Auditors' Report
To the Honorable City Council:
We have verified the notes, bonds, deposit books and other securities belonging to the City in the hands of the City Treas- urer, and Sinking Fund Commissioners, and find the same correct. We have also examined the accounts of the City Treasurer, City Clerk, Overseer of the Poor, Superintendent of Schools, and Sinking Fund Commissioners, and find that all moneys received by them have been duly accounted for, and they have proper vouchers for all moneys expended.
We also find that the records of disbursement as shown by the City Clerk agree with the entries shown on the Treas- urer's book.
We would mention that we found the various books and records in all departments in good order, and vouchers for all disbursements were produced.
We have examined the tax books in the City Constable's hands and find that apparently he has paid into the treasury all moneys he has collected. The total amount of uncollected taxes is $4,986.00 ; of this amount $4,040.34 is for the years 1917- 1918. We recommend that the old balances should either be collected, or abated if they are not collectible.
We suggest that it would be advisable to have all taxes col- lected and paid into the treasury within two years from the date they are given the Constable for collection.

Report of the Mayor

To the Citizens of the City of Rutland:
I hereby submit my first annual report as Mayor of the City of Rutland for the year ending December 31, 1919, for your consideration.
It has been my endeavor, working with the members of the City Council, to conduct the affairs of our city for the best in- terests of the people we represent. The reports of the City Treasurer and Commissioner of Public Works are most gratify- ing to me and I trust will be to the people of Rutland, especially at a time when the prices of material, labor and everything that enters into the cost of the work are so high. We have been able to close the accounts for the year ending December 31, 1919, with a cash balance in our general account of $11,385.59. Only for a temporary loan of $14,000.00 from our Water Department for the purchase of the Armory site, our cash on hand in this de- partment would show a balance of $26,156.09, in place of $12,156.09. This loan will be paid back from a bond issue the coming year.
We also have paid out of the general fund $11,000.00 for the new Fire Truck this last year. The State of Vermont ap- propriated the sum of $1000.00 for permanent work on the high- ways leading into the city. This money we did not use, so the matter was taken up with Mr. Bates to see if it could not be carried over into next year's account. This he said he would do, provided the city set aside an equal amount from this year's street account. This we have done and have 511.19 to the good, after setting aside the $1000.00, as our street account shows a balance of $1,511.19.
We have reduced the bonded indebtedness of our city $24,252.95, making the net bonded indebtedness $207,783.42.

The tax rate of the city of Rutland is $2.20, while in reality our tax is $1.80, the same as before the war, the extra 40% going to the State. I doubt if many people realize how much the City of Rutland pays to the State of Vermont. For your in- formation I would say, the city has paid to the State this last year in round figures $64,000.00, a lot of money over which we have no control. The cause for the additional appropriation in the Police and Fire Departments was due to the increase in sal- aries and the purchase of the new Fire Truck, after the budget was made up at the beginning of the year, January 1, 1919.
I am not going into any details of the receipts or expendi- tures of the various departments, as they will be shown by the report of your Treasurer.
DEPARTMENT OF PUBLIC WORKS
In this department I would say that we have not done all that we would like to have done, but we tried to accomplish what we could with the money we have had to do with. We have not done any real permanent work on our streets, but have done what we could in the way of resurfacing, smoothing and patch- ing of our streets, which has improved them and with proper attention each year ought to go for some time, or until we can afford to do more permanent work. We have tried to divide up this work in the different parts of the city as best we could. We have not been able to do work on as many streets or side- walks as we would like to have done, as our finances would not permit this. We are in hopes to get to some of this work the coming year.
I feel that the work that has been done on a whole has been quite satisfactory, and that the patrol system that was started this year has worked out fairly well and that we shall be able to accomplish much more with this system the coming year, as we have been hindered in getting material for this work.
The work in this department was not started as early as we would like to have started it in the spring. It seemed to be the sentiment of the City Council and the Citizens that we

engage an expert City Engineer from outside our city and ap- point him to the offices of Commissioner of Public Works, City Engineer, Supt. of Streets and Sewers. After writing to a num- ber of different cities and Engineering Departments in our coun- try, we were able, through some letters of recommendation to se- cure the services of Mr. Donald D. Snyder of Albany, N. Y., who had had seven years' experience in that city under one of the best Engineers in the country. Mr. Snyder took up his work here in May. I think the people of Rutland will agree with me that we have the right man in the right place. He is very much interest- ed in his work and likes the people of Rutland. And now that he has become better acquainted with the people and the con- ditions existing in our city during the few months that he has been here, he will be much more valuable to us the coming year. He is always open to suggestions and complaints, and if reported to him, I am sure he will try and attend to same if it be in his power to do so.
The report of Mr. Snyder will show for itself the work that has been done and the money expended, a report that every citizen should be proud of.
Mr. Snyder has suggested to me that we should fence in our property between Post and Spruce Streets that is used for stor- age and an addition be built on to the present building to give us more storage for our city tools and machinery, also that we have a space at one end of the building enclosed that may be heated for doing work on the roller during slack hours in the winter, so we can get the machines ready for use when spring opens. As it is now, we haven't any place for this work. The machines being used until late in the fall could be put away in much better con- dition. This, I think should be done. Another thing that has been suggested to me is that this city should build a two story building on the land owned by the city south of our City Hall building, to give more storage room for city supplies and tools. This is a good suggestion, but our funds may not permit this on account of the high cost of everything in the building line at present.

DEPARTMENT OF PUBLIC SAFETY.
We have been able to bring about in this department the purchase of another piece of modern motor driven fire apparatus, of the American La France Fire Engine Co. make with a motor driven pumping attachment. We have also added one more reg- ular fireman to the force at Station No. 1. Our first motor driv- en combination Truck has been thoroughly overhauled and paint- ed and is now in service at Station No. 2. The old horse stalls in this Station have been removed, a new hardwood floor laid, and a cement wash stand installed. This work was done by the men in the department. The horses, harnesses and one hose wagon have been sold and the old Fire Engine was turned in to- wards the new truck. The men in charge of the Police and Fire Departments under this head have performed their duties in a most efficient way and for the best interests of the city.
DEPARTMENT OF CHARITIES AND CORRECTIONS.
This department under the charge of Overseer Mr. John J. Hickey and Mrs. Hickey has been most creditably taken care of. There should be some much needed repairs made at the City Farm this coming year.
