Voted to request Civil Service Commission to conduct promotional examination from labor service for line foreman in the Electric Light Department.
January 16-Bonds of Town Treasurer and Collector approved.
Voted to complete electric light rate survey.
January 23-Voted to request State Department of Public Works to make traffic study of the Norwood business district particularly the traffic pattern in the area, the timing of traffic signals and bus stop locations.
January 30-Voted to request Department of Public Utilities to hold public hearing for purpose of obtaining adequate bus service by Canton-Blue Hill Bus Line.
February 6-Order of taking for Windsor Road signed.
Voted that General Manager take up with the New York, New Haven and Hartford Railroad the matter of replacement of the so-called "cattle fence" along the easterly side of the railroad tracks between the first and second bridge on Washington Street.

Received final report of Electric Light Rate Committee. Voted that Committee be discharged and a letter of appreciation sent to each member of the Com- mittec.

December 26-Notice received from State Department of Public Works advising of advertising for bids on work to be done on Washington Street between the two bridges, bids to be opened on January 8, 1952.
Voted to adopt recommendation of General Manager and establish fees for building permits in the amount of $3.00 for the first $3,000 or any fraction thereof and $2.00 per thousand for each additional $1,000 or fraction thereof up to $50,000 and $1.00 per thousand or any fraction thereof for all over $50,000 with a maximum fec of $1,000.
Throughout the year all persons desiring a hearing or conference with the Board with respect to complaints or grievances were given full opportunity to be heard and the matter complained of given due consideration.

REPORT OF THE TOWN COUNSEL
The Honorable Board of Selectmen
Gentlemen:
I submit herewith in summarized form my report of the activities of the law department for the year 1951.
Frequent amendments of the laws applicable to municipal government bring requests for interpretation of the law which require constant study of the new legislation in its relation to our activities in order to competently advise those charged with the conduct of our town government.
Much of the service rendered was advisory in nature and was furnished to the various departments of the town through written opinions upon request therefor.
Additional service was rendered by attendance at hearings and conferences, court appearances and trials, drafting of articles for town meeting warrants and motions to be offered thereunder, and the drafting of deeds, agreements and various other instruments.
The service rendered dealt with practically every phase of municipal activity.
Litigation and Claims
Various claims for personal injuries and property damage were made against the town arising out of alleged defective conditions in public ways concerning which opinions as to liability on the part of the town were given and recommendations made as to disposition of the claims.
Other matters as to which service was rendered by way of advice and opinion are briefly referred to under the headings of the deparements and officials con- eerned.
