Section 4. A member or servant of a family in which a child is born, having knowledge of the facts required * * * shall furnish the same upon request of the clerk of the town * * * or of any person authorized by him. (Penalty for refusing, not more than ten dollars.)

If a marriage is solemnized in another state between parties living in this Commonwealth, who return to dwell here, they shall within seven days after their return, file with the clerk or reg- istrar of the town where either of them lived at the time of their mar- riage, a certificate or declaration of their marriage including the facts required in a notice of intention of marriage.
Section 55. Whoever violates Section 36 shall forfeit ten dollars.

The attention of owners and keepers of dogs is called to the fol- lowing extracts from Chapter 140 of the General Laws as amended:
Definition: "License period," the time between April first and the following March thirty-first, both dates inclusive.
Section. 137. A person who at the commencement of a license period is, or who during any license period becomes, the owner or keeper of a dog when it becomes three months old during a license per- iod, shall cause it to be registered, numbered, described and licensed until the end of such license period, and the owner or keeper of a dog so registered, numbered, described and licensed during any license. period, in order to own or keep such dog after the beginning of the succeeding license period, shall, before the beginning thereof, cause it to be registered, numbered, described and licensed for such period. -- The registering, numbering, describing and licensing of a dog- shall be-if kept in any-town in the office of the clerk thereof.
The license shall be in a form prescribed by the director, upon a blank to be furnished,-by the county in which the town is located, and shall be subject to the condition expressed therein that the dog which is the subject of the license shall be controlled and restrained from killing, chasing or harassing live stock or fowls. The owner or keeper of a licensed dog shall cause it to wear around its neck or body a collar or harness of leather or other suitable material, to which shall be securely attached a tag in a form prescribed by the director, and upon which shall appear the license number, the name of the town issuing such license and the year of issue. Such tags shall be furnished in the same manner as the license blanks, and if any such tag shall be lost the owner or keeper of such dog shall forthwith secure a substi-

tute tag from the town clerk-at a cost of ten cents which, if re- ceived by a town clerk, shall be retained by him unless otherwise pro- vided by law.
Section 139. Fees for licenses. The fee for every license shall, ex- cept as otherwise provided, be two dollars for a male dog and five dol- lars for a female dog, unless a certificate of a registered veterinarian who performed the operation that said female dog has been spayed and has thereby been deprived of the power of propagation has been filed with the town clerk, in which case the fee shall be two dollars. A cer- tified copy of such certificate on file in the office of any town clerk within the Commonwealth may be accepted as evidence that the said operation has been performed .-

ANNUAL TOWN MEETING-FEBRUARY 17, 1947
At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Mon- day, February 17, 1947, at one o'clock P. M., the following business was transacted:
Ben W. Drew, Town Moderator, was sworn in by Charles L. Hildreth, Town Clerk, and called the Meeting to order.
Rev. Max D. Gaebler, Pastor of the First Parish Church United, offered prayer.
Voted to dispense with the reading of the Warrant.
The Canvass of the Votes Cast at the Town Election, February 10th, made by the Board of Registrars, was read by the Town Clerk.
ARTICLE 1. Voted that the Report of the Committee appointed by the Moderator under Article 33 of the Warrant for the Annual Town Meeting held February 18, 1946, to work in conjunction with the School Committee for the purpose of investigating the advisability of and need for a new school building be accepted as a Report of Progress and that the time for making the Committee's final Report be ex- tended until the next Annual Town Meeting. The Chairman, Chester V. Sweat, having resigned it was voted that the Moderator appoint a new Chairman of this Committee.
Voted that the Report of the Fire House Committee appointed under Article 27 of the Warrant for the Annual Town Meeting held February 18, 1946, be accepted as a Report of Progress and that the time for making the Committee's Report be extended until the next Annual Town Meeting.
ARTICLE 2. Voted that the compensation of Town Officers be as follows: Selectmen - Chairman $225.00 - other two Members $200.00 each; Board of Public Welfare - Chairman $20.00, other two Members $10.00 each;
Town Treasurer - $1,560.00;
Town Clerk $400.00;
Collector of Taxes $1,400.00;
Tree Warden $0.821/2 per hour;
Assessors $7.00 per day of eight hours;
Registrars and Assistant Registrars of Voters $7.00 per day of eight hours for Listing as required by law.

It was moved that the sum of $101,100.00 be raised and appropriated to defray the Expenses of the School Department, but not to include the Expenses of maintaining the Nabnasset School from September 1, 1947 to December 31, 1947, and that the further sum of $1,400.00 be raised and appropriated to de- fray the Expenses of the Nabnasset School from September 1, 1947 to December 31, 1947.
Voted to take up each part of this Motion separately.
Voted that the sum of $101,100.00 be raised and appropriated to defray the Expenses of the School Department, but not to include the Expenses of maintaining the Nabnasset School from September 1, 1947 to December 31, 1947.
Voted that the further sum of $1,400.00 be raised and appropri- ated to defray the Expenses of the Nabnasset School from September 1, 1947 to December 31, 1947.
Voted to Reconsider Article 17.
Voted that the sum of $102,500.00 be raised and appropriated to defray the Expenses of the School Department and, that it is the sense of the Meeting, that the Nabnasset School be not closed.

21. Voted that the sum of $300.00 be raised and appropriated to defray the Expenses of Commemorating Memorial Day.
22. Voted that the sum of $815.00 be raised and appropriated to defray the Expenses of Publishing and Distributing the Town Reports.
23. Voted that the sum of $1,000.00 be raised and appropriated for Compensation Insurance.
24. Voted that the sum of $2,650.00 be raised and appropriated for Fire Insurance.
25. Voted that the sum of $25.00 be raised and appropriated for Interest on Revenue Loans.
26. Voted that the sum of $2,900.00 be raised and appropriated for the Care of Cemeteries.
27. Voted to defer action under this Item until after Articles 27, 28 and 29 have been taken up.
ARTICLE 27. Voted that the Selectmen be authorized to install one Street Light on Oak Hill Road at the intersection of Lake Shore Drive.
ARTICLE 28. Voted that the Selectmen be authorized to install one Street Light on Oak Hill Road in the vicinity of Tower Road or Grove Street.
ARTICLE 29. Voted that the Selectmen be authorized to install one Street Light on Coolidge Avenue in Nabnasset.
ARTICLE 3. Voted to take up Article 3 Item 27.
27. Voted to raise and appropriate the sum of $7,139.00 for Street Lighting.
28. Voted that the sum of $3,000.00 be raised and appropriated to be used as a Reserve Fund at the discretion of the Finance Committee as provided in General Laws, Chapter 40, Section 6,

ARTICLE 4. Voted unanimously that the Town Treasurer be authorized, with the approval of the Selectmen, to borrow money from time to time in anticipation of the Revenue of the Current Financial Year and to issue a Note or Notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17 of Chapter 44 of the General Laws.
ARTICLE 5. Voted that the sum of $10,125.00 be raised and appropriated to meet the Town's share of the cost of Chapter 81 Highways, and that, in addition, the sum of $18,225.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.
ARTICLE 6. Voted that the sum of $1,000.00 be raised and appropriated for Maintenance of Chapter 90 Roads, on condition that like amounts be contributed by either or both the State and County respectively, to be used in conjunction therewith, and that, in addition, the sum of $2,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.
ARTICLE 7. Voted that the Town authorize the Selectmen to act as its Agent in any suit or suits which may arise during the cur- rent year, with authority to settle and adjust claims or demands for or against the Town, and to employ counsel whenever in their judg- ment it is advisable so to do.
ARTICLE 8. Voted that the sum of $300.00 be raised and appro- pria!ed for the care of the Whitney Playground.
ARTICLE 9. Voted that the sum of $400.00 be raised and appro- priated for Band Concerts during the current year.
ARTICLE 10. Voted that the sum of $276.56 be raised and appro- priated for the Machinery Fund, and that the sum of $1,881.01 be transferred from the Machinery Fund to the Highway Equipment Account.

ARTICLE 11. Voted that the sum of $10.00 be raised and appro- priated for Demonstration Work in Agriculture and Home Economics and that a Director be elected, under the Provisions of Chapter 128, Sections 40-45 of the General Laws, as amended. Mabel M. Nixon was unanimously elected Director.
ARTICLE 12. Voted that the Town accept a gift made to it by the Isabel F. Hyams' Fund, Inc. formerly known as the Solomon Hyams' Fund, Inc. and that the Town Clerk be authorized and directed to extend to said Corporation the appreciation of the Town for this gift.
ARTICLE 13. Voted that the sum of $2,000.00 be raised and appropriated for the purpose of reconstructing the Groton Road, con- tingent upon contributions by either or both the State and County to be used in conjunction therewith, and that, in addition, the sum of $6,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to Unappropriated Available Funds in the Treas- ury.

ARTICLE 14. Voted that the sum of $2,400.00 be raised and appropriated for the purpose of purchasing a new truck for the High- way Department, said purchase to be made under the supervision of the Board of Selectmen.
ARTICLE 15. Voted that the Selectmen be, and hereby are au- thorized to sell and to transfer, by a good and sufficient Bill of Sale, title to two trucks now used by the Highway Department and apply the sum received therefrom against the purchase price of the new truck.
ARTICLE 16. Voted that the sum of $400.00 be raised and appropriated for the purpose of making repairs to and painting the Fire House Cottage and repairing and painting window sash on the Fire House at Westford Center.
ARTICLE 17. Voted that the sum of $375.00 be raised and appropriated for the purpose of purchasing and installing in the Fire House at Westford Center an Oil Burner, said purchase and installa- tion to be made under the supervision of the Board of Fire Engineers.
ARTICLE 18. Voted that the sum of $6,000.00 be raised and appropriated for the purpose of purchasing a new Fire Truck, having

a pumping capacity of five hundred (500) gallons per minute, said purchase to be made under the supervision of a Committee consisting of seven members, to be appointed by the Moderator, consisting of the three Fire Engineers, the three Fire Captains and one member of the Finance Board.
Voted to reconsider this Article.
Voted that a Committee of six, composed of the three Fire Engineers and the three Fire Captains, study the needs of a new Fire Truck and report to a Special Town Meeting.
ARTICLE 19. Voted that the sum of $2,500.00 be raised and appropriated for the purpose of purchasing and installing in the Fire Truck now stationed at Forge Village a new pump having a pumping capacity of five hundred (500) gallons per minute, said purchase and installation to be made under the supervision of the Board of Fire Engineers.
