ANNUAL TOWN MEETING-MARCH 11, 1950


At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Satur- day, March 11, 1950, at 1:00 o'clock P. M., the following business was transacted:


Ben W. Drew, Town Moderator, called the Meeting to order.


Rev. J. Kevin McAndrews, gave the invocation.


Albert A. Hildreth and Robert J. Spinner, using Check Lists, acted as Tellers at the doors of the Hall.


Voted to dispense with the reading of the Warrant.


The Canvass of the Votes Cast at the Town Election, March 6th, made by the Board of Registrars of Voters, was read by the Town Clerk.


ARTICLE 1 Voted to accept the Reports of Town Officers and Com- mittees, as printed in the Town Report, with the exception of the Report of the School Planning Committee, action on this Report to be deferred until after Article 37 has been acted on.


ARTICLE 2 Voted that the Compensation of the Town Officers be as follows and affective as of January 1, 1950:


Selectmen-Chairman $225.00. Other two members $200.00 each.


Board of Public Welfare-Chairman $20.00. Other two Members $10.00 each.


Town Treasurer-$1,880.00.


Town Clerk-$400.00.


Collector of Taxes-$1,600.00.


Tree Warden-$0.90 per hour.


Assessors-$1.10 per hour for day of 8 hours.

11 Voted that the sum of $1,300.00 be raised and appropriated for the purpose of defraying the Expenses of the Moth Department, in the suppression or control of insect pests which destroy forest and shade tree foliage, including the Elm Leaf Beetle and the Dutch Elm Disease.


12 Voted that the sum of $4,670.00 be raised and appropriated to defray the Expenses of the Health Department.


13 Voted that the sum of $200.00 be raised and appropriated to de- fray the Expenses of the Cattle Inspector.

23 Voted that the sum of $4,500.00 be raised and appropriated to defray the Expenses of various types of Insurance, including Fire, Compensation, Liability and Collision Insurance.


24 Voted that the sum of $25.00 be raised and appropriated for Interest on Revenue Loans.


25 Voted that the sum of $4,000.00 be raised and appropriated for the Care of Cemeteries.


26 Voted to take up this Item relative to Street Lights after Article 54 has been acted on.


27 Voted that the sum of $5,000.00 be raised and appropriated to be used as a Reserve Fund at the discretion of the Finance Commit- tee as provided in General Laws, Chapter 40, Section 6 and that the further sum of $10.00 be raised and appropriated to be used by the Finance Committee for payment of Membership in the Association of Town Finance Committees.

ARTICLE 4 Voted unanimously that the Town Treasurer be author- ized, with the approval of the Selectmen, to borrow money from time to time in anticipation of the Revenue of the Current Financial Year and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17 of Chapter 44 of the General Laws.


ARTICLE 5. Voted that the sum of $10,125.00 be raised and appro- priated to meet the Town's share of the cost of Chapter 81 Highways, and that, in addition, the sum of $22,275.00 be transferred from Unappro- priated Available Funds in the Treasury to meet the State's share of the cost of the work, the Reimbursements from the State to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.

ARTICLE 6 Voted that the sum of $1,000.00 be raised and appro- priated for Maintenance of Chapter 90 Roads, on condition that like amounts be contributed by either or both the State and County respec- tively, to be used in conjunction therewith, and that, in addition, the sum of $2,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of the work, the Reimbursements from the State and County to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.


ARTICLE 7 Voted that the sum of $4,000.00 be transferred from the Machinery Fund to the Highway Equipment Account.


ARTICLE 8 Voted that the sum of $2,000.00 be raised and appro- priated for the purpose of Reconstructing North Street, contingent upon contributions by either or both the State and County to be used in conjunction therewith, and that, in addition, the sum of $6,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of the work, the Reimbursements from the State and County to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.


ARTICLE 9 Voted that the sum of $700.00 be raised and appro- priated for the purpose of Reconstructing Town Farm Road, contingent upon contributions by either or both the State and County to be used in conjunction therewith, and that, in addition, the sum of $1,400.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of the work, the Re- imbursements from the State and County to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.


ARTICLE 10 Voted that the sum of $450.00 be raised and appro- priated for the purpose of purchasing for the Highway Department a Snow Plow for the Grader, said purchase to be made under the super- vision of the Board of Selectmen.


ARTICLE 11 A Motion to appropriate the sum of $500.00 for the purchase of Road Signs was lost.


Voted that the sum of $300.00 be raised and appropriated for the purpose of purchasing Road Signs, said purchase to be made under the supervision of the Board of Selectmen.


ARTICLE 12 Voted that the sum of $142.00 be raised and appro- priated for the purpose of purchasing a New Pump for the Highway Department, said purchase to be made under the supervision of the Board of Selectmen.

ARTICLE 13 Voted to dismiss this Article relative to the sale of the Old Sand Spreader now used by the Highway Department.


ARTICLE 14 Voted that the sum of $400.00 be raised and appro- priated for the purpose of repairing the present fence, or constructing a new fence, on the bridge on Brookside Road in Nabnasset over Stony Brook; said sum to be expended under the supervision of the Highway Department.


ARTICLE 15 Voted that the sum of $500.00 be raised and appro- priated for the purpose of painting Traffic Lines and Signals on the Public Ways in the Town, said sum to be expended under the supervision of the Police Department.


ARTICLE 16 Voted that the Selectmen be and hereby are author- ized to settle, on behalf of the Town, a claim for damages against the Town resulting from a Taking by the County Commissioners of certain land on North Street.


ARTICLE 17 Voted to dismiss this Article relative to the preceding Article 16.


ARTICLE 18. Voted that the sum of $600.00 be raised and appro- priated for the purpose of repairing certain public sidewalks, said sum of money to be expended under the supervision of the Board of Select- men, and for the repair of such public sidewalks as the Selectmen shall determine.


ARTICLE 19 Voted that the sum of $200.00 be raised and appro- priated for the purpose of Landscaping the grounds around the World War II Monument in Graniteville, said work to be done under the super- vision,of the Tree Warden.


ARTICLE 20 Voted that the sum of $300.00 be raised and appro- priated for the care of the Whitney Playground.


ARTICLE 21 Voted that the sum of $400.00 be raised and appro- priated for Band Concerts during the current year.


ARTICLE 22 Voted that the sum of $50.00 be raised and appro- priated for the purpose of purchasing and planting an evergreen tree on the Common, said purchase to be made and planting done under the supervision of the Tree Warden.

ARTICLE 23 Voted that the sum of $500.00 be raised and appro- priated for the purpose of continuing the Survey and Maps of the Town, said sum to be expended under the supervision of the Board of Assessors.


ARTICLE 24 Voted that the sum of $60.00 be raised and appro- priated for the purpose of purchasing Plaques and Flags therefor, to be used for the decoration of graves of persons who have served in the Armed Forces of the United States.


ARTICLE 25 Voted to dismiss this Article relative to raising and appropriating $300.00 for the purpose of defraying the cost of additional janitor service at the Nabnasset School.


ARTICLE 26 Voted that the sum of $800.00 be raised and appro- priated for the purpose of purchasing a New Automobile for the Health Department, said purchase to be made under the supervision of the Board of Health.


ARTICLE 27 Voted that the Board of Health be and hereby are authorized to sell and transfer by a good and sufficient Bill of Sale Title to the automobile now used by the Board of Health and apply the sum received therefor against the purchase price of the New Automobile.


ARTICLE 28 Voted that the sum of $650.00 be raised and appro- priated for the purpose of purchasing approximately 500 Feet of New 21/2" Double Jacket Treated Fire Hose., said purchase to be made under the supervision of the Board of Fire Engineers.


ARTICLE 29 Voted that the sum of $400.00 be raised and appro- priated for the purpose of making repairs, alterations or improvements to the Fire House Cottage, said sum to be expended under the super- vision of the Engineers of the Fire Department.


ARTICLE 30 A Motion that the sum of $500.00 be raised and appro- priated under this Article was lost.


Voted that the sum of $300.00 be raised and appropriated for the purpose of reconstructing the water hole on Nonset Brook in Parker Village.


ARTICLE 31 A Motion that the sum of $450.00 be raised and appro- priated for the purpose of purchasing 1,500 Feet, or some other quantity, of Hose to be used by the Forest Fire Department was lost.


Voted that the sum of $400.00 be raised and appropriated for the purpose of purchasing 1,000 Feet of Hose to be used by the Forest Fire Department, said purchase to be made under the supervision of the Forest Warden.

ARTICLE 32 Voted that the sum of $2,500.00 be raised and appro- priated for the purpose of purchasing a New Truck for the Welfare Department for use at the Town Infirmary, said purchase to be made under the supervision of the Board of Public Welfare.


ARTICLE 33 Voted that the sum of $350.00 be raised and appro- priated for the purpose of purchasing a New Gas Stove to be used at the Town Infirmary, said purchase to be made under the supervision of the Board of Public Welfare.


ARTICLE 34 Voted to dismiss this Article relative to the Select .. men, on behalf of the Town, selling two or more Acres of Land owned by the Town and situated on West Street in Graniteville. This Land is a part of the Town Farm Land.


ARTICLE 35 Voted that the sum of $1,350.00: be raised and ap- propriated for the purpose of painting the exterior of the Town Hall.


ARTICLE 36 Voted that the Selectmen be and hereby are author- ized to transfer by a good and sufficient Bill of Sale Title to the Old Boiler in the basement of the Town Hall.


ARTICLE 37 Voted that the sum of $1,200.00 be raised and appro- priated for the purpose of making certain improvements to the Cam- eron School, said improvements to consist of the purchase and installa- tion of New Urinals.


ARTICLE 1 Voted that the Report of the School Planning Com- mittee be accepted.


ARTICLE 38 Voted that the School Planning Committee be con- tinued for one year by the appointment by the Moderator of a Committee of five men and women voters, no one of whom may be a member of the School Committee, to report not later than the next Annual Town Meet- ing on the advantages of maintaining the entire School System within the Town limits, with suggested Plans for the solution of the School Building and Planning problems.


A voice Vote having been doubted the Moderator appointed as Tellers, Albert A. Hildreth and Robert J. Spinner, who reported a Standing Vote as Yes 57, No 37.


ARTICLE 39 Voted to dismiss this Article relative to changing the name of a Road known as "Off Nabnasset Street."


Charles L. Hildreth, Town Clerk, reported that this Road was discontinued as a Town Road by Vote of a Town Meeting held October 6, 1849.

ARTICLE 40 Voted that the Town accept Hillside Avenue as laid out by the Selectmen as shown by the Report and Plan duly filed in the Office of the Town Clerk.


ARTICLE 41 Voted to dismiss this Article relative to a Hydrant on Hillside Avenue, one being already located there.


ARTICLE 3 5 Voted that the sum of $4,537.50 be raised and ap- propriated for Fire Hydrants.


ARTICLE 42 Voted that the sum of $2,313.00 be raised and ap- propriated for the purpose of paying to the Treasurer of the Middlesex County Retirement System the amounts allocated to the Town of West- ford by the County Commissioners in accordance with the Provisions of Chapter 32 of the General Laws, as amended.


ARTICLE 43 Voted that the Town accept the Provisions of Chap- ter 40, Section 6B of the General Laws relative to Uniforms for Members of the Police and Fire Departments.


ARTICLE 44 Voted that the sum of $225.00 be raised and appro- priated for the purpose of purchasing New Uniforms for the two Regular Police Officers, said purchase to be made under the supervision of the Board of Selectmen.


ARTICLE 45 Voted to dismiss this Article relative to closing the Beach at the Junction of Dunstable Road and Long Sought For Pond Road, to the general public.


ARTICLE 46 Voted to dismiss this Article relative to restricting parking on the Roads referred to in Article 45.


ARTICLE 47 Voted to dismiss this Article relative to Demonstra- tion Work in Agriculture and Home Economics.


Voted unanimously that most appreciative thanks be extended to Mrs. Warren M. Nixon for her excellent work during many years of service as Director and that the Town Clerk send her a copy of this Vote.
