Board of Guardians of the Poor of the City of Philadelphia .- So much of the Act of Assembly of 1854 relating to the organization of the Guardians of the Poor, is repealed "by a Supplemental Act, approved April 7, 1859," with the following proviso, "Provided, that so much of this Aet as relates to the Guardians of the Poor, shall not apply to the 22d] Ward, nor to such parts of the 21st and 23d Wards, as are now under a separate organization for the support and employment of the poor."
On the 1st Monday in July, 1859, and annually thereafter, nine citizens and electors of the City of James Bond.
Philadelphia, shall assume the powers and duties of the Guardians of the Poor, to be selected in the fol- 1859, N. W. Jones.
one citizen to serve for one year, one for two years, one for three years, and annually thereafter the said Court shall appoint one person to be a member of the said Board.
The Judges of the Court of Common Pleas shall appoint the same number, and in like manner.
The Judges of the Supreme Court of this State shall appoint the same number, and in like manner.
The Select and Common Councils of the City of Philadelphia, in Joint Convention, at any stated meeting in June next, shall elect the same number of members of said Board; one to serve for one year, one to serve two years, one to serve three years ; and annually thereafter, at any stated meet- ing in June, said Councils in "joint Convention shall elect one member of said Board to serve for three years."
(The members of said Board shall organize on the 1st Monday in July, 1859, at ten o'clock in the morning.)
Vacancies by death, resignation, or otherwise, in the Board of Guardians or Board of Health, shall be supplied and filled for the unexpired term of such member, by the Court which appointed or the Councils which elected said member.

One or more passengers by the hour, with the privilege of going from place to place, and stopping as often as may be required, $1 00 per hour.
Hiring a hackney carriage, not specified to be by the hour, is deemed to be by the mile. But in case the distance is more than four miles, the rate for each additional mile is 12} cents per passenger.
