Water Committee


At the regular town meeting held February 2, 1925 it was voted that the moderator of said meeting appoint a committee of five, of which he shall be one member, to investigate the subject of a water supply system, and to report as soon as possible at a future meeting, full plans and close estimates of cost and method of financing same, and that five hundred dollars ($500.00) be raised and appropriated for the use of the committee.


The moderator, Frederick A. Warren appointed James B. Logan, John W. Baldwin, Julius H. Whipple and G. Milo Green.


This committee with the co-operation of the Director and Chief Engineer, X. H. Goodnough, Division of Sani- tary Engineering, Department of Public Health, also in consultation with a well known hydraulic enginner, James L. Tighe, of Holyoke, made experimental investigations of a plan approved by the State authorities, of a so-called shallow well system at seven different locations approved by all. We found at the several places where the work was carried out that the formation was one and all the same, namely, after a depth of a few feet, an underlying strata of quick-sand which ran to bed rock. This condi- tion made this plan impracticable because no mechanical system can cope with this condition without very costly removal processes which would make it impossible of operation in this community.


We, will say, in connection with so-called deep well systems that this plan is not approved for civic uses in this State.

The most practical source of supply the committee find after a thorough and careful investigation, is that of the City of Springfield, embodying as it does the cost of production, quantity, and quality of water to be used. .


Therefore, this committee recommends that a system be installed to connect with the Springfield system which embodies the Little River and Ludlow supplies.


We have also found by study of costs and installa- tion of similar work in this immediate vicinity for the past year that it would be possible to serve the different sections where useage is wanted and fire protection de- manded for approximately ninety thousand dollars ($90,000) and we recommend that this town bond itself for this object, which will eventually be self sustaining for this sum.

To Constable of the Town of Wilbraham in the county of Hampden, Greeting


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabi- tants of the town of Wilbraham qualified to vote in town affairs to meet in Grange Hall in said Town on Monday the first day of February next, at ten o'clock a. m. to bring in their votes for town officers and act on the fol- lowing articles. Vis :

Article 1. To choose a moderator to preside in said meeting.


Art. 2. To choose a Town Clerk and Treasurer, one Selectman for three years who shall be Overseer of the Poor, one Assessor for three years, five Constables, one Auditor for the ensuing year. one School Committee for three years, Collector of Taxes for the ensuing year, one Library Trustee for three years, one Tree Warden for the ensuing year, one Cemetery Commissioner for three years, all on one ballot.


Also all other Town Officers.


Art. 3. To hear and act on reports of the Selectmen, Overseers of the Poor, Treasurer, School Committee, and other officers.

Art. 4 To fix the compensation of the Collector of Taxes for the ensuing year.


Art. 5. To determine the manner of repairing the Highways and Bridges for the ensuing year.


Art. 6. To raise such sums of money as may be deem- ed necessary for defraying the expenses of the Town for the ensuing year and appropriate the same and vote how the same shall be raised.


Art. " To see if the town will vote to authorize the Treasurer with the approval of the Selectmen, to bor- row money in anticipation of the revenue of the current financial year.


Art. 8 To see if the town will instruct the Selectmen to prosecute any person selling or transporting intoxicating liquors in this Town contrary to the laws of the Common- wealth or take any action in regard to the same, or raise any money for the same.


Art. 9 To see what disposition the Town will make of the Dog Tax of 1925.


Art. 10 To hear and act upon the report of the Special Committee on source of Water Supply, appointed as authorized by vote of the Town at their annual Town Meeting February 2, 1925.


Art. 11 To see if the Town will purchase a tractor Grader and raise and appropriate money for the same.


Art. 12 To see if the Town will raise and appro- priate the sum of $200.00 for a New Adding Machine for the Town Office.

Art. 13 To see if the Town will raise and appro- priate the sum of One Hundred Dollars ($100.00) to be expended by the Trustees for County Aid to Agriculture for the County of Hampden in accordance with the pro- visions of Chapter 273 of the Acts of 1918, the same to be applied for the purpose of teaching and demonstrating better practice in Agriculture and Home Making.


Art. 14 To see if the Town will vote to raise and appropriate money to continue the permanent Highway work on the road leading from Wilbraham Center to the Hampden line providing the State and County furnish a like amount.


Art. 15 To fix the compensation of the Town Officers for the ensuing year.


Art. 16 To see if the Town will vote to raise and appropriate money for the following purposes :


1st An Emergency Sewer pipe under the old under- pass at North Wilbraham.


2nd To build a tunnel through the old underpass for pedestrians.


3rd To improve the sidewalk through and on each side of the new underpass.


Art. 17 To see if the Town will vote to raise and appropriate ($300.00) three hundred dollars, for the use of the Wilbraham Post of the American Legion in carry- ing out the following program :


A The proper observance of Memorial Day.


B The care of the memorial lots at North Wilbraham, Wilbraham, and Glendale.

Art. 19 To see if the town will vote to instruct the Selectmen to oppose the taking of the waters of the Swift and Ware Rivers for the uses of the Metropolitan Water District, study proposed legislation and employ counsel for these purposes and raise and appropriate the sum of (500.) Five Hundred dollars for necessary expenses.


Art. 20. To see if the town will vote to raise and ap- propriate money to repair and oil a section of about one thousand feet of Ludlow Road, extending from Stony Hill road to the River Road.


Art. 21. To see what action the town will take in re- gard to the disposal of the Soldier's bonus fund amounting to $1,364.21, now on deposit in the Springfield Institution tor Savings.


Art. 22. To see if the town will authorize the School Committee to equip the Wilbraham Schoolhouse Number 4 with electric lights for the school rooms and raise and appropriate money for the same.


Art. 23. To see if the town will vote to compensate the individual members of the George W. Kingdon Fire Company at the rate of ninety cents (90c) per hour for actual time devoted to attendance at fires. This shall in- clude time spent on the way to the fire, time spent in returning from fire and also in refilling the chemicals tanks after arriving back at fire station. This shall be in addi- tion to the compensation now received. To see if the town will raise and appropriate money for same.

Art. 24. To see if the town will vote to resurface the section of town highway known as Cottage street or Cot- tage avenue and put the same in good serviceable condition, and raise and appropriate money for the same. ($500.) Five Hundred dollars for necessary expenses.


Art. 25. To see if the Town will vote to raise a sum of money for the improvement and repairs on highways, under Chapter 81 of the General Laws.


Art. 26. To see if the Town will erect and maintain a Portable school in the Mountain View District and raise and appropriate money for the same.


And you are requested to serve this Warrant by post- ing attested copies hereof, one at the Post Office of Wil- braham, one at the Post Office at North Wilbraham and one at Glendale Church hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk on or before the time for holding said meeting.
