The Pines school, under the leadership of Mrs. Kelly, and with the assistance of the Springfield Institution for Savings, has for several years carried on a pupils' saving project through the use of a so-called automatic teller. During 1927, through this teller the pupils deposited in the Institution for Savings $522.35. I believe the pro- ject to be well worth while.

COMMONWEALTH OF MASSACHUSETTS
Hampden, ss.
To FRED C. PHELPS, Constable of the Town of Wilbraham in the County of Hampden,
GREETING :
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabi- tants of the Town of Wilbraham qualified to vote in town affairs to meet in Grange Hall in said Town on Monday the Sixth day of February next, at ten o'clock a. m. to bring in their votes for Town Officers and act on the fol- lowing Articles. Viz:
Article 1. To choose a Moderator to preside in said meeting.
Article 2. To choose by ballot, a Town Clerk, and Town Treasurer, One Selectmen for three years, who shall be a member of the Board of Public Welfare, One Assessor for three years, Five Constables, One Auditor,

Collector of Taxes, and One Tree Warden for the ensuing year. One School Committee, One Library Trustee, One Water Commissioner and One Cemetery Commissioner for three years, also to elect all other Town Officers.
Article 3. To hear and act on reports of the Select- men, Board of Public Welfare, Treasurer, School Com- mittee, and other Officers.
Article 4. To fix the compensation of the Collector of Taxes for the ensuing year.
Article 5. To raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the ensuing year and appropriate the same and vote how the same shall be raised.
Article 6. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money in anticipation of the revenue of the cur- rent financial year.
Article 7. To see if the Town will instruct the Selectmen to prosecute any person selling or transport- ing intoxicating liquors in this Town contrary to the laws of the Commonwealth or take any action in regard to the same, or raise any money for the same.
Article 8. To see what disposition the Town will make of the Dog Tax of 1927.
Article 9. To see if the Town will vote to raise and appropriate money to continue the permanent Highway work on the road leading from Wilbraham Center to the Hampden line providing the State and County furnish a like amount.

Article 10. To see if the Town will resurface the road from the insersection of Springfield and Faculty Streets to Ripley Avenue provided the State and County furnish a like amount.
Article 11. To see if the Town will raise and appro- priate the sum of One Hundred Dollars ($100.00) to be expended by the Trustees for County Aid to Agriculture for the County of Hampden in accordance with the pro- visions of Chapter 273 of the Acts of 1918, the same to be applied for the purpose of teaching and demonstrating better practice in Agriculture and Home Making.
Article 12. To see if the Town will accept as Pub- lic Streets of the Town, Pomery Street, Pleasant Street, Merrick Avenue and Ripley Street, all of which are shown on a plan of lots of Merrick Park in said Wilbraham, which said plans is recorded in the Hampden County Land Records in Book of Plans 2, Page 43, and that Ripley Street, also be accepted as a public street from the point of said street as shown on said plans, extended northerly to Springfield Street.
Article 13. To see if the Town will vote to raise and appropriate money to continue the permanent Highway work on the road leading from the State Road to the Tinkham Road. Providing the State and County will furnish like amounts.
Article 14. To see if the Town will raise and appro- priate a sum of money to purchase and install a fire siren to be placed in the south part of the town.
Article 15. To see if the Town will rescind a vote of a former Special Town Meeting in regard to the keeping of the Chemical Fire Truck in the Fire Station at North

Wilbraham and vote to station the truck in Gebo's Gar- age at Wilbraham.
Article 16-To see if the Town is held responsible for the action of the Constable in refusing to perform his duties by not making arrests when called upon.
Article 17. To see if the Town of Wilbraham will pay Jeremiah Donahue for the parts of his car which were stolen and not recovered on account of a Constable not performing his duty and raise and appropriate money for the same.
Article 18. To see if the Town will raise and appro- priate money for installation of a 6 inch water main on Faculty Street with one hydrant for fire protection.
Article 19. To see if the Town will vote to resur- face with gravel the highway known as the Stony Hill Road from Tinkham Road to the State Road and put same in a serviceable condition, and raise and appropriate money for the same.
Article 20. To see if the Town will appoint a Com- mittee for the purpose of preparing a zoning by-law and map for the Town and raise and appropriate money for the same.
Article 21. To see if the Town will authorize the Selectmen to have signs erected at all the Wilbraham Schools as warnings to motorists and raise and appro- priate money for the same.
Article 22. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars for the purpose of straightening the stones in Adams Cemetery, also for replacing the broken ones of those who have no descendants.
Article 23. To see if the Town will vote to raise and appropriate ($300.00) three hundred dollars, for the use of the Wilbraham Post of the American Legion in carrying out the following program :
a. The proper observance of Memorial Day.
b. The care of the Memorial lots at North Wilbra- ham, Wilbraham, and Glendale.
Article 24. To see what action the Town will take in regard to the watering tub at Wilbraham Street.
And you are directed to serve this warrant by post- ing attested copies thereof: one at the Post Office at Wilbraham, one at the Post Office at North Wilbraham and one at Glendale Church, seven days at least before the time for holding said meeting. Hereof fail not and make due return of this warrant with your doings there- on to the Town Clerk on or before the time for holding said meeting.

Explanation of Methods Used In Valuing Property
At this time, local taxation is one of the greatest public questions.
In studying our own problem, we decided on two basic principles ; one, that property values vary directly as the natural and public advantages; the other, that farm property should be valued as to its potential profits.
In determining farm values from farm profits, from each kind of land as tillage, pasture, woodland, orchard, plain land, cut over land, etc., were figured from actual accounts and United States Department of Agri- culture averages. As the average percent of profits paid as taxes in the North Atlantic states was thirteen. we assumed twelve to be fair. The largest profits from the best land of different types in ideal locations were taken as the standard and the farm zones or sections scored on a percentage basis. Thus, farms in each sec- tion vary according to their proportions of tillage, pasture, orchard, and woodland.
In Valueing both farm and residential property, the town was divided into sections or zones, each zone shading gradually into the next. A percentage table of public utilities and natural advantages was prepared, and each zone scored there-by, the result to be seasoned with the proper amount of common sense.
The values in residential sections we found decreased in proportion to distance from the streets and increased in proportion to the frontage. A dept- frontage table was made, varying on a sliding scale with each zone.
In mixed residential and farming sections, a resi- dential strip was taken next the highway, varying in width according to the present development, and to be changed with future conditions.

In Valueing buildings, the actual costs of many of different types were ascertained. From this data a co- efficient for each type was found, by which certain dimen- sions could be multiplied to produce the approximate replacement cost. Taking into consideration various other conditions, we assumed seventy percent of this cost to b a fair basis. Buildings were classified and co- efficients for each zone worked out and tabulated.
We found that by these methods, the vote of the town in regard to the just and equitable difference in valuation of property adjacent to the public water supply was automatically fulfilled.
A property map is being prepared showing the location, area, and type of each parcel of land. We have had the help of many owners and those familiar with the different sections, in making parts not actually surveyed. We thank these, and ask your continued co-operation in what is increasingly necessary for the assessors work.
We urge you to help us by sending in lists of your property, giving such data as will aid in a fair valuation. No abatements can be given without a list.
As this system is new and rather complicated, we doubtless have made errors which we will be glad to correct if our attention is called to them.
