STREETS.


To say that war conditions have interfered with the work of this department is only stating a self-evident and very im- portant fact. Labor has been very scarce, and, although not high when compared to the increased cost of everything else, yet it has been materially more than ever before in this section.

CITY OF RUTLAND


Consequently, practically everything which has been done dur- ing the past year has cost more than similar work in former years. Also, supplies of all kinds have been hard to obtain es- pecially within a reasonable length of time. Consequently, un- avoidable delays have been caused both in commencing and in the performing of some of the work of this department. In fact, toward the latter part of the season we were notified not to be- gin any construction work which was not especially sanctioned by a special United States Board appointed to see that not any except absolutely necessary work was started until after the close of the war.
