The rooms on the upper floor need redecorating badly and must be done as soon as possible.
Westford with its population of 4,241 has an unusually well selected library for a town of its size and with its liberal policies its officials hope that it may become of service to every family in the community.
To carry on these repairs and the necessary work of the library and its branches the trustees ask for the following appropriation, viz .:
1. The sum of thirty-six hundred ($3,600.00) dollars.
2. The receipts from the dog licenses in 1950.

REPORT OF THE LIBRARIAN
January 1, 1951
To the Trustees of the J. V. Fletcher Library:
The librarian herewith submits her thirty-third annual report while the J. V. Fletcher Library entered its fifty-fifth year in the present building last June.
For ninety-two years the town library has endeavored to supply books for informational and educational as well as recreational purposes. Since formal education for the majority ceases at approximately eighteen years it is necessary that books be available on various subjects lead- ing to an understanding of our history and democracy in order to pro- vide an intelligent citizenship to combat the spread of fascism and com- munism. It is important that Russia's picture given in Pravda of the United States as "a nation of. undisciplined and degenerate money-mak- ers. dancing our way to political suicide" be disproved.
The circulation for the past year has again increased in both adult and juvenile departments. Aside from fiction the most popular groups are the Useful Arts (403 books), Biography (402), Fine Arts (371) and Travel (306). From the Division of Public Libraries we have borrowed various books needed by our readers, including some in the Swedish, Russian and Polish languages for those who find them easier to read than English.
The librarian is glad to report that more use has been made of Library Hall for holding meetings. In February the D. A. R. met here again. The Tadmuck Club study group met on January 25th to plan their program, ending the meeting with a book review of Pitkin's "Road to a Richer Life," by Mrs. Arthur G. Hildreth. On February 21, Rev. Henry Mattocks gavo on account of his experiences in China to a group of 47. On March cist there was a discussion on socialized medicine. The re- gional school plans were presented to a full house on October 3rd. On November 8th there was a discussion of the situation in Indonesia led by M'as Edna Currier. The Educational Committee of the Tadmuck Club met here on May 18th. The Boy Scout leaders met here May 16 and 23. On November 9th the P. T. A. filled the hall to overflowing with a pane! discussion on "What shall we teach our children ?"
For some time overcrowded shelves have been a problem in the library. To help solve this condition several new bookcases have been added to the children's room and new shelving is planned for the stack-room.

Several exhibits were arranged in the Frost museum case-for Janu- ary there were almanacs and old fashioned New Year greeting cards, followed by valentines in February. For the gardening season there were flower pictures and pod of a poinciana bean from Florida With the outbreak of war in the Far East a group of dolls from Korea, China, and India were shown, and last was a Christmas exhibit of a manger scene and Swedish decorations.
Flowers have been provided by Mr. Arthur L. Hope, Miss Marian F. Winnek, Mrs. Wm. K. Budge, Mrs. W. Otis Day and Miss Alice M. Howard.
A number of years ago the Massachusetts Library Association drew up regulations for voluntary certification of libraries. These were grant- ed to many, myself among them. Two years ago this became a state law, making Massachusetts one of the few states to put librarianship on a professional basis.
The American Library Association held at Cleveland in July was a most enjoyable and helpful meeting. The librarian also attended the meetings of the Merrimack Valley Association at South Lawrence on May 3rd and at Rowley on November 16th, the latter of which was also attended by two of the trustees, Miss Howard and Mr. Taylor.
On September 16 the librarian placed about 350 of her dolls on exhi- bition in library hall in connection with the annual church fair. As they aroused so much interest they were left there for the enjoyment of many others since then.
A few changes have been made in the list of magazines. All except current numbers may be borrowed for one week and the list for the com- ing year is as follows:

REGULATIONS
The J. V. Fletcher Library is open Tuesdays, Thursdays and Saturdays (legal holidays excepted) from 1:30 till 5, and from 6:30 till 9:00 P. M.
The Nabnasset deposit station at the Post Office in charge of Mrs. Edna G. Macleod is open daily.
The Forge Village deposit station at the Merry Wood Gift Shop in charge of Mrs. Francis C. Wood is open daily.
New books of fiction can be kept only one week; but there may be one renewal. All other books may be kept four weeks. Renewals may be made by telephone or by postal. Telephone No. Westford 263.
No book shall be transferred, or acknowledged as returned, un- less delivered to the librarian.
For each day that a book is kept beyond the prescribed time a fine of one cent is charged.
Borrowers finding books mutilated or defaced should report the fact to the librarian.
