Report of the Mayor
To the Citizens of the City of Rutland :
I hereby submit, for your consideration, my third annual report as Mayor of the City of Rutland for the year ending Dec. 31, 1921.
In co-operation with the members of the City Council, we have tried to carry on the affairs of our city to the best of our knowledge and for the best interests of all concerned.
Again this last year, through the efforts of the City Treasurer the $50,000.00 street improvement bonds were placed at par, five per cent, saving the city several thousand dollars, all for which he is deserving a great deal of credit. The rates of interest paid in some cities are as high as 61/2 and 63/4 per cent for city improvement bonds. While we issued $50,000.00 more of street improvement bonds this last year, we have saved, through the payment of bonds and sinking fund earnings, $39,668.87, making the net increase in our bonded debt of only $10,331.13 as shown from the following figures taken from the report of the Treasurer. It is made up as follows :

We also were able to close our books with a cash balance on hand from our general accounts of $15,472.76.
We had money enough left from our $50,000.00 Bond Issue, after finishing the work on Strongs Ave. and South Main Street, to put in a piece of permanent road on Washington Street, in front of the City Hall, leaving a balance in the Street Improve- ment Account for 1921 of $1,739.61 after this work was finished.
PUBLIC WORKS DEPARTMENT
This Department was in charge of Donald D. Snyder up to June 1, 1921. After the resignation of Mr. Snyder, I appointed to this office Mr. Joseph P. Feeley, formerly superintendent for Linberg & Street on construction of the Wales and West Streets roadway and sewers, and I feel that the City of Rutland was very fortunate in securing the services of Mr. Feeley, as he seems to be the right man in the right place, not only as an engineer but a practical man, as he has had the experience in all kinds of work and understands the handling of men. Personally, I have been very much pleased with the way the work has gone along under his supervision and I also feel that the public is well pleased. He certainly has accomplished a lot since he has been on the job. We did not do all the work we would like to have done, but did all we could with what we had to do with. We are in hopes to accomplish more this coming year and get started earlier in the spring.

CITY OF RUTLAND
We purchased last spring a Scarifier for the Steam Roller. This has proved to be not only a money saver, but to do the work of picking up the roads and having them rolled back with one operation. While this work is not permanent, it smooths the roads and better satisfies the public and at a nominal cost.
The work that was unfinished on Wales and West Streets was completed in June. While there was quite a little criticism the time the work was going on, I do feel that the public is very well satisfied with the work, now that it is finished.
The permanent road work on Strongs Ave. and South Main Street extending to the City Line was started early in the spring and finished September 1st. This road gives a good approach to our city from the south, it being joined by the State and Federal Aid Road at the City Line with an eighteen foot concrete road, giving us a stretch of about two and one quarter miles of cement concrete road.
One of the worst problems this city is up against at the present time and will be for some time to come, until they are replaced and enlarged, is the sewer proposition. In nearly all cases our sewers that were laid years ago, with the idea of serving the public for the time being and not looking to the future, are too small to take the house sewage and the surface water where hard surface roads are built. We have enlarged some this year and built several new lines and, as the city grows and new sections are built up, it calls for new sewers and water mains and should have them, but all of this costs money and cannot be done at once.
I was approached last spring by Mr. O. J. Maigne in regard to doing some work on North Street in the way of curbing, side- walk and repairing roadbed, and he most generously offered to give his check to the City of Rutland for $1200.00 towards this work, which he did.
As you will note by Mr. Feeley's report, we have fenced in our city storage yard between Spruce and Post Streets, re- paired and enlarged the storage sheds, fitted up one of these for

a repair shop, where we can do all our own repairing of machines, automobiles, etc., and save us quite an expense in upkeep.
You will also note the new stone quarry we are opening on Pine Hill. This property, as you know, was given to the City of Rutland by Ex-Mayor H. O. Carpenter and comprises about 150 acres. This was a most generous gift and we look forward to sometime in the future when this can be made into a city park.
There is being some work done in the city engincer's office under the supervision of Mr. Feeley, assisted by Mr. Royce, that has been needed for a good many years, and, when completed, will be a valuable asset to the city. I refer to a most complete map of the city showing streets, sewers, water mains, hydrants and fire alarm boxes, also a new filing and accounting system telling one just what has been done each day and the cost of doing it, all of which is kept on file.
WATER DEPARTMENT
This department has been well taken care of under the supervision of Mr. Francis Tracy. There have been several new mains installed and some enlarged and extended, new hydrants and a number of new services.
There was purchased in this department water rights from four different parties at an expenditure of $14,900.00, all of which will be of great benefit to our water shed. We did not do any reforesting on the city property this year, but do expect to this coming year, as I feel that some time, if nothing happens to the young trees, this investment will be one of the most valuable assets to our city that we can have. We have planted about 500,000 trees and over 350,000 of them are in healthy condition and they are from two to three and one-half feet high.
DEPARTMENT OF PUBLIC SAFETY
This department is well taken care of by Commissioner Fred C. Roberts, and the members of both the Police and Fire Departments have carried out the duties of their offices to the

best of their ability. I think we have one of the best small Fire Departments in the State of Vermont and the Chief and the men connected with this department are faithful, efficient and "Johnny on the Spot" when it comes to a fire.
DEPARTMENT OF CHARITIES AND CORRECTIONS
This department under the supervision of Mr. and Mrs. Hickey has been well looked after. Some of the buildings are badly in need of repairs. With so many out of work this winter, the calls are many and from some who have never asked for aid before.
MEMORIAL HALL
The same appropriation of $4000.00 was made to the Library this past year and the money was well spent. Electric lights have been installed on the second floor and some minor repairs made on the inside of building. There is still more work that should be done on the building and the old lighting system on first floor should be remodeled.
CONCLUSION
In conclusion, I desire to express my appreciation to the Honorable City Council for their co-operation in conducting the affairs of our city and the friendly relations that have existed this year as in the other years I have held the office of Mayor. To Treasurer of the City, City Clerk, the Heads of the different Departments, as well as to the men connected with them, I ex- tend my thanks for their assistance in conducting the affairs of our city.
