Report of the Commissioner of Public Safety


To the Honorable City Council:


Gentlemen :- I herewith submit the annual report of the Police and Fire Departments for the year 1920.


POLICE DEPARTMENT


The Police Department consists of the Chief of Police, seven regular patrolmen, one special doing regular duty and a number of special officers. The addition of one regular man has aided this department in caring for the ever increasing automo- bile traffic which was more congested this year, owing to the road construction on two of our busiest streets.


The Police Signal system which was installed a number of years ago will have to be replaced by a modern system in the near future as it is inadequate and is a growing source of ex- pense owing to the frequent repairs needed.


During the year there have been 129 arrests, 55 for intoxi- cation and 74 for all other offenses. Sixty-one people have been given lodgings.


The expense for the year is as follows:

ANNUAL REPORT


FIRE DEPARTMENT


The Fire Department is made up of the Chief Engineer, the first assistant engineer, the second assistant engineer, seven reg- ular firemen and fifteen call men.


The chief engineer, first assistant and four firemen at Sta- tion No. 1. The second assistant engineer and three firemen at Station No. 2.


The Department was called out 72 times during the year, 45 telephone alarms, 23 bell alarms and 4 thermostat alarms.


The fire loss for the year was $48,050, $29,150 of which was caused by one fire, the Grimm Evaporator plant.


In May owing to a strike of the firemen of Station No. 1 the department was reorganized, seven new men being engaged, and our small fire loss reflects credit on the efficiency of the present department.


I would recommend the addition to the permanent force of one man for duty at Station No. 1, and would suggest that if this is done the number of call men be reduced.


At least two additional alarm boxes should be installed, one near the Dana School on East street and one near St. Peters on Meadow street.

Report of City Attorney


To the Honorable City Council :


Gentlemen :


I beg leave to submit herewith my report as City Attorney for the year ending December 31st, 1920. During the year it has been my pleasure and privilege to advise and assist various committees appointed by your Board and to give legal advice to the various Officials of the City.


I have also, in behalf of the City, instituted several suits for collection of taxes at the request of the City Constable.


During the past year, two suits in which the City of Rut- land was the defendant, namely, Turner vs. City of Rutland and B. S. Hyland and Turner vs. Whittier, have been discon- tinued without cost or damage to the City. The City Attorney was also called upon to defend one other suit, Nichols & Barney vs. City of Rutland, which was returnable before the Rutland County Court and settled without trial.


The condemnation proceedings brought against the Ver- mont Hydro-Electric Corporation and H. E. Dyer for the pur- poses of acquiring certain water rights and privileges on the north branch of Cold River resulted in the acquiring by the City of the desired rights for a reasonable price.


The City Attorney has at various times appeared before the Public Service Commission of Vermont in matters in which the City was interested.


During the month of December of this year the City Coun- cil, feeling that the rates charged and service rendered by the Rutland Railway, Light & Power Company to the City of Rut- land and its inhabitants were unfair and unjust, authorized the City Attorney, together with the Board of Finance, to take steps to investigate the electric and gas situation. This Com-

mittee has engaged competent technical assistance and is now in the course of an investigation.


Your Honorable Board authorized the City Attorney a few months past to compile and revise the City Ordinances, some of which were obsolete and non-operative. I have spent a great deal of time in conferences with City Officials aud your Board and in considering the law in this work, which will be com- pleted in the very near future.


Through the efforts of the Overseer of the Poor and the City Attorney, several insane paupers have been removed to the Brattleboro Retreat for treatment.

Report of Overseer of Poor


To the Honorable City Council :


I respectfully submit my report as Overseer of Poor for the year ending December 31st, 1920.


The cost of maintaining this department shows an increase over the preceding year, due chiefly to contagious diseases, the influx of indigent people, and the high cost of living.


While the cost of contagious diseases is, by law, chargeable to the general fund and is paid from said fund by other cities and towns in this state, this item alone has cost this department $936.83.


With every available tenement in the city occupied during the year, it is but natural to expect some indigent people, and from my observations based upon the conditions existing in this department, we have more of this element than ever before in the history of this city.


The same care has been exercised by me as in previous years. Every case brought to my attention has been properly cared for.
