the entire proscenium opening. and there .ha.l be for the rest of the stage a complete system of fire appara- tus and perforated iron pipes, automatic or 1820 sprinklers. Said pipes or sprinkiers con .. be rop; lied with water by high-pressure service, and he at all times ready for use. There shall be balconies not less than four feet in width in saii open court or courte for street, when the building borders on a street ;, at each level or tier above the parquet, on each side of the audi- torium, of anfficient length to embrace the two exits, and from the said balconies there shall be staircases extending to the ground level, with a rise of not more than eight and one-half inches to a step, and not less than nine-inch tread exclusive of the nosing. The staircase from the upper balcony to the next below shall be not less than thirty inches in width in the clear, and from the first balcony to the ground three feet in clear where the seating capacity of the andito- rium is fifteen hundred or less, and three feet six inches, where the seating capacity is not more than two thou- sand people. All the above balconies and staircases shall be constructed of iron throughout, including the floors, and of ample strength to sustain the load to be carried by them, and they shall be covered with a metal hood or awning, to be constructed as shall be directed by the inspector.


SECTION XXL ELEVATORS.


In any building in which there shall be an elevator not enclosed in walls constructed of brick or other fire- proof materials, and provided with fire-proof doors, the openings thereof through and upon each floor of waid buildings shall be provided with and protected by a guard or gate and with good trap-doors with which to close the same. Such guards, gates and trap doors shall be kept closed at all times except when in actual use. In all buildings except manufactories hereafter erected, the roof immediately over the elevator shall be covered with a skylight of suitable size. All ele- vators hereafter placed in any building, except manu- factories or store-houses, shall be enclosed in suitable walls of brick or frame work of iron and burnt clay filling, or other fire-proof materials ; said walls shall extend through and above the roof of the building at least three feet, and all openings into the same shall be provided with fire-proof doors made solid for three feet above the floor level, and with grill openings above. Elevators may be placed in the well-hole of stairs with- out such brick or fire-proof enclosures; where the stairs are inclosed with brick or other fire-proof walls, but the frame work and inclosure of such elevator shall be of iron or other fire-proof materials. The roofs over all inclosed elevators shall be made of fire-proof mate- rials, with a skylight of at least three-fourths of the area of the shaft, made of glass set in an iron frame. Immediately under all overhead machinery at top of elevator shaft, there shall be placed a substantial grat- ing or screen of iron of sufficient strength to protect from falling materials. Every elevator shall be pro- vided with a sufficient arrangement to prevent the falling of the car or platform in case of accident. Every part of any elevator not inclosed in a shaft, ex- cept in manufactories and store-houses, shall be pro- fected by an iron screen or grill. Freight elevators shall have a notice posted conspicuously thereon, as follows : "Persons riding on this elevator do so at their own risk." All persons placed in charge of run- ning muy elevator, shall be steady, reliable persons, with suitable qualifications to do such work. No ele- valor shall be used until it has been inspected and a permit has been granted by the inspector ; and when any repairs are found necessary, upon inspection, they shall be made without delay, and the use of the eleva- tor shall cease, and it shall not be again used until a now inspection, unless a certificate signed by an eleva- tor-builder that the elevator is safe, has been furnished and posted at the entrance.


SECTION XXIL


AC ordinances or parts of ordinances inconsistent herewith are hereby repealed.

August 14, 1787, in Rockyhill, Glastonbury, Bolton and Coventry.


Over Litchfield, Hartford, Windham and New London counties, July 15, 1799. In the last century near Meriden and Wethersfield; at Wallingford in 1878; at Winsted, July 2, 1888; at Burnside, Sept. 12, 1886.


March 11-18, 1888, occurred the heaviest snow ; ice storm ever known, which shut off all communi tion from the city for nearly a week except by the I distance telephone.


July 18, 1893, a heavy thunder shower accompa: with cyclonic wind and hail visited Hartford, unre ing buildings and uprooting trees, doing great dam: also to growing crops and tobacco in the towns of E. Hartford and Glastonbury.


April 12, 1894, snow and high gale; drifts 8 1 deep in some parts of the state.
