We desire to call attention to the fact that the city has received nearly $3,200.00 interest on daily balances during the year-an item that might be overlooked in studying the finan- cial report. We make special mention of this that the City Treasurer, to whose foresight this is due, may be given proper credit for looking after the city's interest in this respect.
We have examined the tax books in the City Constable's hands and find that apparently he has paid into the treasury all the moneys he has collected. There are uncollected taxes on his books as follows:

We understand that practically all the 1904-9 taxes are uncollectible, therefore we recommend that proper action be taken by the Board for the Abatement of Taxes to abate this list of taxes. We also recommend that the Constable be re- quired to furnish a list of such of the 1910-13 taxes as he is not able to collect and that these taxes also be abated.
The amount of uncollected taxes for the years 1914-17 is much larger than it should be and we recommend that the Con- stable be urged to push the collection of these taxes and that the City Council give him such support and assistance as may be necessary to enable him to close the accounts for this period as soon as possible.

Report of the Mayor
To the Citizens of the City of Rutland:
I submit the following report for the year 1918 for your consideration.
My report for 1917 showed the largest reduction in the bonded debt of any year since the city government went into effect, a reduction of $72,434.40. I am pleased to report that by the purchase of $25,000.00 water bonds, the payment of $2,000.00 school bonds, and the appropriation to and earnings of the sinking fund, the bonded debt has been reduced $48,208.62 in 1918, making the net bonded debt, including $72,000.00 water bonds, $232,036.37. There is no outstanding temporary indebt- edness, and there is $13,168.74 cash on hand, exclusive of the cash in the water, street and school departments, against $9,876.71 January 1st, 1917.

I called attention in my report for 1917 to the small bonded indebtedness of this city for a city of its size. Taking into con- sideration the very material reduction in 1918, I feel that the tax payers may well congratulate themselves on the city's finan-

cial condition. It is also a satisfaction to me to know that not- withstanding the marked increase in the cost of materials and labor during the past two years, the tax rate for city purposes has not been increased; that excepting the war tax of 20 per cent. imposed by the state, the rate remains the same as before the country entered the great war.
DEPARTMENT OF PUBLIC WORKS
The Department of Public Works, although laboring under many disadvantages, has accomplished much good work during the past year as shown in the report of the Commissioner. To this report and the recommendations therein I wish to add the following :
There is a nation wide demand for good roads and a wide diversity of opinion as to the conditions, materials and methods necessary to obtain the same. The building of permanent roads is a science which is, to my mind, only in its infancy. Until more fully developed, it will be necessary to follow what seems to be the plan that will give the best results for the money expended.
Rutland seems to be peculiarly situated with respect to obtaining good road material. An analysis of stone taken from deposits in this locality shows the presence of more or less lime, marble and other soft substances, the stone not being of sufficient strength to insure a surface that will stand the strain of the ever increasing automobile traffic. We must, then, turn else- where for proper surface material. To obtain this and to prop- erly increase the area of permanent roadway we must have a larger appropriation for street purposes. I believe that even- tually the main arteries or state roads in every city and town in the state will be taken care of by Federal and State appropria- tions, but until this is done, thereby releasing funds to take care of the less important streets in the city, it will be necessary to have more money for street work or benefit certain sections of the city at the expense of other sections.

I find from studying the methods adopted in different cities for raising money for permanent road building, that the issuing of bonds for this purpose seems to be the method most favored. I am given to understand that the system of issuing bonds of small denominations-of $50.00 and upwards-maturing in ten years and paying a fair rate of interest, has proved very satis- factory. However, there is no desire on my part to advocate this or any other plan at this time, but merely to give you the benefit of the little knowledge I have gained of so-called street financeering.
I would suggest that as early as possible a meeting of representative men from our business and industrial life be called to make a thorough investigation of this question in all its phases and report their findings to the citizens, to the end that we may enjoy a better system of highways.
An efficient "patrol system" is absolutely necessary in order that our present highways be maintained in at least a passable condition. Failure to continue this new departure which was started during the early summer was due to the loss of motors at crusher, scarcity of labor, etc.
The Mack truck purchased in 1911 is practically worn out and during the past two years has been continually undergoing repairs. I would recommend the purchase of a modern truck to replace it. Another good investment for the city to make would be the purchase of a combination sprinkler and flusher to take the place of the sprinkler now in use, which is owned by private parties and rented by the Street Department.
DEPARTMENT OF PUBLIC SAFETY
I am heartily in accord with the recommendations of the Commissioner of Public Safety as to the Police and Fire De- partments.
The absolute necessity for a motor fire truck to replace the horse drawn truck at Station No. 2 is becoming more apparent daily and I would recommend that one be purchased.

CITY OF RUTLAND
The officials of both departments are deserving of special mention for the efficient manner in which they have performed their duties.
DEPARTMENT OF CHARITIES AND CORRECTIONS
This department is under the direct charge of Overseer John J. Hickey, who has, with the assistance of Mrs. Hickey, given every consideration to deserving cases.
The buildings at the City Farm are in a fair state of repair but are old and require more or less repair work every year. Any recommendations by the Overseer as to improvements at the Farm are worthy of consideration.
MEMORIAL HALL
This building is in a poor state of repair and will require some expenditure of money during the present year. The en- tire building, as has been recommended in previous reports, should be given over for library purposes. The basement now used by the Library Association is entirely inadequate to meet the every day demands of its patrons.
The Association is deserving of a larger appropriation from our citizens to insure the high standard of public service that has always been maintained.
RECOGNITION OF SOLDIERS AND SAILORS
As an expression of our appreciation for the loyal, patriotic service of the brave men, living and dead, who have helped win the world war, I would suggest that a committee be appointed to prepare a program for welcoming our boys upon their return and to arrange for the presentation to them individually, or as a body, of some personal acknowledgment of our debt of grat- itude.
