MISCELLANEOUS RECORD.
ORGANIZATION OF COUNCILS.
The members of the Select and Common Councils, are elected annually, on the first Tuesday in May, and meet at the City Hall, at 10 o'clock, in the fore- noon, on the Monday succeeding their election, for the purpose of organizing in their respective cham- bers, the Chief Clerks of former Councils acting as the presiding officers, until Councils elect their Pre- sidents. The members of each Council are severally sworn or affirmed to support the Constitution of the United States and of the Commonwealth of Penn- sylvania, and that they will discharge the duties of their office with fidelity. Each Council elects a Pre- sident, Chief Clerk, Assistant Clerk and Messenger, who severally take the oath of office, and enter imme- diately upon the duties thereof. Councils being thus fully organized, notify the Mayor of that fact, receive whatever communication in writing he may have to make to them, and proceed to the performance of business.
