INCREASED STATE GRANTS


In 1926 the school board of Wilbraham, believing that it had a just cause, attempted to bring about a re- vision of the law by which Wilbraham's right to partici- pate in the distribution under Part II of the General School Fund Law would be restored. As finally enacted the amendment provided that only those towns paying not over fifty cents of every thousand dollars of state tax should share in the distribution. By the state triennial valuation of 1925 Wilbraham was required to pay fifty- three cents and so did not share. By the revaluation of 1928 Wilbraham is required to pay an even fifty cents out of each thousand and so becomes eligible to participate. The claim of the town for 1928 is $7,519.11 and this amount should be received from the state treasurer on March 10th. Had the state valuation of 1928 been a triennial valuation, the town might expect grants of about the same amount in March 1930, and March 1931; but the last General Court provided for a new triennial valuation to be made in 1929. Until the results of this are announced, the town will not know whether its right to participate will be retained beyond the present year.

Thanks are due Dr. Mary and Miss Adelia Blake for the gift of a victrola and a record cabinet to The Pines school; to Mrs. Stocking for victrola records; to the citi- zens of the Stony Hill neighborhood who paid for wiring the Stony Hill school house; to The Pines teachers who bought a blanket, pillow, and cover for the couch in the nurses's room; to the North Wilbraham P. T. A. for two volley balls and nets, a chinning bar, a bean bag board, a desk for the use of the school nurse, two large screens for the use of the nurse, an electric plate and teacups. I presume the ownership of these last articles remains with the Parent-Teacher Association, but their use by the chil- dren is freely permitted.

To either of the Constables of the Town of Wilbraham in the County of Hampden,


GREETING :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabi- tants of the Town of Wilbraham qualified to vote in town Parish House affairs to meet in Grange Hall in said Town on Monday Fourth the Sixth day of February next, at ten o'clock a. m. to bring their votes for Town Officers and act on the fol- lowing Articles. Viz:


Article 1. To choose by ballot a Moderator to pre- side in said meeting.


Article 2. To choose by ballot, a Town Clerk, and Town Treasurer, One Selectmen for three years, who shall be a member of the Board of Public Welfare, One Assessor for three years, Five Constables, One Auditor, Collector of Taxes, and One Tree Warden for the ensuing year: One School Committee, One Library Trustee, One

Water Commissioner for three years and one for two years, and One Cemetery Commissioner for three years, also to elect all other Town Officers.


Article 3. To hear and act on reports of the Select- men, Board of Public Welfare, Treasurer, School Com- mittee, and other Officers.


Article 4. To fix the compensation of the Collector of Taxes for the ensuing year. .


Article 5. To raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the ensuing year and appropriate the same and vote how the same shall be raised.

Article 6. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money in anticipation of the revenue of the cur- rent financial year.


Article 7. To see if the Town will instruct the Selectmen to prosecute any person selling or transport- ing intoxicating liquors in this Town contrary to the laws of the Commonwealth or take any action in regard to the same, or raise any money for the same.


Article 8. To see what disposition the Town will make of the Dog Tax of 1928.


Article 9. To see if the Town will vote to raise and appropriate money to continue the permanent Highway work on the road leading from Wilbraham Center to the Hampden line providing the State and County furnish a like amount.

Article 10. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to pay overdrafts made by the several departments of the Town during the year 1928, or take any action relative thereto.


Article 11. To see if the Town will vote to raise and appropriate money to install street lights between the State Game Farm and Main Street on the Tinkham Road.


Article 12. To see if the Town will vote to extend electric lights from Glendale Methodist Church to Leon J. Bennetts and raise and appropriate money for the same.

Article 14. To see if the Town will vote to raise and appropriate the sum of thirty-five dollars for the care and winding of the Town Clock on the M. E. Church.


Article 15. To raise and appropriate money for permanent highway work on the Stony Hill Road, lead- ing from the Springfield Road to the Tinkham Road.


Article 16. To see what disposition the Town will make of the hearse.


Article 17. To see if the Town will make some dis- position of the Edward Powers School Building.


Article 18. To see if the Town will raise and appro- priate money to extend the existing water main in Springfield Street to Stony Hill Road, thence on Stony

Hill Road as far as appropriation will allow, at the direc- tion of the Board of Water Commissioners.


Article 19. To see if the Town will vote to raise and appropriate money for the enlargement of the school lot at Number 8 North Wilbraham.


Article 20. To see if the Town will vote to raise and appropriate money for the Proper Observance of Memorial Day.


Article 21. To see if the Town will raise and appro- priate the sum of One Hundred Dollars ($100.00) to be expended by the Trustees for County Aid to Agriculture for the County of Hampden in accordance with the pro- visions of Chapter 273 of the Acts of 1918, the same to be applied for the purpose of teaching and demonstrating better practice in Agriculture and Home Making.


Article 22. To see if the Town will make some dis- position of the Town Pound.


Article 23. To see if the Town will raise and appro- priate a sum of money for the purpose of hireing a clerk to assist the various boards of the Town.


Article 24. To see if the Town will reimburse the Maple Street Social Club for installing electric lights in Number 1 Schoolhouse and raise and appropriate the sum of $31.80 for the same.


Article 25. To see if the Town will vote to elect an annual Moderator in accordance with Chap. 39, Sec. 14 of the General Laws.

And you are directed to serve this warrant by post- ing attested copies thereof: one at the Post Office at Wilbraham, one at the Post Office at North Wilbraham and one at Glendale Church, seven days at least before the time of holding said meeting. AUDITOR'S REPORT


In February, 1929, I completed an audit of the books and accounts of all the officers instrusted with the receipt or custody of money for the year of 1928, and to the best of my knowledge and belief said accounts are correct.


There was a State Audit made later in the year about which Mr. Edward H. Fenton, Chief Accountant of the Division of Accounts, made some rather uncalled for state- ments which he allowed to be published in the daily papers. The result, however, of the State's Audit only confirmed the fact that no money had been lost to the town by the acts of any of the officials.

And to meet the said appropriation that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow said sum and to issue bonds or notes of the town therefor but not over $2000.00 of said bonds or notes to be due or payable in any one year. Said bonds or notes to be payable în accordance with Section 19 of Chapter 44 General Laws so that the whole loan shall be paid in not more than four years from the date of issue of the first bond or note, or at such earlier date as the Treasurer and Selectmen may de- termine. A unanimous vote.


Art. 19 Voted unanimously to raise and appropriate a sum not exceeding $750.00 for the purpose of enlarging the school lot at Number 8, North Wilbraham and that the Selectmen be authorized to enlarge the lot by purchasing a piece of land adjoining said lot on the south and east, as described in this town meeting, containing about six-tenths of an acre.


Art. 20 Voted to raise and appropriate the sum of $300.00 for the use of the Wilbraham Post of the American Legion in carrying out the following program : The proper observance of Memorial Day and the care of Memorial lots at North Wilbraham, Wilbraham and Glendale.


Art. 21 Voted to raise and appropriate the sum of $100.00 to be expended by the Trustees for County Aid to Agriculture for the County of Hampden in accordance with the provisions of Chapter 273 of the Acts of 1918, the same to be applied to the purpose of teaching and demonstrating better practice in Agriculture and Home Making.
