NEW WORK


The paving of Strongs Avenue, from Madison Street, south to South Main Street, and thence south to City Line, was awarded to the Hassam Paving Company of Worcester, Mass., May 2, 1921, for the sum of $47,948.00. That firm being the lowest bidder of the five contractors who submitted figures.


Work was under way May 13, and the pavement completed September 1, 1921.

ANNUAL REPORT


Mussey Brock Bridge on South Main Street was built under contract by the Hassam Paving Company.


Cost of bridge $2,849.90


Moon Brook Bridge was built by the City of Rutland, labor from the Street Department.


Cost of bridge $1,172.68


Baxter Street Bridge, near corner of Oak Street, was also built by the Street Department.


Cost of bridge $750.13


NOTE: Lumber used on Moon Brook Bridge utilized in the con- struction of Baxter Street Bridge.


The size and type of the above bridges are about the same, and you will note that there was considerable saving to the city on the bridges constructed by city labor.


It was decided to widen and curb Strongs Avenue 3 feet on the East line, from Prospect to Clover Street, to reduce the danger to travel caused by vehicles standing at the curb at the various places of business in that section.


This work was constructed by city workmen.


Curb for this job was hauled from the Post Street yard, where it was originally removed from West and Wales Streets in 1920.


North Street on the north side was curbed, with marble removed from West and Wales Streets. This work was also done by city workmen.


A survey was made of Washington Street, between Wales and Merchants Row, and a concrete pavement laid. On this project the marble curb on both north and south sides had to be relaid. The curb on the south side was from 5" to 18" below grade.


We found that the 10" sewer had to be relaid as it was deteriorated in numerous places.


The city workmen did exceptionally good work on this job, as they had to use a small concrete mixer, which necessitated considerable moving around to get results.

STREETS


The majority of principal traveled streets needed reshaping and adding some road metal in the dips; the Street Department covered considerable ground, and a few years work will put the streets in serviceable condition. To get good results after re- shaping a road, it is necessary to apply a binder of tar or asphalt to keep the surface metal from blowing away; this is not permanent construction, and our roads of water bound Macadam and gravel will not stand up for any length of time under the conditions that we have today. Our City Ordinance calls for 10 miles per hour, but the cars travel much faster than that speed, and the suction of the tires as they pass over the surface causes pot holes and scabing. The proper maintenance treatment for the above type of road is to have a patrol man with a cold patch preparation of tar and stone chips and apply as soon as defects appear in the surface; this is a costly method but it is necessary to save the road. At a future time this water bound or gravel road will make an excellent base for a permanent type.


Oil was applied to City streets in May and July, furnished by the Standard Oil Company and applied at the rate of 1/3 of a gallon per square yard. The first oil was applied by team and the second oiling by auto spreader.


Cost of oil was considerably higher than in 1919 due to advance in price.


Water sprinkling was done in business sections of the City by the horse-drawn motor flusher and gave excellent results.


A considerable number of protests were received by the Commissioner of Public Works, regarding oil applied in outlying sections, and it seems as if some solution should be aimed at whereby the oil tax will be a satisfactory charge to all. At present owners of corner lots and owners of farms and large frontages in the more sparsely settled districts pay an exceed- ingly large amount for their share.

SEWERS


The sewer system has given considerable trouble due to the extra large drainage area and additional houses connected on the laterals.


During Fair week, Park Street sewer could not begin to carry off the sewage and we had numerous stoppages. Would recommend that at least two manholes be constructed to relieve that section.


River Street sewer backed into cellars after rains and caused much damage. The City Council directed that the sewer be relaid and larger pipe installed, between Meadow Street and Forest Street; this project was carried through. On removal of old pipe we found on examination that one-half the flow area was filled with roots from poplar trees, that grow in this vicinity. Two manholes were built on this line and the dwellings in this area are relieved from future nuisance.


It would be a money saver if all sewers laid in sections where willow, poplar and similar types of trees abode, were laid with sand and sulphur joint and waterproofed with pitch. This type of joint would prevent roots from growing in the pipe, causing stoppage of the flow area.


The sewer on Pine Street between West and State Streets has caused property owners trouble for the past few years. The sewer was 2 feet below the surface and was found to be a 5" concrete pipe that had disintegrated. The City Council au- thorized the relaying and enlarging. An 8" pipe was installed and new connections to all dwellings made; also one manhole was constructed, and at present time this line is in excellent condition.


All catch basins were cleaned late last fall, and numerous sewer lines flushed out.

SIDEWALKS


Considerable sidewalks were laid this year, both tar-con- crete and cement-concrete.


Tar-concrete sidewalks were constructed by Anson B. Hatch, Contractor, Rutland, Vt.


Cement-concrete sidewalks were constructed by the Street Department.


ENGINEERING WORK


Numerous surveys were run; street lines and grades given on request of property owners.


A sewer and water plan of both systems was compiled and City blocked off in areas; unfinished plans were completed and note books tabulated and contents transferred to proper plans.


A cost system was installed, including superintendent's daily report, unit cost sheet, construction cost record and con- struction record of completed job.


Survey, profile and cross-sections were made of West Street, Columbian Avenue and State Street. This was necessary to make drawings for the Gateway Road to be built in 1922.


Final survey of Strongs Avenue and South Main Street was completed, and final estimate for Hassam Paving Company for- warded to City Treasurer.


Richard Royce deserves mention for his interest, accuracy and loyalty in the Engineering Department.


POST STREET YARD


Conditions at the City Yard on Post Street were far from being satisfactory for the proper care and maintenance of tools, equipment and supplies.


The City Council authorized the Mayor and Commissioner of Public Works to do work up to $2500.00, and a new steel wire fence 7 feet high, set in concrete piers, was erected by the Street Department. After the erection of the fence, the old building

was renovated, brick floors, electric lights and heating system installed, a new wing to house equipment was built on the North side and another in the rear of main building. Grading will be finished in the spring of 1922. Then we will have a City Yard well adapted to our needs. Minor repair work and overhauling of equipment will be carried on throughout the winter months.


PINE HILL PROJECT


In June a survey of the stone quarry on Lincoln Boulevard was made, and results showed that we would not have enough stone to finish the season; such was the case. Stone was shipped from Port Henry, N. Y., but shipment of stone from foreign sources is not satisfactory. First, on account of cost. Second, uncertainty of arrival. Numerous quarries were recommended, but none were found satisfactory, until the quarry on Pine Hill was located. This land is owned by the City of Rutland, and is 13/4 miles northwest from the City Hall.
