ANNUAL TOWN MEETING


Monday, January 15, 1951, adjourned to March 29, 1951


On a warrant duly issued by the Selectmen under the date of Janu- ary 2, 1951, and signed by Charles L. Rich, Walter J. Dempsey, Clement A. Riley and George C. O'Brien, Selectmen of Norwood, the meeting was called to order by the Moderator, Francis C. Foley. The proper service of this warrant was duly attested by James E. Quinn, Constable of Norwood.


All the requirements of the statutes and by-laws relating to elections and town meetings were complied with. The articles contained in the warrant, and the action thereunder is as follows:


ARTICLE 1. To choose all necessary Town Officers. The following are to be chosen by ballot, namely, Two Selectmen for three years; one Town Treasurer and Collector of Taxes for one year; one Moderator for one year; one member of the Board of Health for three years; two members of the Town Planning Board for three years; one Finance Commissioner for three years; two members of the School Committee for three years; two Trustees of the Morrill Memorial Library for three years; one member of the Norwood Housing Authority for five years; two Constables for one year; five Town Meeting Members for District One; six Town Meeting Members for District Two; three Town Meeting Members for District Three; four Town Meeting Members for District Four; seven Town Meeting Members for District Five; six Town Meet- ing Members for District Six; five Town Meeting Members for District Seven; five Town Meeting Members for District Eight.

ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1951 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Voted: That Article 4 be laid upon the table.

SPECIAL TOWN MEETING March 29, 1951


On a warrant duly issued by the Selectmen under the date of March 13, 1951, and signed by Clement A. Riley, Walter J. Dempsey and Sture Nelson, Selectmen of Norwood, the meeting was called to order by the Moderator, Francis C. Foley. The proper service of this warrant was duly attested by James E. Quinn, Constable of Norwood.


All the requirements of the statutes and by-laws relating to the calling of the town meeting were complied with. The warrant calling the meeting was read by Town Clerk and Accountant, Walter A. Blase- nak. The articles contained in the warrant, and the action thereunder being as follows:


ARTICLE 1. To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing, on the site of the tennis courts on the Senior High School grounds, a play area suitable for winter, fall and summer sports, or take any other action in the matter. (On request of the School Committee).


Voted: Indefinite Postponement.


Report of Committee with respect to Article 1:


The committee appointed by the Moderator, pursuant to action taken under Article 5 of the Town Meeting of March 30, 1950 to study the advisability of building a play area at the High School tennis courts submits the following report:


After careful study of the problem, the committee recommends that . no action be taken with regard to this project.

(On request of the School Committee.)

The committee appointed by the Moderator, pursuant to action taken under Article 5 of the Town Meeting of March 30, 1950 to study the acquisition of land by purchase, of certain areas or parcels of land north- westerly of the Senior High School for school purposes, submits the following report:


The committee, after careful study, recommends the Town authorize the Selectmen to acquire by purchase said land for school purposes.

To see if the Town will vote to amend the existing Zoning By-Law by altering the district boundaries established under Section 17 of said By-Law with respect to a certain portion of existing Trunk Highway "A" and to establish same as Trunk Highway "B" with respect to the following area; namely;


Beginning at a point in the westerly line of the Boston-Providence Turnpike, said point being S30-50-27E and distant 316.32 feet from a Massachusetts highway bound in the center line of Pleasant Street; thence, running N30-50-27W by the westerly line of the Boston-Providence Turnpike a distance of 316.32 feet to a Massachusetts highway bound; thence running northwesterly by a curve of a radius of 2040.00 feet, a distance of 499.03 feet; thence running northwesterly and northerly by a curve of a radius of 2139.85 feet a distance of 1490.18 feet to a Massa- chusetts highway bound; thence running N 16-36-42E a distance of 2566.22 feet to a point in the westerly line of the Boston-Providence Turnpike; said point being S16-36-42W and distance 221.92 feet from a Massachusetts highway bound; thence running N 73-23-18W a distance of 150.00 feet; thence running S 16-36-42W a distance of 2566.22 feet, thence running southerly and southeasterly by a curve of a radius of 2689.85 feet a distance of 1578.20 feet; thence running southeasterly by a curve of a radius of 2190.00 feet a distance of 535.72 feet; thence running S 30-50-27E a distance of 316.32 feet; thence running N 59-09-33E a distance of 150.00 feet to the point of beginning, as shown on plan on file with the Town Clerk.

ARTICLE 6. To see if the Town will vote to amend the existing Zoning By-Law by altering the district boundaries established under Section 17 of said By-Law with respect to a certain portion of existing General Residence and to establish same as Trunk Highway "B" with respect to the following area; namely,


Beginning at a point northerly of Dean Street and S 43-17E a dis- tance of 158.18 feet from the easterly line of the Boston-Providence Turn- pike; thence S. 43-17E a distance of 158.18 feet; thence N 28-12-20E a distance of 1509.32 feet; thence N 61-47-40W a distance of 150 feet; thence S 28-12-20W a distance of 1459.10 feet to the point of beginning, as shown on plan on file with the Town Clerk.


Voted: To so amend.


ARTICLE 7. To see what sum of money the Town will vote to raise and appropriate to meet the expense of improvement of the present parking area north of the Municipal Office Building.


Voted: That the sum of $1,000.00 bc raised by taxation.

ARTICLE 8. To see what sum of money the Town will vote to raise and appropriate for improvement of the parking area in the rear of the Norwood Theatre.


Voted: Indefinite Postponement.


ARTICLE 9. To see if the Town will vote to authorize the Select- men to acquire by purchase or otherwise an area of land in the rear of the Norwood Printing Company and the Town Square Athletic Associa- tion on Central Street and to raise and appropriate a sum of money to meet the expense of the acquisition of the same.


Voted: Indefinite Postponement.


ARTICLE 10. To see what sum of money the Town will vote to raise and appropriate to meet the expense of a parking survey to be made in conjunction with the Chamber of Commerce and the Retail Trade Board.


Voted: That the sum of $200.00 be raised by taxation.


ARTICLE 11. To see what sum of money the Town will vote to raise and appropriate to meet the expense of a suitable testimonial to George F. Willett.


Toted: That the sum of $100.00 be raised by taxation.


ARTICLE 12. To see what sum of money the Town will vote to raise and appropriate for the expense of the New Industries Committee.


Voted: That the sum of $500.00 be raised by taxation.


ARTICLE 13. To see what sum of money the Town will vote to raise, borrow, or transfer from available funds in the treasury, and appropriate for the constructing of an addition to the present new Public Works Building and Yard, or take any other action in the matter.


Voted: That the sum of $17,000.00 be raised by taxation.


Voted: That this meeting be dissolved.

ADJOURNED ANNUAL TOWN MEETING January 15, 1951 to March 29, 1951


On a notice duly attested by the Town Clerk and Accountant, Wal- ter A. Blasenak, and dated March 8, 1951, the Adjourned Annual Town Meeting was called to order by the Moderator, Francis C. Foley. The proper service of this notice was duly attested by James E. Quinn, Constable of Norwood.

The articles contained in the warrant, and the action thereunder is as follows:


ARTICLE 2. To hear and act on the reports of town officers and committees.


Voted: That the report of the Finance Commission and its recommendations with respect to appropriation estimates for the year 1951 be received and acted upon.


Voted: That the following report submitted and signed by Herbert A. Wiggin be accepted:


Pursuant to a vote adopted at a Special Town Meeting on August 3, 1950, a committee of fifteen has been organized and has consulted with Mr. George F. Willett with reference to the plans for the Norwood Civic Association.


A subcommittee of three was appointed to obtain details, pertinent data and information from Mr. Willett. It appears pressure of Mr. Willett's affairs, has prevented him from completing his report to the subcommittee.


I have been informed as of this date that Mr. Willett will have data in the hands of the Committee so that a report can be rendered in six weeks from now.
