accomplished," to pay any liabilities incurred for other objects in excess of appropriations.


ART. 6. Voted that the taxes for the year 1899 be col- lected on commission and that the collector of taxes receive one and one half per cent.


ART. 7. Voted that the Town Treasurer be authorized with the sanction of the Selectmen to borrow money in anticipation of taxes, when necessary to meet current demands for the ensuing municipal year, the same to be paid out of this year's taxes.


ART. 8. Voted to raise and appropriate the sum of seventy five ($75.00) dollars for the observance of Memo- rial Day. Voted that a committee of three Veterans be appointed by the Moderator to retire and bring in a list of three names to act as committee on expending the appro- priation for the above object. The Moderator appointed Rev. Elijah Harmon, Milton T. Holt, and Darius K. Bean. Messrs. Harmon and Holt declined, and Horatio G. Lit. tlefield and William P. Holt were named in their place. Said committee presented the following names: William P. Holt, Levi Swain and Darius K. Bean. The report was accepted and adopted.


ART. 9. Voted to pass the article.


ART. IO. Voted that the town accept the provisions of the will of the late Sabra Carter wherein she provides as follows: "To the Town of Wilmington I leave the sum of five hundred ($500) dollars. The interest of one hundred ($100) dollars of this sum I wish to be spent in keeping our family burial lot in order. I wish that the interest of two hundred ($200) dollars of this sum be placed in the hands of the Cemetery Committee, to be spent in cleaning the marbles, first in the Jacques portion and the remainder for others. I wish the interest of two hundred ($200) dollars be used to ornament around with flowers, the flag staff on the Common.

ART. 13. It was motioned to accept the gift from the Ex-High School Associates on the condition as set forth in the article. Rev. Elijah Harmon made an eloquent plea in favor of the motion, and Mr. Henry M. Eames of Woburn, one of the Associates, "to whom the meeting extended the courtesy of the floor," made some brief explanatory remarks, at the conclusion of which the meeting voted not to accept the gift.


ART. 14. Voted to pass the article.


On motion it was voted to return and take up Article 4, in regard to reports of Committees.


On motion it was voted that the Clerk read the Auditors' Report. He complied by reading the printed report contained in the annual Town Report The sup- plementary report of the Auditors was then called for, but the Moderator ruled that the whole matter was not in order ; an appeal was made from his decision, and on a vote being taken the decision of the Chair was sustained.


After the declaration of the vote for Town Officers under Article 2 of the warrant by the Moderator, it was voted to adjourn sine die.

To William E. Swain, Acting Constable of Wilmington. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Wilmington qualified by law to vote in the Town affairs to meet and assemble at the Town Hall, on Tuesday, the eleventh day of April next, at 7.45 o'clock P. M. to act on the following articles, namely : -


ART. I. To choose a Moderator to preside at said meeting.


ART. 2. To see if the town will vote to accept the By-Laws as amended and adopt the same from and after their passage and approval by the Superior Court.


ART. 3. To see if the town will vote to raise and appro- priate the sum of four hundred dollars, to pay the balance due on the Chestnut Street school-house.


ART. 4. To see if the town will vote to raise and appropriate the sum of forty dollars to purchase a safe for the use of the School Committee and appoint a committee to purchase the same.


ART. 5. To see if the town will vote to adopt the seal approved by the Selectmen under the provisions of Section II, Chapter 389, Acts of the year 1898, as the official seal of the town.

ART. 6. To see what action the town will take in regard to the uncollected taxes of the years 1888, 1889, 1890, 1891, 1892.


ART. 7. To see if the town will reconsider the vote passed at a former meeting, whereby it was voted that the number of Auditors elected at the annual meeting shall be three, so that the same may conform to the section in the By-Laws in regard to the election of auditor.


ART. 8. To see if the town will vote under the pro- visions of Section 339, Chapter 548, Acts of 1898, that the Selectmen shall act as Assessors and Overseers of the Poor.


ART. 9. To see if the town will vote to take from the school appropriation the sum of one hundred and twenty dollars " not needed " and apply the same towards furnish- ing the Chesnut Street school-house.


ART. 10. To see if the town will vote to raise and appropriate the sum of one hundred and thirty dollars, for the purpose of paying the balance on furnishings for the Chestnut Street school-house; also for necessary repairs and furniture for the West school-house.


ART. II. To see what action the town will take in regard to a petition to the Board of Selectmen by the Auditors for the year 1898, in regard to the acceptance of their report and their supplementary report as presented later.


Hereof, fail not and make due return of this warrant with your doings thereon, to the Town Clerk at time and place of said meeting.

OF MEETING HELD APRIL 1I, 1899.


In obedience to the directions of the foregoing Warrant the qualified voters for the Town of Wilmington met at the Town Hall on Tuesday evening, April 11, 1899, at 7.45 o'clock and voted on the articles therein as follows :-


ART. I. Chester W. Clark was elected moderator by ballot the check list being used.


ART. 2. Voted-To accept the By-Laws as amended and adopt the same from and after their approval by the Court.


Voted-That after their approval a sufficient number of copies be printed and distributed among the voters of the town.


ART. 3. Voted-To raise and appropriate the sum of four hundred dollars to pay the balance due on the Chest- nut Street school-house.


ART. 4. Voted-Not to purchase a safe.


ART. 5. Voted-To accept the seal " As the Official Seal of the Town."


ART. 6. Voted-The Selectmen be authorized to ap- point a committee of three to investigate the condition of

the taxes specified in Article Six of the Warrant and re- port to the Selectmen thereon within three months from date of appointment.


ART. 7. Voted-To reconsider the vote. Voted-Not to have three auditors. Voted-To have one auditor.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the male inhabitants of the town of Wilmington qualified by law to vote in town affairs, to meet and assemble at the Town Hall, on Thursday, the first day of June, at 7.45 o'clock P. M., then and there to act upon the following articles, viz. :-


ART. I. To choose a Moderator to preside at said meeting.


ART. 2. To see if the town will vote to accept the By-Laws as revised and corrected, and adopt the same from and after their approval by the Superior Court.


ART. 3. To see what action the town will take in regard to the acceptance of a clock and bell for the Walker school building, as tendered by the descendants of the Walker family.


ART. 4. To see what action the town will take in regard to the burial lots in the cemetery for which no. deeds have been written or called for.

ART. 5. To see if the town will vote to instruct the Selectmen to present the Jury List for acceptance at the annual meeting in March, instead of November.

In obediance to the foregoing warrant, the qualified voters of the Town of Wilmington, met at the Town Hall,

on June 1, 1899, at 7.45 o'clock P. M. The meeting was called to order by the Town Clerk, and the following action taken.


ART. I. A ballot was taken, the check list being used and Edward N. Eames was elected Moderator.


ART. 2. Voted unanimously that the By-Laws be accepted and adopted from and after their approval by the Superior Court.


ART. 3. Voted-That the article be laid on the table and Article Four (4) be taken up.


ART. 4. Voted-That the Cemetery Committee notify the Town Clerk of all purchases of burial lots unpaid for and of those who may purchase in the future.


Voted-That the Town Clerk make out the deeds for the same and forward them to the Town Treasurer.


Voted-That the Treasurer be instructed to notify said purchasers and after due notice he proceed to collect the same forthwith.


ART. 5. Voted -The Selectmen be instructed to present the Jury List for acceptance at the annual meeting in March, instead of November.


Voted-To take Article Three from the table.


Voted-To adjourn for one week, viz .: June 8, 1899, at 7.45 P. M.

In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Wilmington qualified by law to vote in State and Town affairs to meet and assemble at the Town Hall, on Tuesday the seventh day of November next, “it being the Tuesday after the first Monday in said month," at eight o'clock in the forenoon then and there to bring in their votes on one ballot to the Selectmen for Governor ; Lieutenant Governor ; Secretary of the Commonwealth ; Treasurer and Receiver General; Auditor for the Com- monwealth ; Attorney General; Councillor for the Sixth District; Senator for the Sixth Middlesex District; two Representatives in the General Court for the Twenty- seventh Middlesex District; one County Commissioner for Middlesex County and Sheriff of Middlesex County for the term of three years from the first Wednesday of January, in the year one thousand eight hundred and ninety-nine.


The polls for the election of officers may be closed at four o'clock in the afternoon, but may be kept open for a

longer time if the meeting so direct, but in no case after the hour of sunset.


And you are further required by the authority aforesaid to notify and warn the inhabitants aforesaid to meet and assemble at the same place on the same day at 12.30 o'clock P. M. to act upon the following articles, viz .:


ART. I. To choose a Moderator to preside at said meeting.


ART. 2. To hear a report of the Selectmen in regard to the uncollected taxes for the years 1888, 1889, 1890, 1891, and 1892 and to act thereon.

At 12.30 P. M. the Town meeting called under the Warrant was opened by the Town Clerk and the following votes were passed :


ART. I. Othniel Eames was chosen Moderator by ballot.


ART. 2. The chairman of the Selectmen reported what action had been taken by the Board, and on motion it was voted that the report of the committee appointed by the Selectmen to investigate the uncollected taxes for the years named, be read. Mr. Arthur T. Bond, one of the committee, complied by reading the report.


Voted-The reported be accepted.


ART. 3. Voted-That the town pay the collector ap- pointed to collect the unpaid taxes of the years 1888, 1889, 1890, 1891, and 1892, ten per cent. on all taxes by him collected.
