TO SAMUEL R. RICE, Constable of the Town of Wilmington.
Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Wilmington qualified by law to vote in town affairs to meet and assemble at the Town Hall, on Monday, the sixth day of March next, at nine o'clock in the forenoon, the polls to be opened at ten o'clock A. M., and may be closed at four o'clock P. M., for the election of officers, and to act on the following articles, namely :-
ART. I. To choose a Moderator to preside at said meeting. ART. II. To bring in your votes on one ballot for three Selectmen, three Assessors, three Overseers of the Poor, Town Clerk, Treasurer, Collector of Taxes, School Com- mittee for three years, Constable, three Auditors, three Fence Viewers, also shall license be granted for the sale of intoxicating liquors in this town ? Yes or No.
ART. III. To choose all other necessary town officers for the year ensuing.
ART. IV. To hear reports of Committees and act thereon.
ART. V. To see how much money the town will vote to raise and appropriate for the support of schools, for school books and supplies, for salary of School Com- mittee, highways and road and bridges, support of poor, repairs of public buildings, for improving cemetery, (old

and new), public library, town officers, removing snow, iniscellaneous expenses, printing, police, notes payable and interest, state and county taxes, outstanding in- debtedness.
ART. VI. To see what method the town will adopt for the collection of taxes.
ART. VII. To see if the town will authorize the Town Treasurer with the sanction of the Selectmen to borrow money in anticipation of taxes when necessary to meet current demands for the ensuing municipal year, the same to be paid out of this year taxes.
ART. VII. To see how much money the town will raise and appropriate for the observance of Memorial Day.
ART. IX. To see if the town will vote to re-appropriate the unexpended balance due on the new school house on Chestnut St.
ART. X. To see if the town will accept the provisions of the will of the late Sabra Carter, wherein she leaves to the town of Wilmington five hundred dollars, the income of one hundred dollars to be used in keeping her family burial lot in order, the income of two hundred dollars to be used in cleaning marbles in the cemetery and the in- come of the remaining two hundred dollars to be used to ornament with flowers around the flag staff on the common.
ART. XI. To see if the town will vote to appoint three com- petent men to examine the condition of the different school houses in town and authorize said committee to paint such buildings as may require it, and make such repairs as may be found necessary for the complete preservation of same, work to be paid for out of a special or regular appropriation for repairs on public buildings, or what they will do about it.
ART. XII. To see if the town will raise and appropriate the sum of five hundred dollars for the purpose as set forth in Article Eleven, said sum to be reserved exclusively for aforesaid purpose, and any unexpended amount be

held by the Town Treasurer as a fund for repairs on school houses, or what they will do about it.
ART. XIII. To see if the town will accept as a gift from the Ex-High School Associates, the sum of two hundred and eighty-three dollars on the condition that the town will raise and appropriate the further sum of seven hundred and seventeen dollars, the whole amount of one thousand dollars to be expended in the purchase and erection of a Soldiers' Monument.
ART. XIV. To see if the town will grant a location for a Soldiers' Monument and appoint a committee with full power to act with a committee of the Ex-High School Associates in the purchase and erection of said Monu- ment.
Hereof, fail not and make due return of this warrant with your doings thereon, to the Town Clerk at time and place of said meeting.

TOWN MEETING.
RECORD OF PROCEEDINGS OF ANNUAL TOWN MEETING HELD MARCH 6, 1899.
In accordance and obedience to the directions of the foregoing warrant the qualified voters of the Town of Wilmington, assembled at the Town Hall, on Monday, the sixth day of March, A. D. 1899, at nine o'clock in the forenoon, the results with the votes taken are as follows:
Owing to the absence of the Town Clerk the meeting was called to order by the selectmen present, Mr. J. Howard Eames in the chair, on the list of voters being read he called for ballots for the election of a Clerk pro tempore. On the votes being sorted and counted, James E. Kelley was declared elected, and sworn by Mr. Chester W. Clark.
ART. I. Chester W. Clark elected Moderator, the check list being used, and the vote being taken by ballot.
ART. 2. The Moderator administered the oath required by law to Edward N. Eames, Howard M. Horton, Peter F. McMahon, and George McKittrick, as ballot Clerks and Tellers. Upon inspection of the ballot box it was found empty, but would not register, and the fact was so recorded, the Moderator when the ballots were delivered to the Ballot Clerks, and a receipt for the same taken by

the Clerk Pro tem ordered the polls to be opened and the election of officers to proceed. On motion it was voted that the polls for the election of officers on the official ballot closed at 4.15 P. M., and notice to that effect was given by the Moderator. At the appointed time the Moderator declared the polls closed. The names checked upon the lists numbered one hundred and eighty-seven, and the ballots on being removed from the ballot box and counted numbered one hundred and eighty-seven.

ART. 3. Voted that the Moderator appoint a com- mittee of three to retire and bring in a list of nominations for the several offices not required by law to be chosen by ballot, William E. Gowing, Othniel Eames and John T. Wild, were so appointed, and from the list submitted,,

which was accepted and adopted, the following were declared elected :

ART. 4. Mr. William E. Gowing, as one of the Com- mittee on By-Laws, reported that the reason the same were not in force was that they had not been presented to the Court for approval by reason of negligence on the part of the Committee, particularly that of the Chairman, but as one of said Committee he would take his share of the blame. Mr. Chester W. Clark stated that he received from the Chairman of the Selectmen a copy of the By-Laws to present to the Court and as a certified copy of the vote of the Town whereby said By-Laws had been accepted was necessary, he had written Mr. Nichols for a copy of the same, but he had never received it, consequently he could not present them to the Court. He further stated that some clerical errors should be corrected, and some of the sections changed. On motion of Mr. Arthur T. Bond, it was voted that the said By-Laws be referred back to the Selectmen, and that they be empowered to employ Counsel.
The Building Committee on the Chestnut Street School House being called on, Mr. Sylvester Carter, " the only

member present," stated that as he had been absent from town for some time he could not give much information, but he thought there was one payment due the con- tractors.
Mr. William E. Gowing stated that the building was completed and the key turned over to the Selectmen, also that there was one payment due and that the building was unfurnished.
ART. 5. Voted to raise and appropriate the following sums of money for the ensuing year :

The motion to raise the sum of $225.00 and that the same be appropriated for the purpose of removing snow, was declared carried by the Moderator, the vote was doubted, but on the house being polled it was unanimously voted that the said sum be so raised and applied.
