ANNUAL TOWN MEETING-MARCH 12, 1949
At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Sat- urday, March 12, 1949, at 1:00 o'clock P. M., the following business was transacted :
Ben W. Drew, Town Moderator, called the Meeting to order.
Rev. Eugene M. Benedict, Pastor of the Graniteville Methodist Church, offered prayer.
Albert A. Hildreth and Robert J. Spinner, using Check Lists, acted as Tellers at the doors of the Hall.
Peter F. Perry, Superintendent of Schools, was admitted to the floor of the Hall by the Meeting assembled.
Voted to dispense with the reading of the Warrant.
The Canvass of the Votes Cast at the Town Election, March 7th, made by the Board of Registrars, was read by the Town Clerk.
ARTICLE 1. Voted to accept the Reports of Town Officers and Committees as printed in the Town Report. A Report of the Veterans' Housing Authority was read by William G. Chace. A verbal Report of the Committee on the New Fire House at Graniteville was accepted. Voted to defer the Report of the School Planning Committee until action has been taken on Articles 38, 39 and 40.
ARTICLE 2. Voted that the compensation of Town Officers be as follows and effective as of January 1, 1949: SELECTMEN- Chairman $225.00; other two members $200.00 each: BOARD OF PUBLIC WELFARE-Chairman $20.00; other two members $10.00 each: TOWN TREASURER-$1,880.00: TOWN CLERK-$400.00: COLLECTOR OF TAXES-$1,600.00: TREE WARDEN-$0.90 per hour: ASSESSORS-$7.00 per day of 8 hours: REGISTRARS OF VOTERS-$7.00 per day of 8 hours.
ARTICLE 3. 1 Voted that the sum of $11,455.00 be raised and appropriated for General Government, divided as follows: SELECT- MEN-$1,000.00; LICENSE EXPENSE-$100.00; TOWN ACCOUNT- ANT-$1,175.00; TOWN TREASURER-$2,230.00; ASSESSORS- $1,800.00; TAX COLLECTOR-$2,100.00; TAX TITLE EXPENSES $700.00; TOWN COUNSEL-$300.00; TOWN CLERK-$850.00; ELECTION AND REGISTRATION-$1,200.00.

2. Voted that the sum of $3,981.00 be raised and appropriated for the General Expenses of the Town Hall.
3. Voted that the sum of $9,504.65 be raised and appropriated for the purpose of defraying the expenses of the POLICE DEPART- MENT.
4. Voted that the sum of $8,500.00 be raised and appropriated for the purpose of defraying the expenses of the FIRE DEPARTMENT- divided as follows: General Expenses-$8,000.00; Permanent Man $500.00.
5. Voted to defer action under this Item until Article 30 has been taken up.
6. Voted that the sum of $125.00 be raised and appropriated for the Sealer of Weights and Measures.
7. Voted not to raise and appropriate the sum of $75.00 for the Salary and Expenses of the Fish and Game Warden.
8. Voted that the sum of $1,300.00 be raised and appropriated to defray the expenses of Fighting Forest Fires.
9. Voted that the sum of $300.00 be raised and appropriated. to defray the expenses of the Town Forest.
10. A Motion that the sum of $900.00 be raised and appropriated to defray the expenses of the Tree Warden was lost. Voted that the sum of $600.00 be raised and appropriated to defray the expenses of the Tree Warden.
11. Voted that the sum of $1,700.00 be raised and appropriated for the purpose of defraying the expenses of the Moth Department in the suppression or control of insect pests which destroy forest and shade tree foliage, including the elm leaf beetle and the Dutch elm disease.
12. Voted to defer action under this Item until Articles 35 and 36 have been taken up.
13. Voted that the sum of $200.00 be raised and appropriated to defray the expenses of the Cattle Inspector.

14. A. Voted that the sum of $10,000.00 be raised and appropri- ated for Snow and Ice Removal.
B. Voted that the sum of $3,000.00 be raised and appropri- ated for Town Roads.
15. Voted that the sum of $40,900.00 be raised and appropriated to defray the expenses of the Welfare Department, divided as follows: TEMPORARY AID and INFIRMARY-$17,600.00; AID to DEPEND- ENT CHILDREN-$2,800.00; OLD AGE ASSISTANCE-$20,500.00.
16. Voted that the sum of $3,000.00 be raised and appropriated for Soldiers' Benefits.
17. Voted that the sum of $128,995.00 be raised and appropriated to defray the expenses of the School Department.
18. Voted that the sum of $1,500.00 be raised and appropriated for Vocational School Tuition.
19. Voted that the sum of $3,600.00 be raised and appropriated, together with the Receipts from Dog Licenses in 1948, to defray the expenses of the Public Library.
20. Voted that the sum of $300.00 be raised and appropriated to defray the expenses of the Care of the Common.
21. Voted that the sum of $400.00 be raised and appropriated to defray the expenses of Commemorating Memorial Day.
22. Voted that the sum of $1,100.00 be raised and appropriated to defray the expenses of Publishing and Distributing the Town Re- ports.
23. Voted that the sum of $3,900.00 be raised and appropriated for various types of Insurance, including Fire, Compensation, Liabil- ity and Collision Insurance.
24. Voted that the sum of $25.00 be raised and appropriated for Interest on Revenue Loans.
25. Voted that the sum of $4,000.00 be raised and appropriated for the Care of Cemeteries.

26. Voted to defer action under this Item until Articles 27, 28 and 29 have been taken up. Voted to take up Articles 27, 28 and 29.
ARTICLE 27. Voted that the Selectmen be authorized to install four Street Lights on West Street.
ARTICLE 28. Voted to dismiss this Article relative to installing Street Lights on Plain Road.
ARTICLE 29. Voted that the Selectmen be authorized to install one Street Light at the foot of Edwards Hill, so called, on Brookside Road between Nabnasset Street and Oak Hill Road.
Voted to take up Article 3, Item 26.
ARTICLE 3. 26. Voted that the sum of $7,337.00 be raised and appropriated for Street Lights.
27. Voted that the sum of $4,000.00 be raised and appropriated to be used as a Reserve Fund at the discretion of the Finance Com- mittee as provided in General Laws, Chapter 40, Section 6, and that the further sum of $10.00 be raised and appropriated to be used by the Finance Committee for payment of Membership in the Association of Town Finance Committees.
28. Voted unanimously that the sum of $1,257.57 be raised and appropriated for the purpose of paying Unpaid Bills of 1948 and pre- vious years as follows: TEMPORARY AID: Massachusetts Depart- men of Public Welfare-Bureau of Accounts $349.60; Board of Public Welfare-Lowell $72.00. TOTAL $421.60; OLD AGE ASSISTANCE: Bureau Old Age Assistance, Ashland $33.15; Bureau Old Age Assist- ance, Dracut $39.63; Bureau Old Age Assistance, Chelmsford $268.95; Lowell Visiting Nurse Association $5.00; Various Persons $57.10; TOTAL $403.83; FIRE DEPARTMENT: Lowell Gas Light Company $2.54; HEALTH DEPARTMENT: City of Boston $65.00; TOWN COM- MON: Norman E. Day $41.40; VOCATIONAL TUITION: City of Low- ell $320.00; City of Boston $3.20; TOTAL UNPAID BILLS: $1,257.57.
Voted unanimously to take up Articles 38, 39 and 40.
ARTICLE 38. Voted that the Selectmen be and hereby are au- thorized and directed to petition the General Court for Legislation to authorize the Town to borrow money outside the debt limit for the pur- pose of constructing and originally equipping and furnishing a School Building. The Vote was YES 135; NO 118 and was a hand vote

counted by John W. Spinner, William L. Wall, Fisher Buckshorn and Harry W. Gibson, Tellers appointed by the Moderator and sworn in by the Town Clerk.
ARTICLE 39. Voted to dismiss this Article relative to author- izing the Selectmen to purchase or take by Eminent Domain for School Purposes certain land and buildings.
ARTICLE 40. Voted to dismiss this Article relative to raising and appropriating $13,000.00 for the purpose of purchasing the land and buildings described in Article 39.
Voted to take up Article 1.
ARTICLE 1. Voted that a Committee of seven men and women voters be appointed by the Moderator for one year, no one of whom may be a member of the School Committee, and that this Committee shall serve as a School Planning Committee until the next Annual Town Meeting.
Voted to take up Articles 35 and 36.
ARTICLE 35. Voted that the Town, for the purpose of partici- pating in a Union Health District, join with the group of Towns now included in the Organization known as the Nashoba Associated Boards of Health, according to the Provisions of Section 27a of Chapter 111 of the General Laws. The Vote was YES 80; NO 45.
ARTICLE 36. Voted to dismiss this Article relative to raising and appropriating money for the expenses involved in membership in the Nashoba Associated Boards of Health.
Voted to take up Article 3, Item 12.
ARTICLE 3. 12. Voted that the sum of $3,700.00 be raised and appropriated to defray the expenses of the Health Department.
Voted to take up Article 4.
ARTICLE 4. Voted unanimously that the Town Treasurer be authorized, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the current financial year and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less

than one year, in accordance with Section 17 of Chapter 44 of the General Laws.
ARTICLE 5. Voted that the sum of $10,125.00 be raised and ap- propriated to meet the Town's share of the cost of Chapter 81 High- ways, and that, in addition, the sum of $18,225.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.
ARTICLE 6. Voted that the sum of $1,000.00 be raised and ap- propriated for Maintenance of Chapter 90 Roads, on condition that like amounts be contributed by either or both the State and County respec- tively, to be used in conjunction therewith, and that, in addition, the sum of $2,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be re- stored, upon their receipt, to Unappropriated Available Funds in the Treasury.
ARTICLE 7. Voted that the sum of $300.00 be raised and appro- priated for the Care of the Whitney Playground.
ARTICLE 8. Voted that the sum of $400.00 be raised and ap- propriated for Band Concerts during the current year.
ARTICLE 9. Voted that the sum of $285.08 be raised and appro- priated for the Machinery Fund, and that the sum of $3,703.00 be trans- ferred from the Machinery Fund to the Highway Equipment Account.
ARTICLE 10. Voted that the sum of $10.00 be raised and appro- priated for Demonstration Work in Agriculture and Home Economics and that a Director be elected, under the Provisions of Chapter 128, Sections 40-45 of the General Laws, as amended. Mabel M. Nixon was elected Director.
ARTICLE 11. Voted that the Town accept a gift made to it by the Isabel F. Hyam's Fund, Inc., formerly known as the Solomon Hyam's Fund, Inc. and that the Town Clerk be authorized and directed to extend to said Corporation appreciation for this gift.
ARTICLE 12. Voted that the sum of $2,000.00 be raised and ap- propriated for the purpose of reconstructing Groton Road and North

Street contingent upon contributions by either or both the State and County to be used in conjunction therewith, and that, in addition, the sum of $4,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be re- stored, upon their receipt, to Unappropriated Available Funds in the Treasury.
ARTICLE 13. Voted that the sum of $1,000.00 be raised and appropriated for the purpose of reconstructing the Town Farm Road and reconstructing, repairing, or widening the Town Farm Road Bridge contingent upon contributions by either or both the State and County to be used in conjunction therewith, and that, in addition, the sum of $2,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be restored, ' upon their receipt, to Unappropriated Available Funds in the Treasury.
ARTICLE 14. Voted that the sum of $4,374.50 be raised and appropriated for the purpose of purchasing a Tractor for the Highway Department, said purchase to be made under the supervision of the Board of Selectmen.
ARTICLE 15. Voted that the sum of $1,190.00 be raised and ap- propriated for the purpose of purchasing two Sand Spreaders, two new Snow Mold Boards and Rocker Arms, and if all of said sum be not expended for this equipment and a sufficient sum remains to defray the expense of, purchasing a motor driven pump, that said Pump be purchased.
ARTICLE 16. Voted that the Selectmen be and hereby are au- thorized to sell and transfer by a good and sufficient Bill of Sale title to the two used Snow Mold Boards and one used motor driven Pump now used by the Highway Department, and to apply the whole or a part of the sum received therefrom against the purchase price of the equip- ment which the Town voted to purchase under the preceding Article.
ARTICLE 17. Voted that the sum of $1,000.00 be raised and ap- propriated for the purpose of purchasing Road Signs, said purchase to be made under the supervision of the Board of Selectmen.
ARTICLE 18. Voted that the sum of $500.00 be raised and ap- propriated for the purpose of repairing certain public sidewalks, said sum of money to be expended under the supervision of the Board of Selectmen and for the repair of such public sidewalks at the Selectmen shall determine.

ARTICLE 19. Voted that the sum of $675.00 be raised and ap- propriated for the purpose of purchasing approximately 500 Feet of new 21/2" Double Jacket Treated Fire Hose, said purchase to be made under the supervision of the Board of Fire Engineers.
ARTICLE 20. Voted that the sum of $1,525.95 be raised and ap- propriated for the purpose of paying to the Treasurer of the Middle- sex County Retirement System the amounts allocated to the Town of Westford by the County Commissioners in accordance with the Pro- visions of Chapter 32 of the General Laws, as amended.
ARTICLE 21. Voted that the sum of $500.00 be raised and ap- propriated for the purpose of continuing the survey and maps of the Town, said sum to be expended under the supervision of the Board of Assessors.
ARTICLE 22. Voted that the sum of $800.00 be raised and ap- propriated for the purpose of refinishing the interior of the Town Hall.
ARTICLE 23. Voted that the sum of $200.00 be raised and ap- propriated for the purpose of purchasing a new Adding Machine for the use of the Town Accountant and such other Town Officers as the Selectmen may designate, said purchase to be made under the super- vision of the Board of Selectmen.
ARTICLE 24. Voted that the Selectmen be and hereby are au- thorized to sell and transfer by a good and sufficient Bill of Sale title to the Adding Machine now used by the Town-Accountant, and apply the sum received therefrom against the purchase price of the new Adding Machine.
ARTICLE 25. Voted that the sum of $950.00 be raised and appro- priated for the purpose of purchasing a new Automobile for the Police Department, said purchase to be made under the supervision of the Board of Selectmen.
ARTICLE 26. Voted that the Selectmen be and hereby are au- thorized to sell and transfer by a good and sufficient Bill of Sale title to the automobile now used by the Police Department, and apply the sum received therefrom against the purchase price of the new car.
ARTICLE 30. Voted that in the event the Westford Water Com- pany during 1949 extends its water mains along West Street in Gran- iteville, the Selectmen be authorized in the name and behalf of the

Town to enter into a contract with said Water Company for hydrant service from such hydrants as may be installed on said West Street, and that the sum of $135.00 be raised and appropriated for such hy- drant service.
Voted to take up Article 3, Item 5.
ARTICLE 3. 5. Voted that the sum of $4,365, be raised and appropriated for Fire Hydrants.
ARTICLE 31. Voted to dismiss this Article relative to cutting back the point of the Common where the Cannon is located.
ARTICLE 32. Voted to dismiss this Article relative to raising and appropriating money for cutting back the point of the Common, and relocating the Cannon.
ARTICLE 33. Voted not to have expenditures itemized in the Town Accountant's Report published in the Annual Town Report.
ARTICLE 34. Voted that the term of the office of Constable be changed from a one to a three year term, and that beginning with the next Annual Town Election, the Constable be elected for the term of three years.
ARTICLE 37. Voted to dismiss this Article relative to raising and appropriating $100.00 for the expenses of the Department of Veterans' Services and compensation of the Director of Veterans' Services.

SPECIAL TOWN MEETING-AUGUST 19, 1949
At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Friday, August 19, 1949, at 8:00 o'clock P. M., the following was transacted:
Ben W. Drew, Town Moderator, called the Meeting to order.
Voted to dispense with the reading of the Warrant.
ARTICLE 1. Voted unanimously that the sum of $2,000.00 be transferred from available funds to be added to the sums transferred under Article 12 of the Warrant for the Annual Town Meeting held March 12, 1949, for the purpose of meeting the State's and County's shares of the cost of reconstructing Groton Road and part of North Street, the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds.
ARTICLE 2. On a motion that the sum of $400.00 be transferred from the account entitled "Town Hall Account-General Expenses" and that the further sum of $1,550.00 be raised and appropriated or transferred from available funds for the purpose of installing a new heating system in the Town Hall, the Moderator declared the voice vote in the negative. The vote being doubted, the Moderator ap- pointed four tellers to count a rising vote. The vote was determined by the tellers as YES 35, NO 103, so the motion was declared lost.
ARTICLE 3. Voted that the sum of $450.00 be raised and appro- priated, or transferred from available funds, for the purpose of pur- chasing a chain power saw, and that the saw be kept under the juris- diction of the Highway Department for the use of the Highway De- partment and the Tree Warden; said purchase to be made under the supervision of the Board of Selectmen.
ARTICLE 4. Voted to dismiss this article relative to accepting the provisions of Section III, Section IIIA, Section 111B, Section 111D and Section 111E of Chapter 41 of the General Laws, as amended, and which have to do with vacations for Town employees.
ARTICLE 5. Voted unanimously that the sum of $2,000.00 be raised and appropriated, or transferred from available funds, to the account entitled "Welfare Department-Aid to Dependent Children" for the purpose of defraying the expenses of said Department in con- nection therewith.

ARTICLE 6. Voted that the sum of $1,050.00 be raised and ap- propriated, or transferred from available funds, for the purpose of purchasing and installing two F. M. Radios for the Police Department, said purchase and installation to be made under the supervision of the Board of Selectmen.
