proper service of this warrant was duly attested by James E. Quinn, Constable of Norwood.
All the requirements of the statutes and by-laws relating to elections and town meetings were complied with. The warrant calling the meeting was read by Town Clerk and Accountant, Walter A. Blasenak. The articles contained in the warrant, and the action thereunder being as follows:
ARTICLE 2. To hear and act on the reports of Town Officers and Committees.
Voted: That the 81st Annual Report of the officials of the town of Norwood be received and accepted as printed.
Voted: That the report of the Finance Commission and its recommendations with respect to appropriation estimates for the year 1953 be received and acted upon.
Voted: That the Moderator re-appoint the existing committee appointed on April 3, 1951 for a period of one year, and said committee be designated as Com- mittee on the advisability of the construction of the proposed fire stations in the Town of Norwood.
Voted: To accept the Report of Committee on Fire Station For South Norwood.
REPORT OF COMMITTEE WITH RESPECT TO ABOVE ARTICLE
This Committee was appointed April 3, 1953, and reported to the Town Meeting held March 27, 1952. The Town Meeting accepted its report and voted that the Committee should continue its work.
Since the last Annual Town Meeting, this Committee has met with the Planning Board and with the Board of Selectmen. In accordance with one of our previous recommendations, the Town requested the New England Fire Insurance Rating Association to (a) bring up to date its 22 year old report in which the Association recommended a fire station in South Norwood, and (b) to advise as to the priority and urgency of this project.
The response from the Rating Association read in part:
"We find it difficult to definitely answer your inquiry because of the age of the last report. We are certain, however, at this time we would recommend again the establishment of a fire station at South Norwood, but we believe it must be left with the municipal authorities to determine whether this should take pre- cedence over other improvements."
Furthermore, the Rating Association advised that it has not the personnel to bring up to date its old report.
We have no new information which would change our previous conclusion that we should consider a fire station in South Norwood as a future possibility, and one requiring further study as to priority and cost. Furthermore, the Project should be considered in the light of the fire protection needs of the Town as a whole.
Respectfully submitted, John A. Abdallah Arthur Buell Anthony Mickunas John R. Russell William Hyland, Chairman
