To see if the Town will vote to amend the existing Zoning By-Law by altering the district boundaries established under Section 17 of said By-Laws with respect to a certain portion of the existing Business District and to establish same as a Manufacturing District with respect to the following area; namely,

REPORT OF TOWN CLERK
Voted: That the town continue the present Committee on the South Norwood Firehouse which was appointed pursuant to town meeting action of April 3, 1951, to report back not later than the next annual regular town meeting.
Report of Committee With Respect To Above Article.
This Committee was appointed pursuant to town meeting action on April 3, 1951, to study the advisability of construction of a fire house in South Norwood. The members were named on December 12, 1951. Five meetings were held, in- cluding one with the New England Fire Insurance Rating Association. The Committee reports unanimously as follows:
1. The N.E.F.I.R.A. has advised that they recommended in December, 1929, that a new fire station be constructed in South Norwood, and that the same recommendation would hold today.
2. In making this recommendation the Association considered the town as a whole. One of the prime factors in their decision was the narrow highway approach to South Norwood, where Washington Street passes beneath the railroad tracks, and the hazard of this opening being blocked, requiring fire apparatus to back-track and take another route into South Norwood.
3. Even if a new fire station were provided, the insurance rates would not be reduced thereby. The Town now has Rate B. In order to obtain a rate re- duction the Town would have to have Rate A. Other improvements involving our water system too must be made in order to achieve Rate A.
4. The consensus of responsible opinion is that a fire station is needed in South Norwood. We believe that the Town should ask the N.E.F.I.R.A. to bring up to date their twenty-two year old report and to advise the town as to the order of priority of their recommended improvements.
5. To enable the Town to further adjudge the advisability of a new fire station, an architectural study to determine size and cost, on a preliminary basis, would be required and operating costs should be estimated. This work would require an appropriation.
6. It would seem advisable to consider a fire station in South Norwood as a definite future possibility, and one requiring further study as to priority and cost.
