SPECIAL TOWN MEETING-NOVEMBER 5, 1948


At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, FRIDAY, NOVEMBER 5, 1948, at 8:00 o'clock P. M., the following business was transacted:


Ben W. Drew, Town Moderator, called the Meeting to order.


Voted to dispense with the reading of the Warrant.


ARTICLE 1. Voted that the sum of $3,325.00 be raised and ap- propriated, or transferred from Available Funds, for the purpose of defraying the expenses of the Welfare Department, to be divided as follows:


TEMPORARY AID AND INFIRMARY $ 875.00 AID TO DEPENDENT CHILDREN 250.00 OLD AGE ASSISTANCE 2,200.00 $3,325.00


ARTICLE 2. Voted that the sum of $500.00 be transferred from the Machinery Fund to the Highway Equipment Account.


ARTICLE 3. Voted that the sum of $500.00 be raised and ap- propriated, or transferred from Available Funds, for the purpose of employing an Architect to make preliminary drawings, estimate of expenses and to otherwise assist the Planning Committee appointed under ARTICLE 32 of the Warrant for the Annual Town Meeting in making its final Report to the Town; said sum to be expended under the direction of said Planning Committee.


ARTICLE 4. Voted to dispense with the reading of the Minutes of the Meeting.


ARTICLE 5. Voted to dissolve the Meeting.

REPORT OF SELECTMEN


Westford, Mass.


February 14, 1949.


The Board of Selectmen organized in the beginning of the year with Dr. Cyril A. Blaney, Chairman; Edward F. Harrington, Secre- tary; and Thomas W. Gower the third member.


The Annual Audit was made by the Director of Accounts and a copy is printed herein.


The resignation of Genevieve A. Healy as Town Accountant was received, who had served the town very efficiently since 1943. Dana Fletcher was appointed to fill this office.


A Veterans' Housing Committee was appointed consisting of five members and will investigate the needs and make all and any arrange- ments on the housing project in Westford.


New covering was installed on the floors of the Town Hall.


Electric gates and safety signals were installed at the crossing at Forge Village, giving better warnings for safety of foot travel and vehicles using the crossing.


We have contacted the Lowell Electric Light Company many times for the installation of the street lights voted by the people at various Town Meetings and as yet have had no results, just promises.


Spraying of the shade trees was done for the elm leaf and bark beetle, gypsy and brown-tail moths with good results by contract work and the Moth Department.


Work was started but delayed on the Town Farm Road on account of not being able to get material for the bridge. This work will be completed this spring as soon as weather conditions permit.


Satisfactory construction on Groton Road was carried out by our Superintendent of Highways under the supervision of the County En- gineers. To complete the above project a new piece of road needs to be added this year.

REPORT OF SUPERINTENDENT OF HIGHWAYS

Gentlemen:


The following is my report for year ending December 31, 1948:


CHAPTER 81 AND GENERAL HIGHWAY MAINTENANCE


The usual highway maintenance was carried out during the year, which included the use of pea stone, gravel, tar, asphalt and screened sand. Various roads and streets were widened and stones and trees taken out. The new grader proved its worth doing this kind of work. A new pipe line starting at Ellisons corner and extending to pond near Storage Plant was installed, road was widened and several catch basins were put in to handle drainage.


Some new equipment was purchased this year including two (2) new Ford trucks. The trucks have proven very satisfactory and are holding up well.


CHAPTER 90 CONSTRUCTION GROTON ROAD


I am glad to report Groton Road Chapter 90 Construction was started in July and finished the first part of August.


CHAPTER 90 MAINTENANCE


The usual maintenance of Chapter 90 highways was carried out again this year under the provisions of the allotment.

REPORT OF FIRE ENGINEERS


The Board of Fire Engineers submit the following report for the year ending December 31, 1948.


The various Companies responded to 31 alarms other than Forest Fires, namely: 5 house, 4 false alarms, 1 out of town, 4 car fires, 4 chimney, 2 barns, 5 dumps, 1 camp, 1 shed, 2 oil burners, 1 rubbish, 1 transformer and 26 forest or grass fires, making a total of 57 calls answered.


Again we wish to express our appreciation to Robert Spinner and his helpers for giving their time so unselfishly in operating the am- bulance. They responded to 81 calls during the year and most of these were to hospitals.


The Forge Village truck was completed and put back in service this year. We now have three good pumping engines; one 600-gallon at Westford Center, 600-gallon at Graniteville and a 500-gallon at Forge Village. This meets all the requirements of the Underwriter's to keep the town on a Class "C" rating.


The new Fire House in Graniteville was completed and is now in use and the old house has been turned over to the Selectmen for dis- posal. We feel that the contractor did a very good job and the Town should be proud of the Station.


The Westford house was painted, one coat on the outside and the downstairs was' painted inside. This being the first time it was ever done it made a big improvement to the station.


The Fire trucks now are all in fair condition, but it should be kept in mind that at present we have a 1930 Ford, two 1933 Chevrolet, also a 1934 Chevrolet. Some kind of a program should be started to replace these one at a time and not wait until they give out completely.
