Report of the Commissioner of Public Works
To the Honorable City Council:
Gentlemen :- In accordance with the provisions of the City Charter, I beg to submit herewith the 11th annual report of the Commissioner of Public Works for the year ending December 31, 1919 : -
The cost of doing the work during the year just ended has been materially higher than ever before. Not only have mater- ials and supplies advanced, but labor costs have increased about 20 per cent over last year, due mainly to the adoption of the eight hour day and increase in the cost of team hire.
