.45; George E. Reeves $1.72; TOTAL $5.17.


WELFARE DEPARTMENT. - INFIRMARY: Nabnasset Food Locker $19.60.


TEMPORARY AID: Mass. Dept. Public Welfare $276.00


OLD AGE ASSISTANCE: Dr. Dwight W. Cowles $3.00; Lowell Visiting Nurses Assoc. $5.00; Page Drug Store, Chelmsford $13.60; Old Age Assistance, Lowell $214.33; Old Age Assistance, Chelmsford, $182.01; TOTAL $417.94.


ARTICLE 4. Voted unanimously that the Town Treasurer be authorized, with the approval of the Selectmen, to borrow money from time to time in anticipation of the Revenue of the Current Financial Year and to issue a Note or Notes therefor payable within one year, and to renew any Note or Notes as may be given for a period of less than one year, in accordance with Section 17 of Chapter 44 of the General Laws.


ARTICLE 5. Voted that the sum of $10,125.00 be raised and appropriated to meet the Town's share of the cost of Chapter 81 Highways. and that, in addition, the sum of $18,225.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.

ARTICLE 6. Voted that the sum of $500.00 be raised and appropriated for Maintenance of Chapter 90 Roads, on condition that like amounts be contributed by either or both the State and County respectively, to be used in conjunction therewith, and that, in addition, the sum of $1,000.00 be transfered from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.


ARTICLE 7. Voted that the sum of $300.00 be raised and appropriated for the care of the Whitney Playground.


ARTICLE 8. Voted that the sum of $400.00 be raised and appropriated for Band Concerts during the current year.


ARTICLE 9. Voted that the sum of $483.02 be raised and appropriated for the Machinery Fund, and that the sum of $3,465.88 be transfered from the Machinery Fund to the Highway Equipment Account.


ARTICLE 10. Voted that the sum of $10.00 be raised and appropriated for Demonstration Work in Agriculture and Home Eco- nomics and that a Director be elected under the Provisions of Chapter 128, Sections 40-45 of the General Laws as amended. Mabel M. Nixon was unanimously elected Director.


ARTICLE 11. Voted that the Town accept a gift made to it by Isabel F. Hyam's Fund, Inc., formerly known as the Solomon Hyam's Fund, Inc., and that the Town Clerk be authorized and directed to extend to said Corporation the appreciation of the Town for this gift.


ARTICLE 12. Voted that the sum of $2,000 be raised and appropriated for the purpose of Reconstructing the Groton Road contingent upon contributions by either or both the State and County to be used in conjunction therewith and, that in addition, the sum of $6,000.00 be transfered from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.


ARTICLE 13. Voted that the sum of $1,000.00 be raised and appropriated for the purpose of Reconstructing the Town Farm Road and Reconstructing, Repairing or Widening the Town Farm Road Bridge contingent upon contributions by either or both the State and County to be used in conjunction therewith and, that in addition, the sum of $3,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of

the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.


ARTICLE 14. Voted that the sum of $7,350.00 be raised and appropriated for the purpose of purchasing Two New Trucks for the Highway Department, said purchases to be made under the super- vision of the Board of Selectmen.


ARTICLE 15. Voted that the Selectmen be and hereby are authorized to sell and to transfer, by a good and sufficient Bill of Sale, title to the two trucks and Fordson Grader now used by the Highway Department and apply the sum received therefrom against the purchase price of the New Trucks.


ARTICLE 16. Voted that the sum of $685.00 be raised and appropriated for the purpose of purchasing Two New Snow Plows for the Highway Department, said purchases to be made under the supervision of the Board of Selectmen.


ARTICLE 17. Voted that the Selectmen be and hereby are authorized to sell and to transfer, by a good and sufficient Bill of Sale, title to the Two Snow Plows now used by the Highway Depart- ment and apply the sum received therefrom against the purchase price of the Two New Snow Plows to be purchased.


ARTICLE 18. Voted that the sum of $1,000.00 be raised and appropriated for the purpose of making alterations and repairs to the Steam Roller now used by the Highway Department.


ARTICLE 19. Voted that the sum of $650.00 be raised and appropriated for the purpose of Refinishing the Fire House at West- ford Center.


ARTICLE 20. Voted that the sum of $650.00 be raised and appropriated for the purpose of purchasing approximately 500 feet of New 21/2" Double Jacket Treated Fire Hose, said purchase to be made under the supervision of the Board of Fire Engineers.


ARTICLE 21. Voted that the sum of $500.00 be raised and appropriated for the purpose of purchasing approximately 1,000 feet of Hose to be used by the Forest Fire Department, said purchase to be made under the supervision of the Forest Warden.


ARTICLE 22. Voted that the sum of $500.00 be raised and appropriated for the purpose of Repairing Certain Public Sidewalks, said sum of money to be expended under the supervision of the Board of Selectmen and for the Repair of such Public Sidewalks as the Selectmen shall determine.

ARTICLE 23. Voted that the sum of $5,000.00 be raised and appropriated and shall be added to the amount of $15,000.00 already appropriated under Article 27 of the Warrant for the Annual Town Meeting held February 18, 1946, and the entire sum to be used for the purpose of Erecting a New Fire House at Graniteville and ex- pended under the supervision of a Fire House Committee consisting of the Board of Selectmen, the Fire Engineers and one Voter to be appointed by the Moderator, said Committee to have full power and authority to obtain such further plans and specifications as the Committee deems advisable and to pay for the same out of this appropriation.


ARTICLE 24. Voted that the sum of $1,384.00 be raised and appropriated for the purpose of paying to the Treasurer of the Middlesex County Retirement System the amounts allocated to the Town of Westford by the County Commissioners in accordance with the Provisions of Chapter 32 of the General Laws, as amended.


ARTICLE 25. Voted to dismiss this Article relative to con- tinuing the Survey and Maps of the Town.


ARTICLE 26. Voted that the Selectmen be authorized to install one Street Light on Pine Street.


ARTICLE 27. Voted that the Selectinen be authorized to in- stall one Street Light on West Prescott Street in Forge Village at or near the home of Josephine M. Connell.


ARTICLE 28. Voted that the Selectmen be authorized to install two Street Lights on Dunstable Road.


ARTICLE 29. Voted that the Selectmen be authorized to install one Street Light on Chamberlin Road.


ARTICLE 30. Voted that the Selectmen be authorized to install one Street Light on Elm Street.


ARTICLE 3. 26. Voted that the sum of $7,247.00 be raised and appropriated for Street Lights.


ARTICLE 31. Voted that the School Committee be instructed to install, on the Nabnasset School, a siren now used temporarily by the Fire Department.


ARTICLE 32. Voted that the Moderator appoint five Voters of the Town to act with the School Committee as a Planning Com- mittee to make further study relative to the development of the necessary School facilities of the Town and report in writing its recommendations to the Town not later than at the next Annual

Town Meeting - and that the sum of $100.00 be raised and appro- priated for the purpose of defraying the Expenses of Printing and Distributing copies of said Report to the Voters and other Expenses of the Committee.


ARTICLE 33. Voted to dismiss this Article relative to raising and appropriating $12,000.00 or some other sum for employing an Architect to draw plans for a new School.


ARTICLE 36. Voted to take up this Article before taking up Articles 34 and 35. Voted to dismiss this Article relative to the appointment of a Committee to arrange for the purchase of the Westford Water Company.


ARTICLE 34. Voted to dismiss this Article relative to the tak- ing, by purchase or eminent domain, the franchise etc. of the West- ford Water Company.


ARTICLE 35. Voted to dismiss this Article relative to petition- ing the General Court to increase the amount limited in a Bond Issue.


ARTICLE 37. Voted that the sum of $100.00 be raised and appropriated for the purpose of defraying the Expenses of the De- partment of Veterans' Services, including the Compensation of the Director of Veterans' Services, as provided in Chapter 599 of the Acts of 1946.


ARTICLE 38. Voted to dismiss this Article relative to the use of Free Cash by the Assessors.


ARTICLE 39. Voted to dispense with the reading of the Minutes of the Meeting.


ARTICLE 40. Voted to dissolve the Meeting.

ARTICLE 2. Voted unanimously that the sum of $800.00 be raised and appropriated or transferred from Available Funds to the Account entitled School Department for the purpose of defraying the salary of an additional teacher at the Nabnasset School.


ARTICLE 3. Voted unanimously that the sum of $400.00 be raised and appropriated or transferred from Available Funds to the Account entitled School Department for the purpose of purchasing and installing such furniture and other items as may be necessary to furnish an additional room at the Nabnasset School.


ARTICLE 4. Voted unanimously that the Town hereby determines · that a Housing Authority is needed in the Town of Westford for the purpose of housing for families of low income - and that a Housing Authority be organized in accordance with the Provisions of Section 26K of Chapter 121 of the General Laws and Amendments thereto known as the Housing Authority Law.


ARTICLE 5. A Motion that the sum of $1,000.00 be raised and appropriated or transferred from Available Funds for the purpose of defraying the initial expenses of the Housing Authority was lost.


ARTICLE 6. Voted to dispense with the reading of the Minutes of the Meeting.


ARTICLE 7. Voted to dissolve the Meeting.
