SPECIAL TOWN MEETING-APRIL 14, 1950


At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town Affairs, held at the Town House, Friday, April 14, 1950, at 7:30 P.M., the following business was transacted:


Ben W. Drew, Town Moderator, called the Meeting to order.


Voted to dispense with the reading of the Warrant.


ARTICLE 1. Voted unanimously that the sum of $300.00 be raised and appropriated for the purpose of providing suitable quarters, for a period of one year from this date, in the Nabnasset section of said Westford, for the Nabnasset American Legion Post No. 347 and the Auxiliary of said Post.


ARTICLE 2. Voted unanimously that the sum of $45.00 be raised and appropriated for the purpose of paying for additional janitor services already performed at the Nabnasset School.


ARTICLE 3. Voted to dispense with the reading of the Minutes of the Meeting.


ARTICLE 4. Voted to dissolve the Meeting.

SPECIAL TOWN MEETING-SEPTEMBER 22, 1950


At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Friday, September 22, 1950, at 8:00 o'clock P.M., the following business was transacted :


Ben W. Drew, Town Moderator, called the Meeting to order.


Voted to dispense with the reading of the Warrant.


ARTICLE 1. Voted that the sum of $1,000.00 be raised and appro- priated for Soldiers' Benefits, or said sum be transferred from Available Funds to the account entitled Soldiers' Benefits.


ARTICLE 2. Voted that the sum of $3,800.00 be raised and appro- priated, or transferred from Available Funds, to the account entitled Welfare Department, Temporary Aid and Infirmary, to defray the ex- penses of said Department.


ARTICLE 3. Voted that the sum of $400.00 be raised and appro- priated, or transferred from Available Funds, for the purpose of making repairs to the Town Infirmary.


ARTICLE 4. Voted that the sum of $1,000.00 be transferred from the Machinery Fund to the Highway Equipment Account.


ARTICLE 5. Voted that the sum of $57.00 be raised and appro- priated, or transferred from Available Funds, to the account entitled Fire and Other Insurance for the purpose of defraying the cost of such insurance.


ARTICLE 6. Voted that the Selectmen be and hereby are author- ized to sell and transfer by a good and sufficient Bill of Sale title to the gravel loader now used by the Highway Department.


ARTICLE 7. Voted that there be appointed a special unpaid Board to be known as a Regional School District Planning Board as provided for in Chapter 638 of the Acts of 1949, of the General Laws, to consist of three members including one member of the School Committee, and that said Committee be appointed by the Moderator, and report at the next Special or Annual Town Meeting. The Moderator immediately an- nounced his appointment of Frederick W. Gatenby, June L. Armstrong and Mary R. Lambert as the Regional School District Planning Board.


ARTICLE 8. Voted to dispense with the reading of the minutes of the Meeting.

REPORT OF SELECTMEN


February 15, 1951


The Board of Selectmen organized in the beginning of the year with Dr. Cyril A. Blaney, Chairman; Edward F. Harrington, Secretary; and Thomas W. Gower the third member.


The Annual Audit was made on October 5, 1950 by the Director of Accounts and a copy is printed herein.


Ten new street lights were installed and more are yet to be in- stalled. The Lowell Electric Light Corporation has been asked to take care of the installation as soon as possible.


The streets were marked and new signs were installed at the inter- sections of the streets.


The exterior of the Town Hall was painted during the fall.


Work on the Town Farm Road was completed this year. An added part of Groton Road and North Street was completed. Additional appro- priations are needed for its completion under the supervision of the State Highway Department and our own Superintendent of Streets.


Spraying of trees for gypsy and brown-tail moth was done very satisfactorily by the Tree Warden.

REPORT OF THE SUPERINTENDENT OF STREETS


Board of Selectmen.


Gentlemen:


The following is my report for the year ending Dec. 3, 1950.


CHAPTER 81 AND GENERAL HIGHWAY MAINTENANCE


The usual Highway Maintenance work was carried out this year, which included the use of Gravel, Tar, Asphalt, Sand, Peastone and Bituminous Concrete Patch on our roads and streets that come under Chapter 81.


We also widened several roads and were able to take care of the work mostly with Town owned equipment.


The Town has one truck which is four years old and is now starting to give trouble. It should be replaced this year.


CHAPTER 90 MAINTENANCE


The usual maintenance of Chapter 90 Highways was carried out again this year under the provisions of the contract.


Sections of Groton and Tyngsboro roads were resurfaced with asphalt and pea stone. Our Chapter 90 roads are in fair condition.


CHAPTER 90 CONSTRUCTION


The Chapter 90 Construction work on North Street was started in July. Brush and Trees have been cut down, walls and ledge removed and the culverts and catch basins have been installed. A side drain also was installed to take care of water that comes from the side hills. We hope to continue the work on this street this year.
