REPORT OF THE TOWN COUNSEL
The Honorable Board of Selectmen
Gentlemen:
I submit herewith in summarized form my report of the activities of the law department for the year 1952.
Frequent changes in the laws applicable to municipal government bring requests for interpretation of the law which require constant study if the new legislation in its relation to our activities in order to competently advise those charged with the conduct of our town government.
Much of the service rendered was advisory in nature and was furnished to the various departments of the town through writtten opinions upon request therefor.
Additional service was rendered by attendance at hearings and conferences, court appearances, drafting of articles for town meeting warrants and motions to be offered therunder, drafting of deeds, agreements and various other instruments.
The service rendered dealt with practically every phase of municipal activity.
Litigation and Claims
Various claims for personal injuries and property damage were made against the town arising out of alleged defective conditions in public ways concerning which opinions as to liability on the part of the town were given and recommendations made as to disposition of the claims.
Other matters as to which service was rendered by way of advice and opinion are referred to under the headings of the departments and officials concerned.

REPORT OF THE GENERAL MANAGER
To the Honorable Board of Selectmen
Norwood, Massachusetts
Gentlemen:
Sumitted herewith are the reports of the various departments over which the General Manager has administrative control.
All the programs and projects for which appropriations were provided at the Annual Town Meeting and which are carried out under the direction of the General Manager, have been fully completed or are progressing satisfactorily. The materials have been ordered and the necessary contracts awarded. We expect all projects to be completed within the framework of the appropriations.
The pumping equipment has been installed at the Buckmaster Pond station and the new unit is in operation. We must now go forward with the installation of the pipe line from Westwood to our standpipe in order that the new equipment may be operated at its full capacity.
The Manager also believes that we should continue our search for additional sources of water supply in order to keep abreast of increasing use of water.
The continued growth of the Town has been a challenge to the ingenuity of the Public Works and Light Departments. We have kept abreast of the situation and I compliment the Superintendent of Public Works, the Town Engineer and the Superintendent of the Municipal Light Department for their fine spirit of cooperation in these matters. They have done a fine job of helping me to carry out a full program without increasing our forces.
As the Town grows we feel the need of more major equipment, particularly a backhoe.
To all town officers and employces, I extend my most sincere thanks for their cooperation during the past year. I look forward to 1953 as a year of progressive and successful administration of the affairs of the town.

Dear Sir:
The total amount of purchase orders issued in 1952 was 2088 which shows an increase of 268 over the previous year.
In connection with each and every order numerous telephone calls, letters and other means of communications were utilized in order to ascertain proper com- petitive prices, delivery dates and other pertinent information.
In all but emergency cases, the spirit of competitive bidding was used to the fullest extent in order that the Town purchases could be made at the lowest possible prices, provided quality, service and delivery were comparable. Local vendors were always contacted first in order to give them the opportunity to do business with the Town.
Deliveries on most materials improved greatly in 1952. Copper and steel products, however, had to be applied for by Defense Order ratings and deliveries on these products, especially copper wire, were from 6-8 months after receipt of orders.
Competition in 1952 was very keen among all vendors and it is hoped that this competition will increase in 1953 so that the Town may benefit to a greater extent than ever before.

REPORT OF MUNICIPAL LIGHT DEPARTMENT

Dear Sir:
I herewith submit my report as Superintendent of the Municipal Light Depart- ment for the year 1952.
The Light Department has again experienced a busy year keeping up with expansion and carrying out our maintenance program as set forth at the beginning of the year.
I am pleased to report that much progress has been made toward correcting a very serious distribution problem in our underground wiring system around the center of the Town. New cables have been installed and faulty apparatus removed. The Lewis vault installation has been dismantled and the transformers are now in operation at the Tannery. Also a new 300 KVA Underground Transformer Vault has been built and put in operation in front of Grants's Store on Washington Street. A new express feeder has been run from the Central Street Station to Walpole Street, insuring delivery of power to the Southwest side of the Town, without interferring with any shopping district.
Much has been accomplished toward converting the distribution system 10 4160 volts and the work is going forward.
Tree trimming for wire clearance was completed over about one-half of the Town, which has afforded much more reliable service in that area.
The off-peak hot water meter program was carried out with a saving to the Town of several thousand dollars per year on the Edison billing.
In my opinion much was accomplished by the Light Department toward building and maintaining a reliable and efficient utility.
