l'o the Citizens of the City of Rutland:
I hereby submit, for your consideration, my second annual report as Mayor of the City of Rutland for the year ending Dec. 31, 1920.
It has been my endeavor, working with the members of the City Council, to conduct the affairs of our City for the best interests of the people and I have given a lot of time to this office.
Through the efforts of our City Treasurer in placing the new Armory and Street bonds at par, we saved the city some $5,700.00. Our bonded indebtedness, as you will see by our Treasurer's report, was increased $164,000.00, this being brought about by the Armory Bonds of $114,000.00 and the Street im- provement bonds of $50,000.00, both of which were voted by the people and approved by the City Council. At the same time, we have reduced the bonded indebtedness as follows :
General appropriation to sinking fund $8,000 00
School Bonds paid from general fund 2,000 00

This amount deducted from the $164,000.00 new bonds would leave the net new bonded indebtedness as $138,215.89. We were also able to close the year's business with a cash balance of $48,722.42 from our Armory and Street improvement bonds and a cash balance from the general accounts of $14,025.49.
I will not go into any detail of the receipts or expenditures of the different departments, as this is shown in the report of your Treasurer. You will notice in this report, that we are one

of the cities, if not the only one, that has lived within our ap- propriation and has not overdrawn the amount we receive from our taxes. Our tax rate of $2.50 is the lowest of any city in Vermont, some places running as high as $5.40, the average tax rate of the cities and towns of Vermont being about $3.17.
PUBLIC WORKS DEPARTMENT
The past year has been one of the hardest years for any Mayor to accomplish anywhere near what he started out to do, with the shortage of labor and the high prices of material. I realize we haven't done a whole lot or what we had planned to do, but have tried to do all we could with the money we had to do with. The work on Wales and West Streets did not go along as fast as we would like to have seen it, but the contractors were not all to blame, as the labor trouble and material held them back. If they had been able to have gotten the material they expected to use on the West Street sewer, the work would have gone much faster and West Street would have been com- pleted by Nov. 1st. The West Street sewer was an expensive piece of work, but, in the long run, it will be a great benefit to this section of our city as the old sewers were in worse condi- tion than we expected to find them, besides being about one-half the size of the new sewers. We have tried to see that all the underground work was taken care of before laying the new pavement. I think the public will be well pleased with this pavement when the work is completed and cleaned up. This department, under the supervision of Mr. Snyder, has been well handled and a close account has been kept by him of all ex- penditures in this department.
DEPARTMENT OF PUBLIC SAFETY
The men in charge of the Police and Fire Departments under this head have carried out the duties of their offices to the best of their ability. We had a little trouble in the Fire De- partment this last year, which inconvenienced us for a few days,

but at this time, we are proud of this department and the men in charge.
DEPARTMENT OF CHARITIES AND CORRECTIONS
This department has been well looked after under the super- vision of Mr. and Mrs. Hickey and the money well spent. There should be some needed repairs made on the buildings and heat- ing system this coming year.
MEMORIAL HALL
As suggested last year, there should be some much needed repairs made on the inside and the steps outside this building. Doors and window frames need painting and varnishing and electric lights should be installed on the second floor. The City Council voted an appropriation to the Library of $4,000.00, an increase of $500.00.
CONCLUSION
In conclusion, I desire to express my appreciation to the Honorable City Council for their co-operation in conducting the affairs of our city and the friendly relations that have ex- isted during the year. To the heads of the different depart- ments as well as the men connected with them, I extend my thanks for their assistance in conducting the affairs of our city.
