Claims and Litigation
Claims against the Town brought to the attention of the Selectmen during the year by court action or otherwise, were, when it appeared to be desirable or necessary, referred to the Town Counsel for advice, report and appropriate action and where disposition was made, it was on approval given.

REPORT OF SELECTMEN
Miscellaneous
The Board adopted a policy calling for a yearly meeting with each of the elected town boards and officers and a meeting every three months with department heads.
A considerable amount of time and study was given to the water problem of the town and the Board is continuing its efforts and exploring every possibility to find the best solution to this problem.
Attention was also given to the matter of the adequacy of the present town dump following complaints of residents in the area of the present location, a com- mittee was appointed to study the situation and has done considerable work on this problem.
An advisory parking conimission was appointed to assist the Board in deter- mining a programı with respect to providing adequate parking facilities in the town. After considerable work the commission has made recommendations which it feels will alleviate the present situation.
Board advised of 1953 chapter 90 allotments:
Dean Street -- State $10,000; Town $5,000; County $5,000.
Maintenance - State $1,000; Town $1,000; County $1,000.
Treasurer and Collector's bond approved - $62.300 -- for Collector and $56,400 for Treasurer.
Joint meeting with Planning Board and Town Counsel with reference to juris- diction and the validity of town meeting action in the adopton of section 81A of Chapter 41 of the General Laws.
Conference with representatives of the Chamber of Commerce with reference to proposed committee to review present town chapter.
Sewer construction and layout order signed covering Tamworth Road, Cran- more Road, Prescott Road, Belnap Road and Richland Road.
Conference with representatives of Tobe Deutschmann Corporation with ref. erence to the need of increased water supply to plant.
Conference with committee on South Norwood Fire Station with reference to survey of New England Fire Rating Association.
Voted to place cemetery workers on 40 hour week at the same hourly rate for laborers as that paid laborers in the Public Works Department.
Joint meeting with the School Committee and discussion of repair of school buildings and other matters of mutual interest.
Notice received of assessment for maintenance of Norfolk County Hospital in the amount of $37,709.94.
Joint meeting with Board of Health, Board of Public Welfare, Building In- spector, Sealer of Weights and Meaures, and Chief of Police relative to proposed remodeling of lower floor of Municipal Building.

Joint meeting with Trustees of Morrill Memorial Library and discussion held with reference to the Beacon School lot in the rear of the library, the library Trustees indicating their desire that this land be held for library purposes and the Selectmen being in accord.
Voted to place Public Works employees. Electric Light Department employees and water operators on 40 hour week with the same gross earnings.
Conference with Norwood Housing Authority and representatives of the State Housing Board with reference to procedure in the matter of obtaining additional housing units. Selectmen in agreement to insertion of articles requested by Housing Authority in town meeting warrant.
Contracts signed for chapter 90 work to be done on Washington and Neponset Streets.
Conference with Mr. Lester Dana with respect to the problem of off street parking.
New schedule of cemetery charges adopted to become effective June 1, 1953:
1. Interment fees -- $25.00
2. $5.00 extra charge for funerals on Saturdays, Sundays and holidays
3. Interments from December 15 to March 15 - $30.00
4. Elimination of $1.00 charge for steel and cement vaults
5. Extra deep graves - $10.00
6. Single graves - $25.00
7. Monumental foundation - $3.00 per square foot - minimum charge of $5.00
8. Care of lots - $3.00, $4.00, and $5.00
Conference with Committee on Parking Facilities of Chamber of Commerce and Mr. Lester Dana with reference to parking meters and off street parking.
Charles L. Donahue. Herbert S. Ham, Albert E. Casey, John Bayer and Ernest Paciorkowski appointed by chairman as a committee to study the problems in con- nection with the public dump and report back with recommendations.
Order signed for layout and construction of sewers on Franklin Street, Hillside Avenue to Willow Street; Rock Street from Oliver Street 320 feet northeasterly; Walpole Street, Laurel Road to Hillshire Lane.
Conference with Fire Chief Earle, Town Engineer Thompson and Public Works Superintendent Casey regarding water situation. Voted that emergency be declared and restrictions placed upon the use of water. Arrangements made for Dedham and Walpole tie-ins in case of emergency.
Voted to instruct the General Manager to submit application to the Metro- politan District Commission for entrance to the M.D.C. water system.

Voted to adopt procedure for grievance settlement in Public Works Department.
Deeds for lots in Highland Cemetery as presented from time to time were approved and acknowledged for delivery.
From time to time during the year jurors for service in the Superior Court for Norfolk County were drawn in the manner required by law.
Consideration was given and recommendations made with reference to estimates submitted by the General Manager and others of appropriations required in the conduct of the business of the town for the year 1953.
Town meetings, both annual and special, were called by appropriate warrants as submitted by the Clerk containing articles as to which town action was sought and was required.
Throughout the year all persons desiring a hearing or conference with the Board with respect to complaints or grievances were given full opportunity to be heard and the matter complained of given due consideration.
Conclusion
The foregoing report is intended merely to indicate in part the many and varied activities of your Selectmen during the year 1953.
The list of persons qualified for Jury service as prepared by the Selectmen follows as an addendum of this report.

REPORT OF THE TOWN COUNSEL
The Honorable Board of Selectmen
Gentlemen:
I submit herewith in summarized form my report of the activities of the law department for the year 1953.
Frequent changes in the laws applicable to municipal government bring re- quests for interpretation of the law which require constant study of the new legislation in its relation to our activities in order to competently advise those charged with the conduct of our town government.
Much of the service rendered was advisory in nature and was furnished to the various departments of the town through written opinions upon request therefor.
Additional service was rendered by attendance at hearings and conferences, court appearances, drafting of articles for town meeting warrants and motions to be offered thereunder, drafting of deeds, agreements and various other instruments.
The service rendered dealt with practically every phase of municipal activity.
Litigation and Claims
Various claims for personal injuries and property damage were made against the town arising out of alleged defective conditions in public ways concerning which opinions as to liability on the part of the town were given and recommendations made as to disposition of the claims.
Other matters as to which service was rendered by way of advice and opinion are referred to under the headings of the departments and officials concerned.
Board of Selectmen
Advice with reference to referendum provisions in section 15 of chapter 541 Acts of 1947 and applicability to other than appropriation votes.
Advice with reference to review of district boundaries under the provisions of section 4 of chapter 541 Acts of 1947 in connection with increasing number of town meeting members.
Advice with reference to procedure under section 14 of town charter with respect to school building repairs.
Advice with reference to authority to amend traffic rules and regulations under General Laws chapter 40 section 22.
Advice with reference to authority in regard to awarding of school bus contract and garbage collection contract.
Advice with reference to imposition of restrictions upon auctioneers license.
Advice with reference to provisions of chapter 662 Acts of 1949 relative to union health departments.

Advice with reference to Board of Standards and provisions of General Laws chapter 143 section 3J.
Advice with reference to vote of special town meeting of August 31, 1939 authorizing sale of foreclosed tax title properties by Town Treasurer subject to approval of Selectmen and defining terms of sale.
Advice with reference to license to store volatile inflammable fluids and matter of restriction thereon.
Advice with reference to authority to require structural changes in building approved by the building inspector.
Advice with reference to authority to impose restrictions on private right of way granted for the benefit of property adjoining.
