THE COMMITTEE APPOINTED BY THE TOWN MODERATOR UNDER THE PROVISION OF ARTICLE 3 OF THE SPECIAL TOWN MEETING OF DECEMBER 19, 1949, BEGS TO SUBMIT THE FOLLOWING REPORT:
This Committee was set up for the purpose of studying all matters relating to the Highland Cemetery, with particular consideration given to the Public Garden area for burial purposes. The Committee was organized with Louis D'Espinosa as Chairman and Harry Howard as Clerk. The other members of the Committee are: John E. Corbett, Charles F. Holman, Lewis J. Danovitch, Edmund F. Murphy and Russell C. Estey.
Committee meetings were held during the course of the year, and much time was spent in determining the future needs for burial purposes. Topographical and Assessors' maps have been studied; various possible sites for burial purposes have been discussed, and their merits weighed, and those considered desirable have been visited. Our estimate was that the present cemetery area will be used up in about ten years. With the town growing as rapidly as it is today, this estimate would be a maximum. With this in mind, the Committee felt that the need must be taken care of immediately and that we should provide for a number of years in the future.
It was, also, our opinion that every effort should be made to expand the ceme- tery in such a way that it will be retained as one unit. We feel that it would be unfortunate and would involve much greater expense if, in order to enlarge the cemetery, it would become necessary to acquire land not adjacent to the present cemetery area. Much discussion was given to the Public Garden area, which is a piece of land with an arca of about 61/2 acres. This property was purchased by the Town in 1902 for cemetery purposes.

It was observed that a part of the Public Garden could be used without seri- ously impairing any other use for which the Public Garden area might be needed. However, it was generally felt that the use of a small portion of this area would only act as a stopgap and would not solve the problem of providing cemetery facilities for the Town for more than three years.
The Committee does feel, however, that if it becomes impossible to acquire other land, both desirable to the people and adjacent to the present cemetery, then, the use of a part, or all, of the Public Garden for cemetery purposes would become a necessity.
It was the final decision of the Committee that nothing should be done that would obscure in any way the Day Memorial Chapel from the approaches to the C'emetery.
Beyond the Stand Pipes and Southwest of the present cemetery, there is an area of land which, in the opinion of this Committee, is suitable for the expansion of the Cemetery. Going farther in the same manner and West of the Cemetery is an area of land that could be used if properly drained and filled. Some people who have had to purchase burial space near this area did not like this land and would much prefer to have a choice of land in some other place.
The Committee recommends the acquisition by the Town of approximately 15 acres of land mentioned above as being West of the Stand Pipes and Southwest of the present Cemetery. This land begins at the high part of the Cemetery and slopes off in a Southwesterly direction. It is wooded land, and it is likely that in the development some of the trees would be kept in order to preserve some of the natural beauty of the area.
With reference to construction and cemetery work that has been done in the vicinity of this land in the past, we feel there is no reason to believe that the soil in this area is much different from that which we now have in the Cemetery. At the present rate of sale, this land would last about fifty years.
The Committee, also, recommends the acquistion of a strip of the land which was described as being in need of fill. This strip of land would be about 180 feet wide along the Westerly line of the present Cemetery. The Westerly line of this strip would be a contribution of the Westerly line of the other land mentioned.
This land will not be needed for a good many years to come, and, in the mean- tiem, it can be filled with whatever excess material the Cemetery might have and made attractive for burial purposes.
A plan compiled from the Assessors' maps is made a part of this report. The plan shows the Cemetery and the surrounding areas and outlines in red the pro- posed expansion.
This plan shows a proposed road running from the main Cemetery Avenue through the Public Garden and through th Water Department land. This road would furnish the best access to the land under discussion.

Your Committee noted that the building now being used to house the truck and store materials is a detriment to our Cemetery. The building is falling apart and not worth repairing. It was moved to its present location at the time the Administration Building was built. We recommend that the building be removed and a new building be built which would be large enough to house not only trucks, plow and materials but, also, all mowing and graveside equipment. We suggest that this building could be built at the Northerly end of the 180-foot strip recommended to be purchased West of the present Cemetery. This would leave more burial space in the present Cemetery.
The Committee, also, makes recommendations relative to two other matters that seemed pertinent to our study:
1. Due to the increased cost of providing services at the Cemetery, that the Selectmen give consideration to increasing the charges for these services.
2. That they give consideration to the enclosure of at least a part of the Old Parish Cemetery, so as to protect this historical place from ready acces- . sibility to undesirable visitors.
ARTICLE 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a Town Treasurer may use when acting as Collector.
Voted: That the Town Treasurer and Collector of Taxes as Collector of Taxes be and hereby is authorized to use all means of collecting taxes which a Town Treasurer may use, according to law, when acting as Collector of Taxes.
ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1951 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

ARTICLE 14. To see what sum the Town will vote to authorize the Board of Assessors to apply from free cash in the treasury in offset to the amount appropriated to be raised by taxation for the current financial year, or take any other action in the matter.
Voted: From Free Cash, not more than $75,000.00.
ARTICLE 15. To see if the Town will vote to authorize the Select- men to lease for a period not exceeding five years a building or parts of building for the purpose of providing suitable headquarters for Post 2452, Veterans of Foreign Wars of the United States, subject to regulations to be made by the Selectmen therefor as provided by law, and to raise and appropriate a sum to provide for the payment for the rent reserved under such lease for the current year or take any other action in the matter.
